Abstract:
Japan's defense production model is often seen as a successful exemplar of "techno-nationalism," especially in the integration of the civilian and military sectors. Hence, Japan's model has been considered as offering possible lessons for China to emulate in the reform of its own defense industry. But Japan's defense production model, despite arguable past successes, is now experiencing what is often referred to by Japanese policymakers and industrialists as a "slow death" as its structural development limitations have been increasingly revealed over the past two decades. Japan's defense production model is encountering three major structural limitations: 1. Stagnation in defense budgets and long-term military demand.2. Flawed and failing procurement practices.3. Obstacles to expanded and more diverse international collaboration.

Abstract:
In line with the European policy of supporting China\'s economic reform and development, research institutes and companies in the European Union (EU) have been the major sources for high-technology exports to the People\'s Republic of China in the past thirty years. Dual-use technologies ranging from aerospace to semiconductors play a central role for economic development as well as for modern military development, including network-centric warfare. Yet a comprehensive EU paradigm on China\'s military rise and the impact of these technology transfers has not evolved. The EU–China "strategic partnership" is still dominated by economic considerations. Lack of coordination between the national and the European level contribute to the risks accompanying EU–China collaboration in this field. The differences between EU and U.S. perceptions of China\'s military rise provide potential for further Transatlantic discord, as happened during the acrimonious debate on the intended lifting of the EU arms embargo on China in 2004–2005.

Please note that the conventional provocations we listed herein only include major armed conflicts, military/espionage incursions, border infractions, acts of terrorism including sabotage bombings and political assassinations since the 1960s that resulted in casualties in order to analyze the significance of the attack on the Cheonan and loss of military personnel. This list excludes any North Korean verbal threats and instigation, kidnapping as well as the country's missile launches and nuclear tests.

Fifteen years ago, a small group of former senior military and civilian defense officials were troubled by the debate over American military strategy and its associated force posture. Given the implosion of the Soviet Union half a decade earlier and the stunning and overwhelming victory in the 100-hour Gulf War of 1991, the predominance of the U.S. military was assured. The weaponry was technologically the best in the world and the fighting force unmatched in ability. In essence, the first Gulf War finally cast off the dark shadow and unhappy legacy of Vietnam once and for all.

Abstract:
Cost distribution theory suggests that the costs to the median voter in a democracy of fighting an insurgency with firepower are relatively low compared to a more labor-intensive approach. Therefore, this voter will favor a capital intensive counterinsurgency campaign despite the resulting diminished prospects of victory. Primary and secondary sources show that President Lyndon Johnson and his civilian aides were very much aware that, although they considered a main force-focused and firepower-intensive strategy to be largely ineffective against the insurgency in South Vietnam, it was politically more popular in the United States.

"We are there", then NATO Secretary General, Jaap de Hoop Scheffer, gleefully told reporters at the Riga summit in November 2006. Only four years after formally agreeing to the creation of a 25,000 strong deployable and technologically advanced allied force the NATO Response Force (NRF) the Atlantic Alliance thus declared its new military tool a "fully operational capability" (FOC). NATO, so it seemed, had created a potent instrument of power projection and a catalyst for transformation at record speed. However, the political enthusiasm surrounding the NRF was soon to evaporate and for good reasons: as a result of depressingly low fill rates and political differences as to what operational role the force should actually play, the Alliance has been propelled to agree to no less than two major overhauls of the concept since late 2006. Not even a year subsequent to the FOC declaration in October 2007 NATO policy-makers approved the first major revision of the NRF, diminishing the size of the rapid response force significantly. In June 2009, NATO decided to revise the concept for the second time. What was intended to be the Alliance's mailed fist and "a show-case of NATO resolve and collective commitment to military transformation" has thus become a force largely on paper. As pointed out by Hans Binnendijk, one of the NRF-concept's intellectual fathers: "The NRF is a force that should be on steroids, and instead it's on life support".

Abstract:
Great powers use strategic narratives to establish and maintain influence in the international system and to shape the system itself. This is particularly the case in periods of transition in the international system when challengers to hegemonic powers emerge. Strategic narratives are an important tool which must be considered alongside material resources as a determinant of whether emerging great powers are able to shape a new systemic alignment. Strategic narratives are a tool through which great powers can articulate their interests, values and aspirations for the international system in ways that offer the opportunity for power transitions that avoid violent struggle between status quo and challenger states. Complicating this picture, however, is a complex media ecology which makes the process of projecting strategic narratives an increasingly difficult one. Analysis of international political communication within this media ecology is central to evaluating how strategic narratives are projected and the interactions that follow. We argue that empirical analysis of the formation, projection and reception of strategic narratives in that media ecology offers a framework through which to generate important findings concerning power transition, domestic and international legitimacy, and recognition and identity - important because many international relations scholars thus far failed to take into account the difference such narratives make, and can make.
