Abstract:
The debate surrounding the enforcement of immigration laws often revolves around the impact of immigration on public safety. Recent surveys show that about half of Americans believe that immigrants are making crime in the country worse, and more Americans believe that immigrants have an adverse impact on crime than on jobs or the economy. Much research has found mixed evidence on the effect of immigration on local crime rates. Nevertheless, those advocating for the enforcement of immigration laws view it as a key policy tool for improving public safety.

Abstract:
Torture in South Africa has a complex and troubling history rooted in colonial and apartheid practices, where torture was used frequently by state security forces to suppress dissent and control Black and marginalised communities. Despite legal reforms during the post-apartheid dispensation, concerns about torture and ill-treatment persist, often associated with law enforcement practices and conditions in detention centres. Challenges therefore remain in fully eradicating torture practices and ensuring accountability within the justice and law enforcement systems. This report aims to examine the prevalence and persistence of torture in South Africa to assess the current gaps in legal protections, as well as provide recommendations for enhanced monitoring, accountability, and victim support.

A level playing field for firm competition is a fundamental requirement for any market to maximize its potential and achieve productive efficiency. When government favors a set of firms or individuals over others, distortions arise that reverberate throughout entire industries, affecting sales, production, innovation, and more. This is not to say that barriers to firms may not sometimes naturally arise, but if a finger is placed on the scale by government to allow certain firms to gain some unerodable advantage, this can have large implications on allocation and overall economic development.

14. Incels in Australia: the ideology, the threat, and a way forward

Abstract:
This report explores the phenomenon of ‘incels’—involuntary celibates—and the misogynistic ideology that underpins a subset of this global community of men that has become a thriving Internet subculture. It examines how online spaces, from popular social media sites to dedicated incel forums, are providing a platform for not just the expansion of misogynistic views but gender-based violent extremism. It raises key questions regarding Australian efforts to counter misogynistic ideologies within our nation. If there’s a continuum that has sexist, but lawful, views on gender at one end and gendered hate speech at the other, at what point does misogynistic ideology tip into acts of gendered violence? What’s needed to prevent misogynistic ideologies from becoming violent? And how do we, as a society, avoid the epidemic levels of violence against women in Australia? This report doesn’t intend to provide answers to all of those questions. It does, however, seek to make an important contribution to public discourse about the increasing trend in misogynistic ideology through examination of a particularly violent community of misogynists, and proposes a range of policy options for consideration to tackle the threat that misogynistic ideology poses to Australia. This report makes six recommendations designed to reduce and, where possible, prevent the risk of future occurrence of incel and similar violence in Australia. The recommendations include greater awareness raising and policy recognition that incel violence can be an ideological form of issue-motivated extremism which would provide certainty that incels could formally fall within the Australian Security Intelligence Organisation (ASIO)—in addition to law-enforcement agencies—and would encourage tailored education programs focused on engaging young males at risk from indoctrination in this extreme subculture (along with their parents).

Abstract:
In 2013, West African coastal states in the Gulf of Guinea region (extending from Senegal in the north to Angola in the south) signed the Yaoundé Code of Conduct to combat maritime crime. The code promoted a trend of increasing donor activity intended to sustain the resulting Yaoundé Architecture (which includes the code, a declaration and a memorandum of understanding between regional organisations), through capacity-building and counter-piracy operations (see Box 1). A decade later, piracy in the Gulf of Guinea grew increasingly urgent as the world’s hotspot of attacks, and questions remain about whether the Yaoundé Architecture (YA) is fit for purpose.

With the project "Improvement of Women's Safety and Security in Local Communities - AwareBiH", CSS aims to point out the state of security from the point of view of women, therefore it is necessary that some of the biggest cities, namely Mostar, Sarajevo and Banja Luka, are bearers of positive changes in the implementation of the project's results. In addition, the project aims to show the ability of women in Bosnia and Herzegovina (BiH) to influence changes that would make their environment safer. This topic is not discussed in BiH as much as it should be, while the security sector is still perceived as a sector dominated by men. Therefore, this project will help society and decisionmakers to better understand the needs and feelings of women in BiH about their own security.

Investigations into corruption in the security sector are often focused on contracting, that is, on the stages of public procurement in which civil servants prepare and sign contracts with suppliers of equipment and services and manage their implementation. However, in order to discover the functioning mechanisms of public procurement and potential critical points for the emergence of corruption, we must investigate the entire public procurement procedure and then prepare appropriate conclusions and recommendations for its suppression. In our case, this implies an indepth analysis of relevant normative acts, practices and challenges in public procurement in the security sector. The report was made on the basis of qualitative and quantitative parameters based on which the anti-corruption capacities of 13 security sector institutions from different levels of government in Bosnia and Herzegovina (BiH) were measured and evaluated. The time period covered by the research refers to two years, 2020 and 2021.

Abstract:
The purpose of this paper was to identify several factors that have an impact on tax evasion. Tax evasion is considered a problem for many different countries in the world, simultaneously attracting the curiosity of researchers. The study employed a convenience sampling technique and collected 221 questionnaires in Kosovo. Data were analyzed using descriptive statistical analysis, linear regression and are reflected in the matrix table of correlation coefficients. In this research, the statistical significance results appear the size of punishment, perception of spending of budget, and social stigma that has effected tax evasion. In this way, as lower the punishment for evaders effected non-encourage citizens to notify the tax evasion. Perception of non-spent properly of budget effected non-encourage citizens to notify the tax evasion. Also, when the lower was a social stigma for the evaders, it increased their willingness to tax evasion.
