Abstract:
The COVID-19 crisis has served as a painful demonstration that no country is fully prepared for a pandemic and that the existing global health architecture remains ill-equipped to finance pandemic prevention, preparedness, and response (PPR). The rationale for preventing and containing pandemics is self-evident: the price of preparedness is a fraction of the cost of responding to catastrophic outbreaks, both in terms of human and economic well-being.[1] In the aftermath of the 2003 SARS outbreak, 2009 H1N1 pandemic, and the 2014-2016 West Africa Ebola outbreak, experts called for scaling up sustainable financing to ensure the world was better prepared to face that next global health threat. But even amid efforts to better understand and measure preparedness gaps,[2] little action was taken to mobilize financing and incentivize investments in strengthening detection, prevention, and response capabilities. As global health threats evolve, countries’ capacity to prepare for and respond to disease outbreaks is increasingly a global imperative. Now is the time to take concrete steps toward establishing sustained financing for pandemic PPR to help bring an end to the ongoing COVID-19 pandemic, combat future health security threats, and break the costly cycle of neglect.

32. COVID-19, Long-Term Care, and Migration in Asia

Abstract:
Countries throughout Asia are experiencing rapidly aging populations and increasing life expectancy, leading to a large and growing demand for long-term care (LTC) services. Despite the shift to providing care within communities and at home, governments are struggling to provide enough LTC to meet demand. A large part of the constraint is the lack of available workers. While many countries in the region have migration schemes to bring in LTC workers, they are insufficient. At the same time, the COVID-19 pandemic has had an outsized impact on older people throughout the region, and has exposed deficiencies in the structure of migrant care labor. This report explores the impact of these three dynamics—LTC, migration, and COVID-19—on the current and future LTC workforce in the Asian region. It showcases 11 countries of origin and destination, including the demand for and supply of LTC, how it is financed and resourced, and where and how migrant workers are sourced. It puts forward recommendations for how governments throughout Asia can ethically and sustainably increase LTC worker migration; improve wages, working conditions, and recruitment processes within the sector; and learn lessons from COVID-19.

33. Beyond India’s Lockdown: PMGKY Benefits During the COVID-19 Crisis and the State of Digital Payments

Abstract:
India imposed a lock-down in response to the COVID-19 pandemic in March 2020 and began a gradual re-opening in June. A telephonic survey in April examined the early effectiveness of information and the massive PMGKY social protection program (Policy Paper 217). This paper analyzes a second-round survey, conducted six months later. Logistical and information constraints had relaxed, and incomes and jobs had begun to stabilize for some. There were not strong indications of differential access to benefits by income or location, but constraints to providing public employment had tightened in the face of increased demand, resulting in greater job rationing. Men made more use of digital channels, with a clear smartphone ownership hierarchy between men and women; this divide carried over into the growing autonomous use of digital payments which is conditioned on access to smartphones. Survey results confirm strong local agglomeration effects in digital payments, mirroring the general pattern with higher use in states hosting India’s major technology hubs. At the same time, trust-based concerns reduced the use of assisted digital cash-outs through agents.

34. Social Protection in the COVID-19 Pandemic: Lessons from South Africa

Abstract:
South Africa responded to the stresses of the COVID-19 pandemic and lockdown using a combination of existing social protection programmes, unemployment insurance, and additional measures to support those most affected. This paper reviews policies and implementation with the objective of highlighting lessons for the global community, including on the use of digital mechanisms. The government adopted a two-pronged and largely cash-based approach: unemployment benefits for formal sector workers and cash transfers to vulnerable individuals, informal workers, and beneficiaries of existing grants. Top-up payments for existing grants were rolled out efficiently; the new Special Relief of Distress (SRD) grant posed challenges but ultimately succeeded in reaching over six million previously uncovered beneficiaries. It may even become a permanent feature of South Africa’s social protection system. Overall, the government reached over 30 million South Africans with cash-based relief measures. A distinctive feature of cash-based emergency relief was the use of digital technologies, especially in the application and verification process for the new SRD grant. The payment system, however, relied heavily on manual cash disbursements, thus failing to reflect the adoption of innovative digital technologies observed in many other African countries.

