141. Migration: Solid Nations and Liquid Transnationalism? The EU’s Struggle to Find a Shared Course on African Migration 1999-2019

Abstract:
The European Union (EU) has been struggling to find a shared course on African migration since the entry into force of the Schengen Agreement (1995). It has done so through two interrelated processes of negotiation. Firstly, parties have negotiated narrative frames about migration and, in particular, whether migration should be interpreted in terms of security or in terms of development. Secondly, they have negotiated internal and external migration policies, that is, how migration should be managed respectively inside the EU (based on cooperation between EU member states) and outside it (based on cooperation with third states). In times in which narrative frames increasingly shape policy negotiations, it becomes very important to analyse how policymakers negotiate narrative frames on migration and how these shape policy responses. However, such an analysis is still missing. This discussion paper investigates how European states and institutions have negotiated the relation between EU borders and African mobility between 1999 and the beginning of 2019. It focusses in particular on how the process of negotiation of migration policies has been interrelated with a process of negotiation of narrative frames on migration. It does so based on an analysis of EU policy documents from 1999 to 2019 and on interviews with representatives of European and African states and regional organisations. Two major trends have characterised related EU negotiation processes: migration-security narrative frames have strengthened national-oriented and solid borders-oriented approaches (and vice versa), and migration-development narrative frames have strengthened transnational-oriented and liquid borders-oriented approaches (and vice versa). Since 1999, the European Council has mostly represented security- and national-oriented approaches, and the European Commission has mostly represented development- and transnational-oriented approaches. The two competing approaches have always been interlinked and influenced each other. However, in the last years, security-oriented national and solid border approaches have gained prominence over development-oriented transnational and liquid border approaches. In particular, the Commission has progressively mainstreamed national objectives in its transnational actions and security concerns in its development measures. Prioritising security over transnational development has augmented inequalities, in particular at the expenses of actors with scarce political representation in Africa and the EU. Such inequalities include increasing migrant selectivity and wage dumping.

Abstract:
Women who seek to participate in peace processes and political decision-making face many obstacles. To achieve sustainable peace and development, societies emerging from conflict must remove these obstacles. In so doing, they must recognize and prioritize that women are fully capable of active participation in all political processes. Women’s equal participation in leadership at every level and in every sector is imperative to eliminating gender-based violence, poverty and enabling sustainable peace. Across the globe, women are increasingly assuming political leadership. For example, Ethiopia elected a woman president in 2018, and half of the nation’s parliamentarians are women. In the Republic of Rwanda, women make up 78 percent of the representation in parliament.1 Leadership in politics and peacebuilding are linked. That is, women’s political leadership paves the way for women’s participation in peacebuilding processes and vice versa.

Two weeks ago, the US envoy to Afghanistan announced that American and Taliban negotiators had drafted a negotiation framework to end the 17-year long war in Afghanistan. Though American troops ousted the Taliban government following September 11th, the Taliban initiated a long-running insurgency against the US-backed Afghan government. After more than a decade of fighting, the Afghan government, the United States, and Taliban insurgents each failed to secure victory and, instead, the conflict has reached an unfavorable equilibrium for each of the parties. The framework deal, therefore, is expected to shift the status quo in Afghanistan’s politics and provide an exit strategy for US troops.

Since its founding, the United States has allied with unsavory dictatorships to thwart even more urgent security threats. How well has the United States managed such alliances, and what have been their consequences for its national security? In this book, Evan N. Resnick examines the negotiating tables between the United States and its allies of convenience since World War II and sets forth a novel theory of alliance bargaining. Resnick’s neoclassical realist theory explains why U.S. leaders negotiate less effectively with unfriendly autocratic states than with friendly liberal ones. Since policy makers struggle to mobilize domestic support for controversial alliances, they seek to cast those allies in the most benign possible light. Yet this strategy has the perverse result of weakening leverage in intra-alliance disputes. Resnick tests his theory on America’s Cold War era alliances with China, Pakistan, and Iraq. In all three cases, otherwise hardline presidents bargained anemically on such pivotal issues as China’s sales of ballistic missiles, Pakistan’s development of nuclear weapons, and Iraq’s sponsorship of international terrorism. In contrast, U.S. leaders are more inclined to bargain aggressively with democratic allies who do not provoke domestic opposition, as occurred with the United Kingdom during the Korean War. An innovative work on a crucial and timely international relations topic, Allies of Convenience explains why the United States has mismanaged these “deals with the devil”—with deadly consequences.

The collapse of the talks in Crans-Montana caused significant concerns to the Turkish Cypriots that believe in the Federal solution of the Cyprus issue. These segments of the community, which hope that the establishment of a united federal Cyprus will lead to the resolution of all their socio-political and economic problems are searching for a political framework through which they will channel their dissatisfaction and their aspirations. At the same time, the Turkish Cypriot community, being cut off from the international scene, depends solely on Turkey and the Anatolian economy which is currently facing systemic problems. Within this context, the Turkish Cypriots understand that the need for the social, political and economic reconstruction of “TRNC” is urgent.

Many suggestions have been presented for solving the Israeli – Palestinian dis- pute. As for now, none of those suggestions, presented during more than thirty years of ne- gotiations, have been accepted by both sides. As for this, some new ideas have to be entered the arena. Here some new, “out of the box”, geographical proposals are presented, based on actual events and geographical realities which exist in other areas. These proposals could be seen as un-human or politically wrong suggestions but as all other proposals were rejected, the decision makers of both sides, as well as the leaders of the world, can use the presented suggestion as a base for future negotiations.
