102. AUKUS A Look Back at The First Analyses

- Announced just over a year ago on Sept. 15, 2021, the Australia-United Kingdom-United States (AUKUS) security partnership promised work on two interrelated lines of effort between the three allies. One entailed providing Australia with a conventionally armed, nuclear-powered submarine capability. The other involved cooperation on developing and providing joint advanced military capabilities to promote security and stability in the region, including in cyber, artificial intelligence and autonomy, quantum technologies, undersea capabilities, hypersonic and counter-hypersonic systems, electronic warfare, and information sharing. AUKUS sent shockwaves across the Indo-Pacific and beyond. Some praised the new partnership, explaining that it would tighten the US hub-and-spokes alliance system and stand as a powerful deterrent to China’s new assertiveness in the region. Others¾with the People’s Republic of China in the lead¾were much less enthusiastic, even outright critical, insisting that it would create unnecessary tensions, possibly leading to arms races or crises, and undermine nonproliferation norms and rules. France was also deeply upset because AUKUS immediately led to Australia’s cancellation of a French-Australian submarine deal, without notice. In the days, weeks, and months that followed the AUKUS announcement, the Pacific Forum published, via its PacNet Commentary series, several preliminary analyses on the trilateral partnership, each reflecting a specific national perspective from throughout the Indo-Pacific and beyond. One year later, and as implementation of the AUKUS partnership remains ongoing, we have compiled these analyses into a Pacific Forum Issues & Insights volume. It is our hope that these publications will provide a basis for further study and additional recommendations.

103. Getting past constraints: Deepening U.S. security relations with Vietnam and Indonesia

- Pacific Forum reconvened two Track 2 dialogues with Vietnam and Indonesia in August 2022 to help identify ways the United States and its two Southeast Asian partners can work together to enhance bilateral cooperation on security issues of shared concern. Functional cooperation between Washington and its two Southeast Asian partners has considerably advanced in the past ten years, but differing strategic considerations still handicap some aspects of these relationships. The two security dialogues emphasized these findings, among other takeaways.

- The fusion of technological, geopolitical, and ideological ambitions is straining internet governance discourses, cyber norms diplomacy, technical standard-setting, and the global connectivity infrastructure. The German government has made support for global, open, and secure digital connectivity a centerpiece of its foreign policy. However, it has yet to make the shaping of a corresponding international technology agenda a strategic policy priority. To shape a global technology order that reflects Germany’s interests as a high-tech industrial economy and democratic society, the government should focus on realizing synergies with EU international digital policy, strengthening coordination with like-minded partners, and engaging with the Global South on an inclusive and democratic global digital agenda.

105. A Restraint Recipe for America’s Asian Alliances and Security Partnerships

- As Sino–American relations deteriorate, risks of conflict between Washington and Beijing are growing. A major war would be terrible for both the United States and the region while setting back critical goals, like the fight to stop climate change. Avoiding a war while safeguarding vital U.S. interests ought to be a priority. But while many in the United States want to strengthen alliance structures as a means of deterring China and to make Taiwan a de facto security ally, those who espouse a strategy of Restraint believe this approach endangers Americans and undermines their prosperity. A policy of Restraint is predicated on the view that alliances are not ends in themselves, but a means of bolstering U.S. security. This brief analyzes the utility of America’s Asian alliances and security partnerships from a Restraint perspective under two scenarios. The first and preferred scenario is that of the United States and China walking back from their current march toward confrontation to achieve a stable, if still significantly competitive, relationship. The second and more likely scenario is a much sharper and sustained rivalry with China becoming a regionally strong, possibly in many ways dominant, power.