35. IDB COVID-19 Response Projects and Gender Integration

Abstract:
This paper aims to determine the extent to which gender was considered in the Inter-American Development Bank’s (IDB) operations aimed at responding to the COVID pandemic and associated economic crisis. Using keywords to identify COVID response projects, we found 264 projects approved between March 1, 2020, and July 31, 2021 for our analysis. We found that 135 projects (51 percent) had publicly available project documents for analysis, and of these, 32 projects (24 percent) included gender-focused indicators in their results frameworks. Most gender indicators focus on women as participants of social protection programs or as owners of small- and medium-sized enterprises. Our recommendations to the IDB include increasing transparency by publishing more project documents and ensuring gender indicators are included in projects’ results frameworks across sectors. This project builds on previous analysis of gender integration in COVID response projects at the World Bank, Asian Development Bank, and African Development Bank.

Abstract:
Connectivity initiatives across the Eurasian landmass have been on global and regional agendas since the dissolution of the Soviet Union, with the newly independent countries of the Silk Road region prioritizing efforts to reach international markets so as to strengthen their strategic independence from Moscow. Amongst the numerous Silk Road connectivity initiatives, the Middle Corridor has the aim of building an efficient East‑West corridor involving countries located between the European Union and China (except for Russia). This essay analyses the pros and cons of the Middle Corridor project from the perspective of some of the countries most concerned, starting with Türkiye. It also examines how the COVID‑19 pandemic and the 2022 Russia‑Ukraine war have affected the implementation of this initiative.

Abstract:
The 2022 Commitment to Reducing Inequality (CRI) Index is the first detailed analysis published looking at governments’ policies and actions to fight inequality during the first two years of the pandemic. This fourth edition of the CRI Index reviews the spending, tax and labour policies and actions of 161 governments during 2020–2022. COVID-19 has increased inequality worldwide, as the poorest people were hit hardest by both the disease and its profound economic impacts. Yet the CRI 2022 Index shows clearly that most of the world’s governments failed to mitigate this dangerous rise in inequality. Despite the biggest global health emergency in a century, half of low-and lower-middle-income countries saw the share of health spending fall during the pandemic, half of the countries tracked by the CRI Index cut the share of social protection spending, 70% cut the share of education spending, while two-thirds of countries failed to increase their minimum wage in line with gross domestic product (GDP). Ninety-five percent of countries failed to increase taxation of the richest people and corporations. At the same time, a small group of governments from across the world bucked this trend, taking clear actions to combat inequality, putting the rest of the world to shame.

Abstract:
COVID-19 has exacerbated Asia’s crisis of extreme inequality. This is undermining growth and preventing poverty eradication. Asian governments have done almost nothing to combat this rise in inequality and are constrained in their policy choices as debt burdens grow and post-COVID austerity begins. A few Asian governments have done a lot to fight inequality during COVID-19 through equitable public services, progressive taxation and enhanced labour rights, especially for women, but most have not. This paper lays out a comprehensive set of measures that Asian governments, the Asian Development Bank and the international community could use to significantly reduce inequality, eradicate poverty and accelerate growth in Asia.

Abstract:
Afghanistan experienced an extraordinary situation in 2021 that presents a complex example of how an intensified level of conflict and the global COVID-19 pandemic of added to an increasing prevalence of drought due to climate change has been affecting people’s livelihoods from different angles. In pre-August 2021, the country experienced record-level violence across the provinces. This was followed by the gradual fall of districts, provinces and finally the capital Kabul into the hands of the current de facto authorities, the Taliban. Meanwhile, like any other part of the world, Afghanistan also experienced the impacts of the COVID-19 pandemic, which hindered people’s access to jobs, health care and different sources of revenue. Alongside this, the second-worst drought in 4 years (IFRC, 2021) has widely affected the livelihoods of the majority of people who rely on agriculture and livestock as the sole source of income. There has been limited research into how these situations have combined to affect livelihoods and wellbeing in Afghanistan. This article attempts to advance understanding of this issue and promote research that investigates overlapped crises.

Abstract:
In response to the COVID-19 pandemic, within a year’s time span, the federal government enacted unprecedented fiscal response bills totaling over $5 trillion. This response amount equates to about 25% of U.S. GDP in 2020. These massive allocations funded direct pandemic public health responses, along with vast fiscal support for households, firms, and state and local governments. This enormous response supported state and local government budgets both indirectly and directly, resulting in a marked budgetary shift from anticipated shortfalls to significant revenue growth and inflationary budget pressures.
