Abstract:
The Gender of Work is the result of a joint initiative between CIPPEC, the International Labor Organization, UN Women and the United Nations Development Program. It focuses on diagnosing the gender gaps that violate the economic rights of women in Argentina, and to present policy suggestions for removing the obstacles that make it impossible for women’s trajectories in the labor market to be substantively equal to those of men. In the Latin American context specifically (but not exclusively), there are three key issues that public policies should take into account when attempting to close the gender gaps in the exercise of economic autonomy. These can be summarized as (1) a human-rights perspective on substantive gender equality, that connects it with sustainable development priorities as described in the 2030 Agenda for Sustainable Development and approved by the United Nations in 2015; (2) the acknowledgement of intersectionality and interculturality when tackling discriminative societal structures and (3) the principle of integrality as fundamental to the achievement of physical, decision-making, and economic autonomy.

2. Intended and Unintended Consequences of a New Limit on Working Hours in South Korea: Implications for Precarious Employment

Abstract:
Effective as of July 1, 2018, South Korea set a new cap on employees’ weekly working hours, decreasing the maximum number from 68 to 52. In this study, we comprehensively analyze the effectiveness of the law’s implementation by observing changes in work time, health status, health care utilization, health behavior, monthly expenses, and satisfaction between pre- and post-implementation periods (2014–2017 vs. 2019). We find evidence of both intended and unintended consequences—and, in this last category, some are beneficial and some not. As intended, employees eligible for the 52-hour work week saw their average working hours decrease, while their monthly spending on leisure increased substantially. A beneficial unintended consequence was that work time also decreased in firms with less than 300 employees that had not yet implemented the 52-hour work schedule (they have done so since, in January 2020). Among adverse unintended consequences, the most notable were heterogeneous effects across employment types (full-time vs. precarious employment) and, in particular, negative impacts on precarious employees (that is, those facing relatively high levels of job insecurity). Despite almost no change in their work time, precarious employees saw substantial increases in outpatient visits and monthly expenses for health care, indicating suggestive evidence of adverse health consequences. Another adverse unintended consequence was that overall job satisfaction decreased among several groups of employees. This may reflect a heavy workload among employees still expected to work overtime, especially experienced employees or those working in large firms. While employment rates increased after the new schedule’s implementation, the majority were in precarious jobs. This has negative implications because of the adverse health impacts of being in precarious employment; also, the workload of experienced employees in this field might have intensified amid all the new hiring. Our findings suggest key policy recommendations for how to leverage the benefits of the 52-hour cap on weekly working hours while addressing its negative unintended consequences.

3. India’s Quest for Jobs: A Policy Agenda

Abstract:
Proven to be the best engines for job creation, new and smaller enterprises are India's answer to rising unemployment and a burgeoning youth population. Research findings related to entrepreneurship, business growth, and job creation—as well as a comparison of India’s private sector with those of other countries—reveal an alternative path forward for generating productive jobs in India. Seven findings are particularly relevant: 1. Although micro businesses dominate most countries’ economies, India’s economy has an excessive proportion of less productive, informal micro businesses. 2. Employment in India is concentrated in the micro businesses, whereas in developed countries, it is concentrated in formal small and medium-sized firms. 3. Productive jobs are created by firms that start out as formal. 4. New and young firms create more jobs than older, established firms. 5. Growing and efficient firms are founded and run by educated entrepreneurs. 6. Older firms in India exhibit lower productivity than firms of similar ages in developed countries. 7. India has a deficit of productive, job-creating entrepreneurs and an excess of informal entrepreneurs focused on surviving. Based on the findings, it is clear that policies aimed at creating jobs should support, first and foremost, the establishment and growth of new and young formal firms. These policies should make it easier and less costly for entrepreneurs to start and grow a firm.

4. Does Financial Literacy Influence Use of Mobile Financial Services in Malawi? Evidence from Malawi Household Survey Data

Abstract:
Mobile financial services are gaining prominence and could be a possible avenue for fast-tracking financial inclusion in developing countries, including Malawi. However, adoption and usage of such services remains low among the Malawi population. This study investigates the influence of financial literacy on financial behaviour of individuals in Malawi, specifically use of mobile phone-based financial transactions. Descriptive and econometric analyses were conducted using cross-sectional data obtained from the Reserve Bank of Malawi. Findings reveal that the likelihood of using mobile financial services increases with increasing levels of financial literacy, type of employment and peri-urban residence. Furthermore, men are more likely to transact on mobile phones than females and that although income levels matter in the use of mobile financial transactions, the magnitude of effect is negligible. Results suggest opportunities for expanding access to financial services and products such as differentiation in financial literacy education by characteristics of population including gender of users. Informal settings do not preclude expansion of digital payments, and therefore financial product innovation and addressing rural resident’s constraints to access mobile financial services is crucial.

Abstract:
Private sector union density in the United States has fallen below 7%, but new historical evidence shows high union density played an important role in compressing the US income distribution at mid-century and lowering intergenerational income persistence. Other recent evidence on pervasive labor market power suggests that unions may be able raise wages without severe dis-employment effects, and may alleviate inefficient contracting problems. Despite substantial survey evidence indicating latent demand for unions, employers have successfully fought unionization efforts in rising service sectors, and a combination of legal restrictions and economic transformations have impaired the ability of US unions to solve collective action problems at the appropriate scale – an issue that economics may be able to help ameliorate.

