291. The Political Kaleidoscope Turns Again in Crisis-Challenged Iran: 2013 Elections

Iran has never had what the West would regard as free, fair, and competitive elections. Some would point to the brief periods following the 1906 Constitutional Revolution and between the end of World War II and 1953, when a CIA-backed coup re-installed Shah Mohammad Reza Pahlavi, as possible exceptions to this rule. The upcoming presidential elections this June will be no such exception, with candidates restricted to eight proven loyalists to the regime. Nevertheless, the vote will be an important barometer of the stability and durability of an embattled regime that is increasingly unpopular domestically and isolated internationally. The elections will also produce a new turn of the kaleidoscope within Iran's shrinking political elite, as existing factions break apart and regroup. The next president is likely to be more moderate in tone, if not in policy, and more competent and less divisive than the outgoing Mahmoud Ahmadinejad. This could have important implications not just for the country's domestic course but for Iran's confrontation with the United States and the international community over the nuclear question.

There is a high risk that someone will use, by accident or design, one or more of the 17,000 nuclear weapons in the world today. Many thought such threats ended with the Cold War or that current policies can prevent or contain nuclear disaster. They are dead wrong--these weapons, possessed by states large and small, stable and unstable, remain an ongoing nightmare. Joseph Cirincione surveys the best thinking and worst fears of experts specializing in nuclear warfare and assesses the efforts to reduce or eliminate these nuclear dangers. His book offers hope: in the 1960s, twenty-three states had nuclear weapons and research programs; today, only nine states have weapons. More countries have abandoned nuclear weapon programs than have developed them, and global arsenals are just one-quarter of what they were during the Cold War. Yet can these trends continue, or are we on the brink of a new arms race--or worse, nuclear war? The nine articles in this volume were chosen from over 150 submissions through a blind-selection process in Princeton. After individually reading a large number of submissions, attending editors first voted for their favorite papers via secret ballot, and we then facilitated an open debate to winnow down these choices to the cream of the crop. In the intervening months before publication, editors in Princeton from relevant policy areas worked with the authors to fact-check their work and fine-tune their arguments. While their geographic foci and policy subjects are multifarious, all the authors in this edition share a passion for changing the world through better policy. At NATO's 2010 Lisbon Summit, Allied Heads of State and Government mandated a comprehensive Deterrence and Defence Posture Review (DDPR). The aim was to undertake a "rigorous analysis" of the broader security environment and of the adequacy of NATO's military posture for defense against the full range of security challenges. Issue of the DDPR as a press release at the May 2012 Chicago Summit demonstrated that the review process has indeed covered a lot of ground in the meantime, yet the document provided neither a detailed examination of the international security landscape nor an elaborate analysis of the interaction of nuclear, conventional and missile defense elements. This was hardly surprising. After all, the main purpose of the exercise was to rein in a potentially controversial debate among Allies about NATO's future nuclear posture. To put it differently, the DDPR was meant to reaffirm certain basics that were in danger of getting lost.

In the last fifteen years a fundamental shift in the strategic balance in Asia – Pacific has taking place. The article aims at discussing the difficulties the Japan-US military Alliance has adaptating to this new regional strategic environment. It also explains the new strategy that President Obama´s Administration is trying to implement, initially called “Pivot to Asia” and later “Rebalance”.
