Abstract:
A priority for NATO Mission Iraq is to further the Women, Peace and Security agenda as one of the mission’s activities. This effort should focus on raising awareness of the operational benefits of equal opportunities and diversity and not just counting the number of women involved. RECOMMENDATIONS: Formulate a clear mandate for WPS functions in the mission that positions the WPS agenda as an integral element of NMI’s other activities. Support awareness-raising programmes and initiatives to transform social norms, including patriarchal gender norms and institutional socio-political constraints on female participation. Support the transparent qualifications-based recruitment and employment of women and prioritize the focus on inclusive work environments, both mentally and physically. Incorporate intersectional and masculinity perspectives in the work on WPS to avoid creating an image of WPS as a foreign-backed agenda that is only of, by and for elite women.

Abstract:
Following Mali’s coup d’état of 18 August 2020, the transitional government is yet to present a roadmap for peace in central Mali outlining a new strategy for dialogue with armed non-state actors. To support this process, it is important that Mali’s international donors identify already-existing local peace agreements and support local-level dialogue with all parties to conflicts. Recommendations: Immediate de-escalation of conflicts is needed through disarmament of militias and rebuilding of trust between local communities and Mali’s armed forces, with a strong focus on protecting civilians. Mali needs a national, comprehensive strategy for how to include jihadists and local militias in dialogue, reconciliation and dispute resolution. International donors need to identify already-existing local peace agreements and support local-level dialogue between all parties to conflicts. Long-term solutions regulating equal access to natural resources for different population groups are key.

Abstract:
This DIIS Working Paper elaborates how local consent to a huge industrial mining complex, including a port and a 150 km railway built in the 1980’s on indigenous arid lands, were created. Showing how both ‘hard’ and ‘soft’ security technologies were effective in preparing the complex, constructing the necessary infrastructure and securing the operation, the paper at the same time illustrates how corporate security practices have changed over time in the northern part of Colombia. The paper is based on extended ethnographic fieldwork in La Guajira, Colombia, carried out through 2018 and 2019 as well as historical written documents.

Pakistan’s restive Baluchistan province has experienced a fresh wave of nationalist-separatist terrorist attacks since 2019, with new targets indicating shifting trends. Baluch nationalist–separatist militant groups have not only ramped up their attacks, but also have changed strategy and formed a new alliance. The implications of this are a steep incline in attacks against the Pakistani security forces.

Abstract:
On December 20, 2020, 21 Katyusha rockets struck the U.S. Embassy in Baghdad, breaking an Iranian-sponsored ceasefire in Iraq for a second time (U.S. Central Command, December 23, 2020). The Iraqi security forces later arrested a member of the Iraqi political and militant organization Asaib Ahl al-Haq (AAH), Hussam al-Azirjawi, after finding conclusive evidence of his involvement in the attack (al-Hurra, December 26, 2020). Following al-Azirjawi’s arrest, multiple widely-shared clips on social media appeared to show a large mobilization of armed AAH militants in East Baghdad. A further clip showing masked AAH gunmen threatening to attack Iraqi security forces on command from AAH leader, Qais al-Khazali (al-Arabiya, December 25 2020). These arrests and video clips reveal that AAH has begun to show increasing signs of dissent from the party line set by Iran and its most loyal proxy in Iraq, Kata’ib Hezbollah.

On December 7, 2020, following speculation in the news, the Philippines President Rodrigo Duterte finally announced that the government would not offer a holiday ceasefire—as is tradition for this time of year—to the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP). Duterte’s announcement came during his weekly address to the nation on the government’s response to the COVID-19 pandemic, but Duterte went one step further by declaring that peace talks are “dead” and there would no longer be any ceasefires for the remainder of his presidency (abs-cbn.com, December 8, 2020).

Abstract:
The Boogaloo Bois is a recently formed decentralized armed movement comprised of loosely knit cells scattered throughout the United States. Boogaloo participants have also been involved in several attacks and plots, including the attempted kidnapping of Michigan’s governor, an attempt to sell weapons to Hamas, and a deadly attack on a federal security officer in northern California. The movement is centered on participants’ belief that the U.S. government has become excessively tyrannical. Participants, therefore, have concluded that a second civil war is unfortunate, but inevitable, in order to obtain “true liberty.” The movement refers to this idealized second civil war as “the Boogaloo” (Spotify [Buck Johsnon], July 2020). Occasionally, the word “Boogaloo” is exchanged for slang terms, however, such as “the big luau,” the “Bungalow,” or the “Big Igloo.”

Abstract:
The Neo-Jama’atul Mujahideen Bangladesh (Neo-JMB), which was responsible for the deadly July 2016 Holey Artisan Bakery terrorist attack in Dhaka claimed by Islamic State (IS), has effectively nurtured and nourished a strong network of female jihadists in the country (refworld.org, November 15, 2016). These women members have proven to be a largely unseen, but potent force behind the group’s resilience. They have spearheaded recruitment and propaganda campaigns and even surprised security forces with a suicide bombing on December 26, 2016 in Ashkona area of the capital Dhaka (The Independent, December 26, 2016).

89. Re-Thinking Assumptions for a 21st Century Middle East

American policy in the Middle East is based on outdated assumptions. There are at least four novel elements in or impacting the Middle East that require an adjustment in strategy: North American Oil Independence: The United States no longer relies on the Middle East for its supply of energy and could choose to act without that significant tie. Rise of China: The People’s Republic of China is now a near-peer to the United States and is taking steps to protect its own interests in the Middle East. Diminishing Conventional Threats to Israel: All conceivable regional enemies are now peace signatories, wrestling with internal instability, or both. Unconventional threats continue to challenge Israel’s security, but a ground invasion is now a remote possibility. Rise of Sub-State Actors: In addition to widely recognized terror and insurgent groups, other actors, such as financial firms, technology firms, and private military firms, interact with power that rivals that of weak states. These new factors—alone and in concert—make legacy strategies at least suboptimal, if not unsuitable. Today’s Middle East exhibits very different characteristics than that of the Middle East of the past century. An acceptable and suitable strategy must incorporate these new data points.

Abstract:
This series maps the activity of little-known military brigades and armed groups proliferating throughout the conflict in Yemen. Mapping these actors has become relevant for understanding future trajectories of violence in Yemen as some of them have developed significant combat capabilities with shifting allegiances. While some follow their own interests, others have clear allegiances to the internationally recognized government or the Southern Transitional Council. As with actors in other conflict scenarios, such allegiances are, however, never set in stone. Rather, allegiances are a fluid process, shifting due to changes of outside circumstances (e.g. the behavior of a patron) or battlefield victories. In order to be better prepared for these changes, this series maps the activity of such military brigades and armed groups — some of them have become relevant already, while others may see their turn towards increased relevance in the future.