106. Partnerships for Policy Transfer: How Brazil and China Engage in Triangular Cooperation with the United Nations

- This paper offers a comparative analysis of Brazilian and Chinese partnerships with the United Nations (UN) as a mechanism and channel for policy transfer. In international policy travel flows, China and Brazil currently hold privileged places as hubs from which development-related policies travel and through which they circulate. Both countries have invested in systematising their development experience and transferring development policies within their regions and beyond – often through triangular cooperation, i.e. South–South cooperation supported by third actors such as UN entities. So far, however, this variegated engagement has remained under the radar of scholarly attention. To address this gap, we examine 35 policy transfer partnerships – 17 for Brazil and 18 for China – forged with different parts of the UN system over the last two decades. In order to offer a first systematic account of partnership trajectories, we provide an overview of partnership types (namely projects, programmes and policy centres) and transfer dimensions (including the policies themselves, transfer agents and governance arrangements). Our comparative mapping presents an evolving landscape: while Brazil was first in institutionalising robust policy transfer partnerships with numerous UN entities and then slowed down, China started more cautiously but has significantly expanded its collaboration with the UN system since 2015. The partnerships analysed cover a substantial range of sectors, with a particular focus – for both Brazil and China – on agricultural policies. While Brazilian partnerships with the UN primarily engage with linkages between agriculture and social protection, however, China–UN partnerships focus more on productivity and market linkages. As the first comprehensive mapping and comparative analysis of Brazilian and Chinese policy transfer partnerships with the UN, this paper contributes to a better understanding of (triangular) cooperation schemes between international organisations and their member states, as well as debates about how policies deemed as successful travel around the globe.

107. Mexico’s “Catch-22”: The Implications of Being a Trade and Climate Partner of the United States and the European Union

- Under the current global environmental governance and trade regimes, several initiatives, such as the new United States–Mexico–Canada Agreement, the European Union’s European Green Deal, and regional free trade agreements the European Union has implemented with strategic partners like Mexico, are prompting a vibrant discussion on how trade agreements can be used as a potential mechanism to create enforceable cross-border commitments to tackle climate change. However, to cut greenhouse gas emissions within a few decades, a decisive departure from current trends in emission and trade policies is required by all countries, both developed and developing. As a result, politicians, scholars and experts around the world have looked to trade agreements as a possible tool for reaching global climate commitments, either related to or independent from the Paris Agreement. But how well do these agreements suit this purpose? Carbon-intensive products worldwide increased when tariff reductions were implemented, resulting in destructive practices for many countries, particularly those in the Global South. For countries such as Mexico, the nexus between trade and climate change is not easy to address: the country is trapped between its ambitions to play a role in global trade platforms as an industrial manufacturer and agricultural exporter and its desire to be recognized as a global actor in climate change policy and actions within the global community. Despite recent changes in climate and environmental politics under the administration of President Andrés Manuel López Obrador (2018–2024), Mexico is a middle-income country with a long-standing tradition as climate champion and environmental leader in the Global South and needs to make clear where it stands under the new global environmental and ecological transition scenario imposed by the climate crisis and trade-related issues. The “entanglement” of global trade treaties and commitments under the current climate crisis, represents a major shift for Mexico. Caught between the new US–Mexico-Canada Agreement, the EU–Mexico Trade Agreement and the possible impacts of the European Green Deal, Mexico needs to define its role in trade and environmental terms alongside giant partners such as the United States and the European Union, while defending its role as a regional power. If the European Green Deal takes off as an international driver for deepening climate and sustainable development goals with European Union strategic partners, it remains to be seen how Mexico will respond to the challenge. In this paper we address the possible implications for Mexico under each of these instruments. We look at the interplay between them, explore the linkages and possible conflictual pathways, and “disentangle” the schemes in which trade and climate change are interconnected. Mexico may be trapped in a “catch-22” situation. Environmental provisions embedded in trade treaties provide critical benefits to the country, but this often comes at the expense of “unacceptable” environmental enforcement measures that can put at risk national development plans, especially at a time when the environment and climate change issues are not at the top of the current administration’s political agenda.