Abstract:
Progressive policy proposals that would have appeared radical just a few years ago, including high marginal tax rates, wealth taxes, universal basic income, single-payer health insurance, and free college for all, are now on the agenda. The recognition that we can do more to create shared prosperity — that is, economic growth benefiting society at large, not just corporations and the very well-educated — is a welcome development. But are we targeting the right policies? We are at a critical juncture both economically and politically. We do not have much time left to reverse the trend towards greater inequality and worsening economic prospects for less educated Americans before its social consequences become more deeply ingrained. And the 2020 presidential election may provide a unique opportunity to adopt fundamentally different economic policies. Failing to identify the right policy priorities would not only squander this critical juncture; it could also deepen the rift between the different wings of US politics.

Abstract:
Decision making based on data - whether by policymakers drawing on empirical research, or by algorithms using machine learning - is becoming ever more widespread. Any time such decisions are made, we need to carefully think about the goals we want to achieve, and the policies we might possibly use to achieve them. Data cannot absolve us of this responsibility. They do not allow us to avoid value judgements, and do not relieve us from taking sides in distributional conflicts. This essay introduces a general framework to clarify this point, and then discusses a series of settings in which the choice of objectives (goals) has far-reaching and maybe unexpected implications.

8. Unemployment in the SADC Region

Abstract:
The objective of this study is to estimate the determinants of unemployment in the Southern African Development Community (SADC) region using annual data from 2000 to 2016. Given the characteristic of the data, the study adopts Fixed Effect (FE) estimation technique. For further analysis, the study also estimated the ARDL panel model to capture persistence effect of unemployment in the region. The FE results reveals that real GDP, foreign direct investment, consumer price index, credit to the private sector and interest rate are negatively related to unemployment. While trade openness, labour productivity and population have a positive sign. The results estimated with ARDL model are not very different from those of FE model, but we obtained a noticeably smaller estimates for ARDL model. Variables which have negative association with unemployment suggest that they are likely to reduce unemployment. Therefore, such indicators may be of interest to policy makers when formulating unemployment reduction strategies. In terms of policy advise, the study recommends the government of SADC member states to encourage the education system that can equip leaners with entrepreneurial skills and in-job practical skills, in order to promote high success rate of SMMEs as well as to provide skills needed in the labour market. It also recommended enforcement of free trade of goods and services in the region as a means of making the industrial sector an engine of economic growth in order to create much needed employment.

9. Platform Economy and Employment: What it is like to work for an app in Argentina?

Abstract:
Digital platforms emerged globally about ten years ago and entailed a major disruption in the world of work. However, they are a relatively recent development in Argentina. Early in 2016 there were five such platforms in operation, all of them domestic capital companies. After that, the flexibilization of the system of payments abroad and other factors accelerated the entry of new platforms and affiliates of foreign companies, which, in turn, fostered the flow of new investments in local platforms that were already installed. In fact, during the following two years, at least eight new platforms that offer the possibility of income generation were incorporated. However, new forms of work through digital platforms is not included in the government´s official statistics and thus remains invisible in other categories: unemployed working persons, freelancers, some non-standard wage-earning employment, and informal workers. This study is the first to classify, describe, and analyze digital labour platforms in Argentina. It includes a specific survey of more than 600 cases: the 2018 Survey of Platform Workers (ETP 18, as per its Spanish acronym). The survey’s results show that, although this phenomenon is at its earliest stages, in 2018 the group of users-providers of services through digital platforms represented 1% of all those employed in Argentina, that is to say, more than 160,000 registered workers. That figure encompasses very different realities, from people transporting passengers in their cars to graphic designers working from home, or people renting out a room in their homes. One conclusion drawn from this research is that the platform economy offers new income generation opportunities and plays a social safety role in the face of unemployment and underemployment, but it also creates regulatory issues and challenges the scope of labour, tax and worker protection rules that were designed for the traditional economy. The digital platform economy democratises the generation of income, offers more flexible opportunities and income generation methods, and facilitates access to work. Nevertheless, it also brings new challenges to workers: more job insecurity and volatility, and less accumulation of skills. 10. How Comparable are India’s Labour Market Surveys?: A comparison of NSS, Labour Bureau and CMIE Estimates

Abstract:
With the lack of official government data on unemployment and other labour market indicators, the most viable and recent source have been the regular household surveys conducted by the Centre for Monitoring the Indian Economy (CMIE). Given the differences in methods in data collection, it becomes exceedingly important to establish some comparability between the government and the CMIE datasets. This paper attempts to do that using two methods. First we fit a model of employment status on the CMIE data and see how well it predicts outcomes in the older Labour Bureau 2015-16 and NSS 2011-12 data. Then we compare state-level estimates of broad labour market indicators from CMIE 2016 and Labour Bureau 2015-16 datasets. The broad results are that despite differences in methodologies, the estimates for men are quite comparable between the surveys, while measures of women’s participation in the labour force seem particularly sensitive to the way questions are asked in surveys.
