Abstract:
The 2011 civil war in Syria attracted thousands of fighters from at least seventy countries to join the Islamic State. Al-Shabaab carried out large-scale attacks on civilian targets in Uganda and Kenya as retribution for the deployment of peacekeeping forces in Somalia. In this report, Martha Crenshaw considers the extent to which civil war and foreign military intervention function as a rationale for transnational terrorism, and how understanding the connections between terrorism, civil war, and weak governance can help the United States and its allies mount an appropriate response.

142. Naming Terror: Impact of Proscription on Negotiations with Non-State Armed Groups

This article explores what impact terrorist blacklists have on negotiated solutions to armed conflicts involving listed non-state armed groups. Even though conflicts that involve non-state armed groups do not usually end through these groups’ military defeat, governments around the globe tend to adopt hard-security approaches with regard to inner-state conflicts. Especially when groups resort to terrorist tactics, governments tend to be reluctant to engage peacefully with these actors and instead commonly rely on terrorist blacklists in order to delegitimize and restrict groups’ activities. While these blacklists are effective in criminalizing the operations of these groups, they can also severely impede peaceful dialogue and thus negatively impact the resolution of conflicts. Especially the work of NGOs and third-party peace practitioners is greatly constrained by criminalizing any form of interaction with listed groups. Additionally, in the absence of a universal definition of what constitutes a terrorist group, lists vary from country to country and the criteria for groups and individuals to get listed are often extremely vague. Furthermore, most lists fail to re-evaluate the proscribed groups on a regular basis and delisting procedures lack transparency. This article finds that blacklists severely disincentivize peaceful engagement with non-state armed groups and thus calls for a revision of contemporary proscription regimes in order to shift the focus of counterterrorism approaches towards viewing peaceful dialogue as a first option and not a last resort.

Abstract:
By the time IS came to the fore in Iraq and Syria, many of its themes and activities were already second nature to Tunisian jihadis who had heard similar messaging at home. There are a number of reasons why Tunisians joined the Islamic State in Iraq, Syria, and Libya. One underappreciated aspect of this is the way Ansar al-Sharia in Tunisia’s (AST) messaging primed members of the group and others in society that were exposed to, attended, or followed online AST activities and events. In my new book, Your Sons Are at Your Service: Tunisia’s Missionaries of Jihad, I describe this process, which I will examine in brief here. In particular, I will explore AST’s motivational framing, which “functions as prods to action.” The major themes AST crafted in its narrative were related to brotherhood, the defense of Islam, the creation of an Islamic state, and “remaining” as an entity.

Abstract:
The necessary link between export controls/academia/technology transfers has lagged behind in policy agendas: while weapons and dual-use goods are being channeled through very detailed regulations and export control regimes, knowledge transfers within scientific collaborations are subject to disperse and heterogeneous rules. The normative vacuum concerning intangible technology transfers in academia is a clear proliferating risk. History proves that many big proliferation networks have started precisely within peaceful scientific research projects. In this context, dialogue with universities and research centers–on the basis of an increasing awareness of the sensitive nature of research and its proliferating risks- could pave the way for states’ further attention on the matter. This could be achieved through a structured dialogue between public actors –in particular export control authorities- and researchers. In order to preserve scientific freedom, a better understanding of each other’s needs, requirements and concerns should be in the basis of any regulation. This article sustains a three-fold idea: first, basic export controls concepts might not be always suitable for science and research, thus needing a constant adaptation exercise where the active role of researchers and scientists becomes irreplaceable; second: UNSCR 1540 resolution offers a good framework in order to steer cooperation between national regulatory authorities, export control regimes and academia; third, the suggested interaction could take a form similar to the “Wiesbaden process” which has already proven to be a successful platform for interaction between governments and industry representatives. The comprehensive review of UNSCR 1540, expected to take place in 2021, will contribute to shape the nonproliferation agenda for the years to come. It seems a good opportunity for setting up the grounds for this suggested dialogue between public authorities and scientists. This new process could be a tangible achievement of the Comprehensive Review.

