Abstract:
This is the first of a three-part series of essays on Yemen highlighting the magnitude and impact of the civil war on Yemenis. Yemen continues to suffer in silence as the world turns away from its ongoing misery. Despite over two and a half years of war, the average American seems oblivious to the United States’ role in fueling the conflict in Yemen. While wealthy Arab states like Saudi Arabia and the United Arab Emirates bombard the Middle East’s poorest country, pushing the country toward famine and an unprecedented cholera outbreak, the US government (beginning with the Obama administration and continuing with Trump) has continued to fully support the Saudi-led coalition through the sale of weapons, mid-air refueling, targeting intelligence, and other logistical support.

243. Japan’s Security Renaissance: New Policies and Politics for the Twenty-First Century

Abstract:
For decades after World War II, Japan chose to focus on soft power and economic diplomacy alongside a close alliance with the United States, eschewing a potential leadership role in regional and global security. Since the end of the Cold War, and especially since the rise of Prime Minister Shinzo Abe, Japan's military capabilities have resurged. In this analysis of Japan's changing military policy, Andrew L. Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. In Japan's Security Renaissance Oros argues that Japan's future security policies will continue to be shaped by these legacies, which Japanese leaders have struggled to address. He argues that claims of rising nationalism in Japan are overstated, but there has been a discernible shift favoring the conservative Abe and his Liberal Democratic Party. Bringing together Japanese domestic politics with the broader geopolitical landscape of East Asia and the world, Japan's Security Renaissance provides guidance on this century's emerging international dynamics.

Abstract:
Egypt's army portrays itself as a faithful guardian "saving the nation." Yet saving the nation has meant militarizing it. Zeinab Abul-Magd examines both the visible and often invisible efforts by Egypt's semi-autonomous military to hegemonize the country's politics, economy, and society over the past six decades. The Egyptian army has adapted to and benefited from crucial moments of change. It weathered the transition to socialism in the 1960s, market consumerism in the 1980s, and neoliberalism from the 1990s onward, all while enhancing its political supremacy and expanding a mammoth business empire. Most recently, the military has fought back two popular uprisings, retained full power in the wake of the Arab Spring, and increased its wealth. While adjusting to these shifts, military officers have successfully transformed urban milieus into ever-expanding military camps. These spaces now host a permanent armed presence that exercises continuous surveillance over everyday life. Egypt's military business enterprises have tapped into the consumer habits of the rich and poor alike, reaping unaccountable profits and optimizing social command. Using both a political economy approach and a Foucauldian perspective, Militarizing the Nation traces the genealogy of the Egyptian military for those eager to know how such a controversial power gains and maintains control.

This paper analyzes cyber’s role in deterrence and defense—and specifically the military-civil nexus and the relationship between the Department of Defense (DoD), the civil agencies, and the key private operational cyber entities, in particular the Internet Service Providers (ISPs) and electric grid operators. The focus of the paper is on high-end conflict including actions by an advanced cyber adversary, whether state or nonstate, and not on the “day-to-day” intrusions and attacks as regularly occur and are generally dealt with by governmental agencies and the private sector without military involvement. High-end conflict can be expected to include attacks within the United States homeland as well as in forward theatres.

By now the world knows that U.S. military forces for the first time since the onset of the Syrian civil war in 2011 have attacked regime targets. Plenty of the basic facts are known about what transpired about 18 hours ago, but a few important ones are not—at least not in the public domain. For example, we have only a very general Bomb Damage Assessment (BDA) report. This matters because Tomahawk cruise missiles are very accurate if “lite” weapons. Knowing what the four dozen or so missiles hit and missed, deliberately and otherwise, could tell us a lot about why the President, presumably with Secretary of Defense James Mattis’ guidance and concurrence, chose the lesser of three options presented at what has been described as a meeting of considerable length. That, in turn, could tell us if the intention ultimately is to coerce the Russians into coercing the Syrians to stop doing monstrous things to their own people, and possibly coercing them to support a compromise political settlement to the war; or if it’s just an Eff-You gesture designed only to relieve the sudden pressure of moral unction that unexpectedly came upon our new Commander-in Chief—who seemed to lurch from coldblooded Randian to “Godtalk” invoker of the American Civil Religion in the wink of an eye. In other words, knowing more about the target set would tell us whether there is any political strategy attached to the use of force, or not. Probably not.

248. Higher, Heavier, Farther, and now Undetectable?

Abstract:
On Christmas Day in 1914, three former cross-channel packet ships, the Engadine, Empress, and Riviera, stood off the island of Heligoland in the North Sea. Under the watchful eye of the Royal Navy cruisers Arethusa and Undaunted, the three ships pulled back the tarps erected on their sterns and forecastles to reveal nine seaplanes. The aircraft – three Short Folders (Short was the company name; Folder was the model and denoted the aircraft’s ability to fold its wings for storage), four Short 74s, and two Short 135s – were assembled and carefully lowered into the water. The Folders had a 67-foot wingspan, were powered by a 160-horsepower engine, and weighed 3,040 pounds fully loaded. The other two models were derivatives of the original Folder and had similar, if not exact, characteristics. Seven of the nine aircraft were able to get airborne (the other two were unable to break the dynamic tension of the water) and headed eastward carrying three 20-pound Hale bombs apiece, each of which contained 4.5 pounds of explosives within 13 pounds of steel guided by aluminum tail fins. Combined, the 21 bombs had less destructive power than one 13-inch shell fired from a British battleship, but these weapons could be taken directly to their targets and dropped precisely on top of them.

Pakistan is not a front-burner issue for the administration of President Donald Trump, but it remains a major contributor to the security challenges facing the United States in South Asia. This is most immediately felt in Afghanistan, where President Trump is considering sending 3,000 to 5,000 more troops on top of the almost 10,000 already there.1 There is considerable frustration with Pakistan on Capitol Hill and among career officials in the executive branch over the country’s ongoing support for various militant groups, including the Taliban-led insurgency in Afghanistan, and production of tactical nuclear weapons.2 Members of Congress and committee staff are thinking through how to reform the U.S.-Pakistan defense relationship. Several prescriptive reports and articles, including one by the author, have argued the United States should consider a tougher line with Pakistan.

Both employers and veterans benefit from the recent spotlight on the business case for hiring veterans. There is a great opportunity for business to leverage the training and talent found among veterans for an improved bottom line. However, progress in veteran hiring and retention has, at times, been stymied by the civil-military divide, characterized by a growing gap between the public and those who serve (or have served) in the military.