108. Korea’s Regional Cooperation and ODA Policy in Asia: Performance and Challenges

- The COVID-19 pandemic and ongoing geopolitical conflicts have deteriorated socio-economic conditions all around the world. As developing countries in Asia have made enormous progress in economic and social development based on the stable ground for growth, the development gap within the region has also been expanded. In addition, the region’s socio-economic conditions have become worse after the pandemic. Along with the pandemic crisis, there are several issues that have negatively influenced the region’s sustainable growth, such as climate change and climate-related natural disasters, and conflicts. These multiple crises change the development needs in the region, and cannot be solved through the efforts of any sole country but must be tackled through regional cooperation. While Korea strengthens its strategic approach for regional economic cooperation to expand its partnership with emerging countries and its Official Development Assistance (ODA) volume is highly concentrated in Asia region, Korea still focuses on cooperation with each country based on priority countries’ Country Partnership Strategy (CPS) without any integrated regional cooperation strategy. Strengthening inclusive partnerships would be a key to reduce the development gap in the region, by supporting regional programs such as the ASEAN Connectivity and Mekong Subregion development projects. To improve policy coherence and tackle the region-wide problems, Korea should adopt an integrated regional cooperation approach by reflecting the characteristics of Asia. This study analyzes changes in the socio-economic conditions and development environment in the Asia region and provides policy implications for preparing regional cooperation strategy for Asia.

109. Will France’s Africa Policy Hold Up?

- During his first term, French President Emmanuel Macron sought to revitalize his country’s diplomatic outreach to countries throughout Africa. Some aspects of this pivot were designed to more directly address the legacy of French colonialism in Francophone countries. He also sensed that the growing stature of non-Western powers like China has given African counterparts greater latitude to pursue ties amid heightened diplomatic competition among a host of other countries both in Europe and elsewhere. In pursuing this strategy, Macron has sought to promote a vision of French diplomacy with Africa through greater foreign aid and more robust people-to-people ties grounded in a spirit of partnerships between equals. While Macron’s efforts have created an opening for renewed relationships, this pivot has not been as seamless as he had hoped. Bureaucratic inertia and stovepiping in French foreign policy circles have at times meant that implementation of these policies has lagged. In certain cases, Macron’s own nationalistic appeals during his recent reelection bid have appeared to undercut his attempts to make amends for France’s troubling colonial history. Meanwhile the French president’s attempts to deepen economic, people-to-people, and security ties in more equitable ways have fallen short of lofty expectations, with past practices proving harder than expected to jettison. For Macron’s ambitions for French relations with African countries to keep their momentum, the president and his team must take an earnest look at what has worked well and what can still be improved.

110. Russia’s National Security Narrative: All Quiet on the Eastern Front

- The two defining features of Russian President Vladimir Putin’s foreign policy have been an increasingly adversarial relationship with the West and an increasingly close partnership with China. These drivers have been the salient feature of official Russian national security documents for the past three decades. Since the end of the Cold War, the U.S. national security community has viewed Russian strategic thinking as misguided because it failed to see China as the real threat to Russia. This view ignores the Kremlin’s preoccupation with Europe as the most important strategic theater where its interests are at stake, and where they are threatened by the West’s superior capabilities and ambitions. This view also ignores how unimportant—relative to Europe—the Asia-Pacific is for Russia. Russia’s partnership with China is secured, however, by a set of coherent and complementary strategic rationales, which supersede frequent concerns in the Russian strategic community at large about China and its growing capabilities and intentions vis-à-vis Russia. Those concerns appear to have little impact on Russian policy. Notwithstanding those concerns in Russia’s unofficial national security discourse, China’s footprint on its foundational national security and foreign policy documents is invisible—and China, as a source of military threat to Russia, does not appear to be part of the Kremlin’s calculus. The North Atlantic Treaty Organization (NATO) has long been the pacing challenge of Russian military modernization, and the main contingency for which it has been preparing has been future conflict in the European theater. For the Putin regime, there is no alternative to Russia’s “no limits” partnership with China. Moreover, even if Putin were no longer on the scene, a successor regime would have powerful economic, geopolitical, demographic, and military-strategic incentives to maintain this partnership. An adversarial relationship with China would pit Russia against two superior powers in two widely separated geographic theaters. The war in Ukraine has cemented the Russian-Chinese partnership for the foreseeable future.