145. Risk of Mass Atrocities in Cameroon

Abstract:
Cameroon currently ranks number nine of countries at risk of mass killing in the Simon-Skjodt Center’s Statistical Risk Assessment.1 The situation has deteriorated significantly since 2017, when Cameroon ranked 36th. After Anglophone civilians launched protests in late 2016 alleging marginalization by the Francophone-majority government, state security forces responded violently, allegedly arresting, beating, and shooting demonstrators.2 Clashes ensued, with security forces reportedly killing over 20 people in a 12-day period in largely peaceful protests in September and October 2017.3 Shortly after, Anglophone separatists began fighting for independence for the territory they referred to as Southern Cameroons or Ambazonia. The crisis emerged from the long-standing political grievances of the Anglophone community. Yet today, fighting between the two sides makes it difficult to discern motives. Security forces are reportedly targeting Anglophone civilians accused of supporting separatists. It is unclear to what extent security forces are also targeting the Anglophone linguistic and cultural identity. Meanwhile, armed separatists claiming to represent the Anglophone population are reportedly targeting civilians they perceive as supporting the government. This policy brief provides an overview of the risks of mass atrocities in Cameroon’s Anglophone regions and provides recommendations to the Cameroonian government, armed separatist groups, and international actors to prevent atrocities and protect civilians.

Abstract:
The Islamic State (IS) centric threat has spread to Africa and Asia. In Sub Saharan Africa, the threat is growing in the Sahel and, in Asia, the threat is growing in South Asia. The IS influence in Africa is growing, with attacks in Congo, Mozambique, Nigeria, Niger, Chad, Mali, Burkina Faso and Somalia. The IS suffered very serious setbacks in Iraq and Syria throughout 2019 but expanded to other parts of the Middle East, Africa and Asia. All indications are that Afghanistan is likely to emerge as an alternative IS headquarters. Regarding the relations between al Qaeda and IS, the two movements, that are ideological akin, are likely to merge if not work together at least in some theatres. If so, the global threat to governments and communities will increase exponentially.

In contemporary Libya, a panoply of state and non-state actors forms an unconventional security apparatus. The emergence of the state’s hybrid security architecture features prominently in the discussions surrounding the collapse of the Libyan state post–2011, as well as the fragmentation of its political and social orders.1 In recent years, the policies of Libya’s transitional authorities have contributed to institutionalizing “hybridity” as a defining feature of the country’s security architecture. Since the revolution, security actors have become increasingly entrenched as Libya’s weakening central government relinquishes its power to them, often bestowing upon select groups official affiliations by means of recognition and broad mandates.2 They have, in effect, blurred the lines between what is formal and informal, official and unofficial.

Abstract:
The rise and evolution of Daesh (al-Dawlah al-Islamīyah fī l-ʻIrāq wa-sh-Shām) marked a new and very interesting debate about the labeling of violent groups that are not traditional terrorist organizations and they are also acting with different roles and using alternate tactics and modus operandi, such as insurgency, within civil and regional conflicts. Furthermore, the establishment of the so called “Caliphate” includes a new parameter in the scientific debate, the quasi state dimension. Daesh is a modern archetype of this vivid scientific debate, but the difficulties in labeling, especially in cases were terrorist groups are taking part in civil conflicts, is not new. Labeling is not only a matter of “name and blame”, is important in order to design an effective and holistic counter terrorism strategy. The aim of this chapter is to discuss the different approaches about labeling nontraditional terrorist groups and to present the terrorist activity of Daesh.

149. A Hollow Victory Over the Islamic State in Syria? The High Risk of Jihadi Revival in Deir ez-Zor's Euphrates River Valley

