1. Reducing the Motherhood Penalty in Greece: Lessons from Norway

Abstract:
This Working paper draws on the emerging literature that has established that the employment rates and the earnings of men and women start to diverge once they have children, with women’s labour market performance deteriorating, while that of men’s left unaffected or even improving. This phenomenon has been dubbed the motherhood penalty (or the child penalty). The size of the penalty is affected by the choices parents make as regards employment and childcare, which in turn are affected by gender norms, instilled in women and men early in life, but also by public policies aiming to establish a better work-life balance and help working mothers and fathers combine bringing up a child with pursuing a career. The paper reviews cultural norms and institutional arrangements as potential determinants of mothers’ employment in two polar cases: Greece (where female employment is low, and child penalties large) compared to Norway (where female employment is high, and child penalties are virtually non-existent). The paper concludes with a list of policy recommendations, inspired by our understanding of the gradual emergence of family-friendly work-life policies in Norway, and informed by our awareness of constraints facing policy makers in Greece.

2. Navigating Educational Disruptions: The Gender Divide in Parental Involvement and Children’s Learning Outcomes

Abstract:
This study analyzes the adjustment in time allocation to school support activities by mothers and fathers during the pandemic across 22 Latin American and Caribbean countries, exploring the repercussions on labor market outcomes and children’s learning losses. Our analysis reveals that mothers experienced a disproportionate increase in time dedicated to children’s educational support compared to fathers, particularly when mothers could work from home. The results suggest that these effects were more pronounced in countries with stringent school closure measures and limited access to in-person instruction. Even as mobility restrictions eased and schools reopened, the additional responsibilities taken on by mothers remained above pre-pandemic levels. Mothers also significantly increased the time spent on non-educational childcare, though to a lesser extent than educational support. We also show evidence indicating a decline in maternal labor force participation and a rise in flexible labor arrangements as mothers allocated more hours to child-related duties. Our study also provides descriptive evidence that children’s learning losses were less severe in countries where the gender disparity in pandemicrelated school support was greater.

Abstract:
Bu araştırmanın amacı, anne baba eğitim düzeyine göre okul öncesi dönem çocuklarının sosyal-duygusal yeterliliğinin incelenmesidir. Araştırmada genel tarama modeli kullanılmıştır. Araştırmanın örneklemini Manisa ili Soma İlçesi’nde okul öncesi eğitime devam eden 188 çocuk, 188 anne ve 188 baba oluşturmuştur. Araştırmada veri toplama araçları olarak Kişisel Bilgi Formu ve Okul Öncesi Çocuklar İçin Sosyal-Duygusal Beceriler ve Psikolojik Dayanıklılık Ölçeği (SDBPDÖ-Okul Öncesi) kullanılmıştır. Veri toplama araçları, her bir çocuk için okul öncesi öğretmenleri tarafından yaklaşık 7 aylık gözleme dayalı olarak doldurulmuştur. Normal dağılımla ilgili bulgulardan yola çıkarak parametrik olan Tek Yönlü Varyans Analizi (ANOVA) tekniği ile analizler gerçekleştirilmiştir. Gruplar arasındaki farklılıkların belirlenmesine ilişkin eğitim seviyeleri için post-hoc tekniklerinden Bonferroni uygulanmıştır. Araştırmanın bulgularına göre okul öncesi dönem çocuklarının duygu bilgisi/duygu ifadesi, empati, öz düzenleme, sosyal yetkinlik alt boyutlarının ve SDBPDÖOkul Öncesi düzeyinin, anne-babaların eğitim seviyesine göre istatistiksel olarak anlamlı farklılık gösterdiği görülmüştür. Bu sonuca göre okul öncesi dönem çocuğu olan anne-babaların eğitim seviyeleri, çocuklarının sosyal-duygusal yeterliliği ile ilişkilidir.

Abstract:
Parents and guardians of children under the age of 18 are less likely to be vaccine accepters than those without children under 18 in their households, according to data from the latest PRRI-IFYC vaccine report.[1]About six in ten parents (61%) say they have gotten or will get a vaccine, 21% are hesitant, and 17% say they will not get a COVID-19 vaccine. By contrast, Americans without children under 18 in their households are more likely to be acceptant (76%) and less likely to be hesitant (13%) or refusers (10%).

