Iran is now an important focal point for U.S. foreign policy. Yet many have argued that the United States lacks a coherent foreign policy on Iran, amounting to no more than an enormous list of “evils”: namely, that Iran exports its radical Islamist revolution, supports Hezbollah and Hamas and actively opposes the Middle East peace process, is building nuclear and biological weapons capacity, was involved in the bombings of the Jewish center in Buenos Aires and the Khobar towers in Saudi Arabia, provides Al-Qaeda with safe passage and refuge, helps insurgents in Iraq, assassinates its own dissidents and oppresses its people, and so on.

Abstract:
Nuclear energy has been used to produce electricity for more than half a century. It currently provides about 17% of the world's supply and 23% in OECD countries. The oil crisis of the early 1970s provoked a surge in nuclear power plant orders and construction, but as oil prices stabilised and even dropped, and enough electricity generating plants came into service to meet demand, orders tailed off. Accidents at Three Mile Island in the United States (1979) and at Chernobyl in Ukraine (1986) also raised serious questions in the public mind about nuclear safety.

Abstract:
The Nuclear Nonproliferation Treaty (NPT) was concluded at the end of the 1960s, a decade which saw the drama of the Cuban Missile Crisis, the height of the nuclear arms race between the superpowers, and the entry of France and China into the club of countries that had tested nuclear weapons. The basic bargain underlying the NPT allows countries to surrender their right to develop nuclear weapons in return for access to international assistance in civilian nuclear technology. Five countries (the United States, the Soviet Union, the United Kingdom, France, and China) that had tested nuclear devices before 1 January 1967, were conferred the status of Nuclear Weapon State (NWS) by Article IX. All other signatories (Non Nuclear Weapon States or NNWSs) pledged to abjure the development and diffusion of nuclear weapons technology.

North Korea recently announced that it had “manufactured nukes,” that “these weapons” would be kept “for self-defense under any circumstances,” and that Pyongyang would immediately suspend its participation in further six-party denuclearization talks for an indefinite period. So much for probing North Korea's nuclear intentions. That game is now over. With the illusions of the international community's engagement theorists suddenly and nakedly exposed, the rest of us are obliged to face some unpleasant truths about the unfolding proliferation spectacle in the Korean peninsula.

Relations between Japan and North Korea continue to deteriorate due to concerns over Pyongyang's nuclear weapons program and past abductions of Japanese citizens. Nearly a decade and a half of efforts at normalising relations between the countries have faltered due to Pyongyang's unwillingness to give up that program or come clean over the abductions. For Japan, normalisation would help preserve regional stability and represent one more step toward closure on its wartime history; for North Korea, it would potentially produce the single greatest economic infusion for reviving its moribund economy. Indeed, the prospect of normalisation with Japan is one of the leading incentives that can be offered to North Korea in a deal to end the North's nuclear programs.

The international impasse over Iran\'s nuclear program is entering a critical phase. The compromise being offered by the international community, whereby Iran would carry out sensitive uranium enrichment work in Russia, is unlikely to be accepted in full by Tehran. The hardline rhetoric of new President Ahmedinejad is further limiting the prospects of a diplomatic solution being found. As a result, the issue is likely to come before the Security Council. Once in New York there are a number of ways it could play out. But at this stage it is not clear what the Council would be able to do to force a change of behaviour from Tehran. Faced with poor options all round, Washington may feel at some point that it has to risk the uncertain results of limited air strikes against Iranian nuclear facilities to delay what it regards as the unthinkable - a nuclear armed Iran.

Contrary to conventional wisdom, which holds the North Korean state to be an unremittingly hostile “negotiating partner,” history actually demonstrates that Pyongyang can be a highly obliging interlocutor under certain very specific conditions. All that is necessary to “get to yes” with the Democratic People's Republic of Korea (DPRK) is to concede every important point demanded by the North Korean side while sacrificing vital interests of one's own. The mid-September “breakthrough” at the six-party talks in Beijing would appear to conform precisely to this long-established pattern. The vaunted outcome—a long-desired “consensus statement” inked by North Korea and the other five governments engaged in protracted discussions over North Korean denuclearization—is being celebrated by diplomatic sophisticates in Seoul, Beijing, Moscow, Tokyo, and Washington.
