Prior to the Japanese earthquake, tsunami, and nuclear disaster of March 11, 2011, international observers frequently posed the question of whether Japan might convert its large stockpile of plutonium into nuclear weapons. Since March 11, their main question has shifted to whether Japan will decide to exit from the nuclear energy field altogether.

192. Making Peace When Disaster Strikes: Sri Lanka, Aceh and the 2004 Tsunami

Abstract:
On the day after Christmas 2004, a powerful 9.0 magnitude earthquake under the Indian Ocean off of northern Sumatra sent massive waves crashing against the coastlines of countries as far away as Kenya and Madagascar. This tsunami killed or left missing some 226,000 people and displaced an estimated 1.7 million more in fourteen Asian and African countries.1 Damage to property—infrastructure, residences, government buildings, and commercial establishments—was enormous. Indonesia, Sri Lanka, India, and the Maldives were the most seriously affected. Dramatically filmed on the cameras and cell phones of local inhabitants and the many western tourists caught up in the catastrophe, the tsunami attracted instant and extensive worldwide attention and sympathetic response. Foreign governments, international agencies, and international nongovernmental organizations (INGOs) alike quickly undertook what became a global effort to assist local authorities to rescue and rehabilitate the victims and begin rebuilding the extensive stricken areas.

Abstract:
Japan is now struggling for a recovery from the devastating earthquake and tsunami of March 11, 2011. Although trunk logistic infrastructure has quickly been restored, some local infrastructure is likely to take a longer time to re-establish. The theory of new economic geography suggests that temporary interruption of infrastructure services may generate long-term negative effects on the Tohoku region and Japan as a whole because some of the economic activities may move away. We argue that strengthening links with East Asia is a key supplementary policy for achieving a full economic recovery. Our Geographical Simulation Model assesses economic effects of several policy scenarios.

195. Characterizing the Crisis at Fukushima Daiichi Nuclear Power Station

Abstract:
During the crisis at the Fukushima nuclear power reactors following the earthquake and tsunami on March 11, 2011, the Japanese Safety Authority issued ratings for the accident on the International Nuclear Events Scale (INES). Initially, it stated that the incident was a level 4, but it subsequently raised the levels assigned to each reactor, with the majority receiving a level 5. Table 1 indicates the latest ratings issued March 18 by the Japanese authority, where it has parsed the ratings based on accidents at individual reactors. Although the radioactivity is emitted from different reactor buildings, it represents a collective hazard to public health. As such, the accident should be judged comprehensively, not only in component parts. Simply because some aspects of the crisis were not as catastrophic as others does not lessen the overall severity of the accident. ISIS continues to assess that the accident is a level 6. The INES system exists to communicate with the public about the severity and extent of a nuclear event. It is meant to provide a guide, such as the Richter scale for earthquakes, to qualify a nuclear accident. As such, it is important to accurately rate a radiological event in order to afford the public the time and information needed to take necessary precautions.

Abstract:
The survivors of the devastating earthquakes in Haiti and Chile are still scrambling to deal with the damage. Here, however, pundits are still scrambling to explain the dramatic difference in impact. Haiti's quake on January 12 came in at 7.0 on the Richter scale, leveled the capital city, and left more than 200,000 dead. Chile's earthquake on February 27 registered a magnitude of 8.8, which means it was 500 times more powerful than the Haiti shock. But fewer than 1,000 Chileans died, and the damage to buildings was considerably less.

Five months after Haiti's January 12th earthquake, the situation on the ground remains critical. With the arrival of hurricane season, the failure to provide adequate shelter and instill hope for a better future threatens stability. Donor pledges of more than $5 billion for assistance have not translated into visible progress, fueling discontent and raising growing concern among Haitians about their government's electiveness. Haiti's government has tried to exert leadership in recovery operations despite the destruction of government buildings, the death of nearly 25 percent of the civil service personnel and the massive dislocations caused by the earthquake. The Haitian government has also begun preparations for presidential and parliamentary elections in November 2010. The combination of faltering recovery at a time of national elections could provoke unrest.

Abstract:
The massive earthquake of January 2010 devastated almost every aspect of Haitian society, but it also presented an excellent opportunity to address the problems of the largely dysfunctional education sector. Education has not only served to prevent, mitigate, and resolve conflict in Haiti, it has also functioned as an underlying cause of, contributor to, and trigger for violent conflict. These issues must be addressed if Haiti's rebuilding efforts are to succeed. The Haitian authorities need to implement substantial structural reforms to address past policies of exclusion and overcentralization, as well as financial and language barriers. Primary education for all children under the age of fourteen should be free and compulsory. Substantial investment is needed in vocational training, as well as in adult education and civic and peace education. Teacher and technical education should be promoted through campaigns to improve the status of these professions, incentives to participate in pre-service and in-service programs, and financial and other awards. Curriculum and training options need to reflect the number and types of jobs that may be available after students graduate, providing the skills necessary to support a modern economy. The state should work with the private sector in expanding public-private partnerships, for example in the areas of school construction, scholarships, trainee programs, long-distance radio programs, and internships. Haiti needs to do much more to develop students' and teachers' capacities to manage conflict peacefully by making teaching methods more student-centered, promoting critical thinking and creative problem solving, and reforming curriculum to encourage tolerance and inclusion. The international community must recognize that long-term security and development depend on a well-functioning education system. The international community can help by assisting with the establishment of a clear strategic plan for education, including ways to monitor and assess reform.
