21. Setting the Stage for Progress Towards Nuclear Disarmament

Abstract:
Recognizing that the current international context is hardly conducive to arms control and disarmament, SIPRI working paper ‘Setting the stage for progress towards nuclear disarmament’ identifies 10 practical steps to revitalize the 1968 Non-Proliferation Treaty (NPT) as the principal normative and legal foundation of the global nuclear disarmament and non-proliferation regime. At the same time, it recognizes the NPT’s inherent compatibility with other disarmament initiatives, most notably the 2017 Treaty on the Prohibition of Nuclear Weapons. In addition to restoring a sense of common purpose and addressing ‘old’ nuclear weapon-related risks, the paper highlights ‘new’ risks arising from developments in conventional capabilities and emerging technologies. The overarching objective is to set the stage for future concrete steps and initiatives to reduce the role of nuclear weapons and to eventually eliminate them.

The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources and measures the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2017 GPI, this year’s report includes analysis of the Positive Peace factors that are most important for transitioning to higher levels of peace and how deteriorations in Positive Peace are linked to the rise of populism in Europe. The report also assesses the trends in peacekeeping and militarisation, including a cost/benefit analysis highlighting the positive economic benefits from early peacebuilding interventions.

Political leaders regularly make grand, public statements about the importance of the Women, Peace and Security (WPS) agenda for promoting national and international security, but their policy actions have fallen far short of their rhetorical declarations. There are two main reasons for this. First, political leaders are the point persons for their male-dominated security establishments. These establishments do not prioritize women and gender issues in national and international security affairs. Second, the WPS agenda has been framed as a “women’s” issue, which makes it easier for the establishment to marginalize the WPS cause.

On 6 December the Trump administration made an unprecedented decision to recognize Jerusalem as the capital of Israel. The announcement, which both recognized Jerusalem as Israel’s capital and conveyed President Trump’s intention to relocate the United States’ embassy to the Holy City, is a move shrouded in obscure motivations. Was it a manifestation of the strongly pro-Israel orientation of the new government? Was it merely the fulfilment of a campaign promise, a sop to the president’s evangelical and pro-Israel support base? Or was it truly designed, as the President maintained, to reenergize a peace process that has been stuck in the mud for years?

Abstract:
The judgment award rendered in the Republic of the Philippines vs. The People’s Republic of China was a significant development to the disputes in the South China Sea and the West Philippine Sea. Conflicting opinions from littoral and affected states on the legal issues abound the institution of the case and the conduct in these areas as a whole have been raised and a decision has been rendered on these issues. Provisions in the UNCLOS that were made to be deliberately vague because States at the UN Conference negotiating UNCLOS could not agree on more precise language have been clarified. The judgment not only has implications in the lawyering and judicial sphere. It also carries practical implications that are to be considered in lawmaking and formulation of government policies. All these implications will be discussed in this paper.

Chinese incursions in disputed waters in the SCS and WPS started from as early as the 1950s. However, they were scant and far in between. As decades passed, Chinese surveillance and incursions and the incidents between PRC, RP and Vietnam have increased in these areas. Rapid reclamation activities by PRC and the construction of installations on them (many of which are of a military nature)7, amidst protests by its neighbors (including the Philippines) and claimant states, have likewise increased the tensions.

Abstract:
Since the Arab Spring, states, civilians, and many nongovernmental organizations have watched as contentious events play out across the globe. Many wondered how these events would unfold, which would succeed, and just as significantly, whether those contesting power would come to be victimized by the very governments they were protesting against. In this report we seek to understand why some popular uprisings experience mass killings and others do not. In particular, we focus in on the characteristics of violent and nonviolent uprisings to better understand the types of contentious events that are most likely to elicit government crackdowns. Analyzing new data on state violence and popular uprisings from 1955 to 2013, we find that mass killings are associated with particular country and regime characteristic. Preexisting subgroup discrimination and certain types of authoritarian regimes, for instance, are important predictors of governmental violence. Yet, characteristics of popular uprisings are significant as well. Not every uprising is equally threatening to regime elites, and some – like violent movements with foreign support – are much more likely to elicit mass killings than others. In turn, nonviolent resistance, though oftentimes constituting an even greater challenge to oppressive regimes than armed struggle, tends to also decrease the likelihood of mass atrocities. These findings therefore have important implications for policymakers seeking to prevent mass atrocities, and for activists seeking to stay safe in the course of a popular uprising.

The July 15 attempted coup, which exposed rifts within the Turkish military, coupled with the August 9 meeting between Turkish president Recep Tayyip Erdogan and Russian president Vladimir Putin, and the Turkish incursion into Syria on August 24, appear to signal a change in trajectory for Turkey’s Syria policy. Since Erdogan’s ouster of Prime Minister Ahmet Davutoglu in May 2015, Turkey has already implemented some significant foreign policy shifts, including normalization with Israel and a desire to mend ties with Russia.