5. Intergenerational Transmission of Human Capital: The Case of Thailand

Abstract:
This study provides evidence of intergenerational transmission of human capital in Thailand, using data from the Thailand Labor Force Survey of 1985–2017. Employing the instrumental variable approach using Thailand’s compulsory educational reform of 1978 as the instrumental variable to minimise bias caused by the endogeneity of parental education, this study estimates the effect of parental education on children’s education and their labour market outcomes. Besides reaffirming the conventional positive link between parental and children’s years of education, new and intriguing evidence is put forth on the negative link between parental education and the child’s brawn skill, based on the industry and occupation adopted by the child in the labour market. The influence of paternal education is found to outweigh that of maternal education, in contrast to the evidence from developed countries. High intergenerational educational persistence and low intergenerational mobility indicate unequal opportunities in the country, as individual welfare is largely tied to parental background. Therefore, it is recommended that the Government of Thailand weaken this linkage to improve equality in the country.

6. Roots: A conceptual framework for the involvement of parents and families in advocacy for LGBTI equality and freedom in southern Africa

Abstract:
The role that families play in advocating for the human rights of lesbian, gay, bisexual, transgender and intersex (LGBTI) people in communities in southern Africa has not received as much attention as it deserves. Our new publication is called Roots, because of the powerful comments from some of the parents of LGBTI people that their LGBTI children are “from the same tree branch” as them, and because families enable LGBTI people to find an authentic “sense of belonging that is true to their roots.” The paper Roots: A conceptual framework for the involvement of parents and families in advocacy for LGBTI equality and freedom in southern Africa, reports on the experiences of LGBTI people and their families in Botswana, Mauritius, Mozambique, South Africa, and Zimbabwe. It highlights the role that the involvement of parents and families can play in the advocacy for LGBTI equality and freedom in our region including suggestions on ways to empower families to promote LGBTI acceptance in their homes, communities, and countries. For LGBTI people, the family can be the first place of rejection and damaging homophobia, transphobia and interphobia. Yet families can also be the best form of love and support that an LGBTI person can receive. Even initially hostile family members can grow to accept their LGBTI children, grandchildren and siblings. It may take time, emotional labour, vulnerability and courage for parents and family to accept their LGBTI child, however once parents and the family accept a LGBTI child, wanting the state to do the same is a natural next step.

7. Enhancing Young Children’s Language Acquisition through Parent-Child Book-Sharing: A Randomized Trial in Rural Kenya

Abstract:
Worldwide, 250 million children under five (43 percent) are not meeting their developmental potential because they lack adequate nutrition and cognitive stimulation in early childhood. Several parent support programs have shown significant benefits for children’s development, but the programs are often expensive and resource intensive. The objective of this study was to test several variants of a potentially scalable, cost-effective intervention to increase cognitive stimulation by parents and improve emergent literacy skills in children. The intervention was a modified dialogic reading training program that used culturally and linguistically appropriate books adapted for a low-literacy population. We used a cluster randomized controlled trial with four intervention arms and one control arm in a sample of caregivers (n = 357) and their 24- to 83-month-old children (n = 510) in rural Kenya. The first treatment group received storybooks, while the other treatment arms received storybooks paired with varying quantities of modified dialogic reading training for parents. Main effects of each arm of the trial were examined, and tests of heterogeneity were conducted to examine differential effects among children of illiterate vs. literate caregivers. Parent training paired with the provision of culturally appropriate children’s books increased reading frequency and improved the quality of caregiver-child reading interactions among preschool-aged children. Treatments involving training improved storybook-specific expressive vocabulary. The children of illiterate caregivers benefited at least as much as the children of literate caregivers. For some outcomes, effects were comparable; for other outcomes, there were differentially larger effects for children of illiterate caregivers.

Abstract:
On one hand Israel is a leader in the field of high-tech industry, but on the other it remains a country focused on traditions. In Vitro Fertilization (IVF) is one of the most common treatments among many possibilities which were created in the field of assisted re- productive technology (ART). Indeed, the number of Jewish women as intensive consumers of IVF has increased in the past few years. Due to the great importance of motherhood and raising families in Jewish tradition, Israel strongly supports health care procedures assisting Jewish adults in becoming parents. There is no doubt that for Jews life is the most precious value in its religious and political meaning, however, they are quite flexible in accommodat- ing modern technologies in order to serve life. The State has historically focused on increas- ing birthrates and nowadays a woman’s biological clock is an important element not only in the context of matrylineal descent and for the answer to the question of Jews identity but it is also intervening as a part of the reproductive industry.

Focusing on low-income women in urban communities, this paper fi rst describes a broadened set of expectations of prenatal care and other interventions. It proposes a more holistic framework for analyzing policy choices by examining the numerous determinants that affect maternal and child health outcomes. Then, it examines policy options through these determinants.
