21. The Evolution of the Syrian Humanitarian NGOs and External Challenges

Abstract:
Syrian humanitarian sector was limited to two types of NGOs till the Syrian conflict started; traditional charities composing of religious or ethnic focus NGOs, and the Government Organised Non-Governmental Organisations (GONGOs) that were affiliated by governmental figures. They both failed to respond to the needs of civilians in non-governmental controlled areas. This has forced Syrians with limited or no previous experience in this sector to act immediately and independently. However, after the crisis erupted, the commitment to their case, availability of funds, and hospitality from the neighbouring countries evolved them very quickly to become the primarily organised responders in the non-governmental controlled territories. Those newly formed humanitarian groups tried to link humanitarian interventions with early recovery activities without losing the scope of being a voice advocating for the human rights of the innocents. The Syrian Humanitarian NGOs based in Turkey were delivering their assistance to the vulnerable communities inside Syria further than where they physically reach without even evaluating the risks that might affect their lives or their beloved families. In some cases, they were the only humanitarian actors in besieged areas as Rural Damascus or Eastern Aleppo and hard to reach locations as Rural Homs or Northern Hama. Those security threats are now less impactful on their existence compared with the political, economic, social, technological, legal and environmental external challenges that they are facing and can highly affect their presence. The external challenges that they are witnessing that might affect not only the way they are operating but their sustainability as well. Those external challenges were focusing on political, economic, social, technological, legal, and environmental to form the well-known PESTLE analysis that categorises these external threats and risks. As new Syrian NGOs have spread within countries nearby as well as in the diaspora, this article will only focus on those that were based mainly in Turkey due to several reasons explained in the article.

Abstract:
The relationship between the United Nations Security Council and Non- Governmental Organizations has scarcely been considered in scholarship on international security. This lack of academic interest contrasts with accounts on the engagement of NGOs in the production and advancement of UNSC discussions on women and children. By drawing on international relations and social movements’ theoretical contributions, the paper traces NGOs’ strategies to participate in UNSC thematic debates. By looking at the actions of the Watchlist on Children and Armed Conflict and the NGO Working Group on Women, Peace, and Security, the analysis finds that NGOs have built coalitions among themselves and maintained networks with friendly countries and UN specialized agencies to capitalize on favorable political and institutional opportunities and expand the access to the security sector.

The Taliban offensive in Afghanistan has deepened the humanitarian crisis in the country. Afghans are struggling now with forced displacement as well as a food and health crisis. The EU will increase its humanitarian aid, but its effectiveness will be limited by dangerous working conditions for NGOs. This requires an agreement with the Taliban to respect humanitarian law.

Abstract:
The Israeli evidence could reveal a troubling reality wherein groups publicly defend the human rights of some people while supporting acts of terrorism targeting others. On October 19, Israel designated six Palestinian NGOs as terrorist groups affiliated with the Popular Front for the Liberation of Palestine, causing a firestorm among international civil society and human rights organizations. While such action is inherently controversial, any assessment must consider the underlying evidence, which here emerged from a series of investigations pointing to massive fraud. The effort drew on various sources, including classified intelligence, seized materials, and statements made by arrested employees. And it cast light on high-profile cases such as the August 2019 murder of Israeli teen Rina Shnerb, whose killers were employed by one of the designated groups. In this groundbreaking Policy Note, counterterrorism expert Matthew Levitt closely analyzes Israel’s NGO designations. In doing so, he validates U.S., European, and international requests for an explanation, but simultaneously cautions that the evidence—if proven even partially true—could reveal a troubling reality wherein Palestinian NGOs publicly defend the human rights of some people while supporting terrorist acts against others.

Civil society is part and parcel of the institutional architecture that will be crucial to help us out of our current crisis of staggering inequality, pandemic trauma and required recovery. Yet, civil society is large, complex, fragmented, and polarized. It gained renewed and considerable attention during, and after, the ‘Third Wave’ of democracy in the early 1990s when trade unions, professional organizations, women’s and civic organizations, as well as religious organizations and churches in many countries mobilized for democratic change. This was, of course, not the first nor the last period of civic action and mobilization. Civil society has, however, changed dramatically over the past decades. The number of non-governmental organizations (NGOs) has grown. Membership in civil society organizations has kept up, but the meaning of membership has most probably changed. Civic space is under considerable pressure, while social movements, activism, and protests have increased. All in all, civil society now represents a wide variety of actors with different governance structures, with/without membership, varying in size and agenda.

Please join us for an event in our Work of Care in Russia speaker series, a talk with Anna Klepikova, Associate Professor in the Department of Anthropology at the European University at St. Petersburg, and author of I Must Be A Fool (European University Press, 2018). Moderated by Svetlana Borodina (Harriman Institute). Anna Klepikova’s dissertation field research was conducted in two residential institutions for people with disabilities in St. Petersburg. Klepikova was inspired to study institutional disability care after watching an NGO volunteer recruitment ad about an orphanage for children with disabilities. She decided to learn more about the volunteers’ motivations and experience by joining them as a volunteer and participant observer for her dissertation research. At the orphanage, Klepikova witnessed a conflict developing between the NGO volunteers and the nurses: a clash between two models of care on the practical level, and two versions of understanding disability on the ideological level. This disconnect resembled the conflict between Western humanistic pedagogics and a patriarchal discriminating approach to disability and difference. After a year, Klepikova transferred to volunteer at a similar institution for adults. There, she found a different conflict between the volunteers and medical staff due to the latter being responsible for various psychiatric restrictions, forced administration of sedative drugs, and involuntary hospitalizations. In this case, the conflict was between the social-constructionist and medicalized approaches to mental illness. In this presentation, Klepikova discusses the differences and intersections in these polar approaches to disability care. Introducing her ethnographic material, she reflects on the nature of anthropological understanding that might form various grounds for solidarity.

Abstract:
Turkey’s increasing activity in Africa is part of its new foreign policy doctrine within which Turkey is conceptualized as a global ‘order-producing’ country. The export-oriented companies supporting the AKP constantly seek new markets, and President Recep Tayyip Erdoğan wants to export his brand of Islamic-conservative ideology to other Muslim-majority countries. Turkish government officials and NGOs emphasize the historical connections between the Ottoman state and the African target countries. Turkey currently plays a key role in the internal affairs of Libya and Somalia, upholding military bases and training programmes. Turkey’s emphasis on humanitarian aid and equality, and the use of government-affiliated NGOs, have produced positive results, but the tendency to see Africa as a terrain for hegemonic power struggles against Egypt and Saudi Arabia is likely to generate negative reactions.

In addition to economic and legal insecurity, many refugees and IDPs suffer from the immediate and long-term effects of PTSD and other mental health issues resulting from their experiences with conflict, displacement, and discrimination in their new environments. While government and NGO initiatives exist in Jordan, Iraq, and other host countries to promote mental health awareness and services in refugee communities, these resources are insufficient to address this dire need. How can aid and development programs prioritize mental health as a key component of refugee support? What are the gaps in the regional mental health systems that must be bridged in order to serve refugee communities? What initiatives exist to empower refugee communities at the grassroots level to advocate for mental health services?