In Syria, the Islamic State has now been reduced to a few vanishing pockets in Deir ez-Zor’s Middle Euphrates River Valley as a result of two separate military offensives on opposite sides of the river by Kurdish-led Syrian Democratic Forces (SDF) and forces loyal to the Assad regime. But while Deir ez-Zor has now been essentially liberated from the Islamic State, securing and stabilizing the region will likely prove much harder. In our cover article, Hassan Hassan writes the “long period it took the overstretched SDF to liberate the east side of the Euphrates afforded the Islamic State time to create sleeper cells.” He argues the fact that the west side is again under Assad regime control will likely provide opportunities to both the Islamic State and the al-Qa`ida offshoot Hayat Tahrir al-Sham to tap into local Sunni anger to rebuild their operations. Hassan warns there will be even more opportunities for jihadis to rebound if the Assad regime exploits what will likely be a vacuum left by soon-to-depart U.S. forces to take control of the areas liberated by the SDF. All this, he warns, creates a very real risk that the border region between Syria and Iraq could emerge as a long-term threat to global security, just like the border area between Pakistan and Afghanistan after the fall of the Taliban. Our interview is with Shaun Greenough, the Case Strategy and Mentor Supervisor at The Unity Initiative (TUI), a specialist intervention consultancy based in the United Kingdom that focuses on rehabilitating individuals convicted of terrorist offenses and tackling absolutist mindsets in the wider community. Greenough previously served in a variety of counterterrorism roles including managing aspects of the U.K. police investigation into the 2006 transatlantic airline plot. Major Stephen Hummel, Colonel F. John Burpo, and Brigadier General James Bonner, the Commanding General of the U.S. Army’s 20th CBRNE Command, warn there is a high risk that profit-minded suppliers within vast, transnational IED networks may in the future expand into WMD proliferation. They write “the convergence of these two seemingly separate networks does not mean that an IED facilitation network will suddenly market WMD, rather that non-state actors could employ these networks to gather the knowledge, people, materials, finances, and infrastructure required for WMD development and employment.” Ross Dayton assesses the threat posed by the ELN terrorist group, which in January 2019 carried out an apparent suicide bombing on the national police academy in Bogotá, Colombia, that killed over 20 police cadets. “The ELN now operates in 12 Venezuelan states with virtual impunity under the Maduro government,” he writes, allowing “ELN fighters to escape the jurisdiction of Colombian security forces and exploit opportunities for illicit financing and recruitment.”

In our cover article, Matthew Levitt examines Hezbollah’s procurement channels, documenting how the group has been leveraging an international network of companies and brokers, including Hezbollah operatives and criminal facilitators, to procure weapons, dual-use items, and other equipment for the group and sometimes Iran. Levitt details how in the context of the war in Syria, “some of Hezbollah’s most significant procurement agents—such as Muhammad Qasir—have teamed up with Iran’s Quds Force to develop integrated and efficient weapons procurement and logistics pipelines through Syria and into Lebanon that can be leveraged to greatly expand Hezbollah’s international weapons procurement capabilities.” Levitt reveals Qasir appeared in footage of meetings last month between Syria’s President Assad and Iran’s President Hassan Rouhani and Supreme Leader Ayatollah Khamenei, underscoring the importance Damascus and Tehran attach to Qasir’s efforts. Our interview is with Vayl S. Oxford, the director of the U.S. Defense Threat Reduction Agency (DTRA). The Islamic State threat to Europe has grown less acute since the Islamic State lost much of its territory in Syria and Iraq, but a significant threat remains. Petter Nesser identifies three factors that explain why the most recent wave of terrorism in Europe rose so high: the participation of European countries in the anti-Islamic State coalition, the strong reach of jihadi-terror networks into Europe, and the efforts of “terrorist entrepreneurs.” He warns anger among European Islamist extremists caused by the military intervention against the Islamic State, networks created in the jihadi battlegrounds of Syria and Iraq, and veteran European foreign fighters intent on orchestrating terror back home could combine to inflict new waves of terrorism in Europe. Lachlan Wilson and Jason Pack outline how the Islamic State in Libya has rebounded since its loss of Sirte in 2016 by fighting a twin-track war of attrition involving attacks on state institutions along the coast and a guerrilla insurgency in Libya’s interior deserts. Geoff Porter outlines how counterterrorism efforts in Algeria and low support for jihadism among Algerians has significantly weakened the Algerian chapter of al-Qa`ida in the Islamic Maghreb (AQIM). Lastly, we’re very pleased to announce that Don Rassler, the Director of Strategic Initiatives at the Combating Terrorism Center, has joined the CTC Sentinel editorial board.
