When Typhoon Haiyan made landfall it killed thousands of people and made millions more homeless. It also struck an already poor region, pushing families deeper into poverty and making them even more vulnerable to the next such disaster. Governments and individuals have responded generously. Despite serious challenges, the aid response is expanding – though crucial gaps still need to be urgently addressed. But as the long road to recovery begins, the Philippines authorities and the world must also increase efforts to tackle long term poverty and reduce the growing risk of disasters that the Philippines and other countries face.

Practitioners and donors alike have a shared interest in being able to assess the outcomes and impact of projects and donated funds for recovery, rehabilitation, and reconstruction. However, there has been wide acknowledgement of the difficulties in assessing the benefits of interventions, and there is a need for guidance to assist agencies in undertaking evaluations that are robust but affordable.

Since 2000, the United States has been faced with an unprecedented series of natural and man-made disasters and threats that have generated concerns about the government's ability to respond to future emergencies. As Nate Silver, one of America's most prominent prognosticators, observed in his book The Signal and the Noise, “the first twelve years of the new millennium have been rough, with one unpredicted disaster after another.”As bad as the first decade of the twenty-first century was, with the terror attacks of 9/11, the anthrax scare, and deadly hurricanes, there are troubling indications that things are on track to be even worse in the 2010s. Wall Street Journal “Numbers Guy” Carl Bialik recently wrote, referring to events such as Hurricane Sandy and the 2012 derecho, among others, that “the current decade is on pace to outrank the prior three in cost from inflation-adjusted climate catastrophes costing at least $1 billion in 2013 dollars.”And emergencies related to severe weather events are just one of the many types of crisis we could face. To deal with the potential problems of the future, including bioterror attacks as well as natural disasters, the U.S. government needs to maintain a robust toolkit.

138. Is Tourism Haiti’s Magic Bullet? An Empirical Treatment of Haiti’s Tourism Potential

Tourism is often described as key to Haiti’s salvation. The economic potential of foreigners visiting the island nation is cited in virtually all major assessments of the country’s current development problems. This may seem at first counterintuitive: the impoverished and disaster-stricken country has long-struggled with violence and political instability. But it is increasingly regarded as necessary. Immediately after the January 2010 earthquake it was recognized that strategic investments would be needed to secure Haiti’s economy once foreign aid had diminished. Tourism was recently elevated to a top priority by Haiti’s current administration and the Ministry of Tourism. The government hopes that an influx of foreign currency generated by tourist dollars could help lift the country out of aid-dependency. This is not as surprising as it may seem. Haiti used to be a Caribbean destination – Graham Green described it as a tropical idyll in the mid-twentieth century during the early years of the Duvalier regime. What is more, former U.S. president Bill Clinton publically reminisces of his honeymoon in Haiti and until the 1990s Club Med ran a resort just an hour outside of Port-au-Prince. Yet the prospects for tourism are still highly uncertain. After coups in 1991 and 2004, recreational tourism has all but vanished. Since the devastating 2010 earthquake, one is more likely to see missionaries and aid workers in Haiti than vacationers. This Strategic Note assesses the extent to which Haiti is safe for tourism and explores how tourists and those in the industry view their role in Haiti’s development efforts to increase tourism. It draws, as in past Igarapé Institute publications, on both quantitative surveys and qualitative research. Informed by this empirical evidence, the study sets out a number of recommendations to improve the tourism industry within the country. This Strategic Note considers the perceptions of tourists visiting Haiti in 2013 and their motives and perceptions of the country. A total of 2,231 tourists were surveyed with a response rate of almost 75 per cent. An additional 390 tourism professionals were also consulted and interviewed.

139. Impact of natural disaster on public sector corruption

Abstract:
This paper uses inter-country panel data obtained during the period 1990–2010 to examine how the occurrence of natural disasters has affected corruption within the public sector. There are a number of new findings from this study. (1) Disaster with the large amount of damage increase corruption not only for developing countries but also for developed countries. (2) The effect of disasters is greater in developed countries than in developing countries. (3) In the developed countries, frequency of occurrence of disaster plays important role on increasing corruption. This suggests that foreseeable disasters increase corruption. In developed countries, people have an incentive to live within disaster-prone areas to seek compensation.

Abstract:
Even before the earthquake struck on January 12, 2010, Haiti was one of the poorest countries in the world. In Port-au-Prince, 86 percent of the city\'s two million residents lived in densely-populated slums with scarce access to clean water and sanitation facilities. The scale of the disaster, combined with the poverty and lack of infrastructure that already existed, made the relief operation one of the most challenging that Oxfam has ever undertaken.
