Abstract:
The global terrorism threat has become decentralised, unpredictable, hard-to-detect and resilient with regenerative capacities. The global jihadist movements, principally the so-called Islamic State (IS) and Al-Qaeda, have glocalised to exploit indigenous grievances, recruit aspiring jihadists and fight for local and global causes. Overall, both IS and Al-Qaeda have become underground terror networks which will allow them to sustain themselves for longer and perpetrate more violent attacks. With a radical Islamist jihadist ideology, multiple wilayat (provinces), sleeper cells, lone-wolves, online radicalisation and skilful exploitation of modern technologies, the terrorism threat remains challenging despite the successful expulsion of IS from its heartlands in Iraq and Syria in 2017. Moving forward, in 2018, the terrorist threat will be characterised by attacks mounted by politico-religious, ethnic-political and left/right wing groups. The major risk to the West, the Middle East, Africa and Asia will come from Islamist extremist groups with radicalised segments of migrant and diaspora communities perpetrating attacks in North America, Europe and Australia. Notwithstanding the operational and military setbacks IS and Al-Qaeda have suffered over the years, their affiliates in the global south will continue to mount attacks against military, diplomatic, political and economic targets. Despite security measures, threat groups will seek to hit aviation, maritime and land transportation targets. In addition, self-radicalised and directed attacks will focus on populated locations for large-scale impact, with suicide attacks as the preferred tactic. The favoured modus operandi of IS-inspired and directed jihadists in the West will be low-end terrorism relying on vehicle-ramming and stabbing as witnessed throughout 2017. Broadly, the world has witnessed the rise of three generations of global terrorist movements. ‘Global Jihad 1.0’ emerged after Al-Qaeda attacked the US in September 2001 and captured the imagination of multiple militant groups in Asia, Africa, Middle East and the Caucasus. The second generation, ‘Global Jihad 2.0’, emerged after al-Baghdadi declared a ‘caliphate’ and announced the formation of the ‘Islamic State’ (IS) on 29 June 2014. The third generation, ‘Global Jihad 3.0’, represents the global expansion of IS outside Iraq and Syria. IS now relies on its wilayat as its operational bases in the Middle East, Africa, Caucasus and Asia. IS and its affiliates control territorial space in varying degrees in countries with active conflict zones, and maintain a presence in cyber space. The group’s strength also lies in affiliated and linked groups, networks, cells and dedicated jihadists who are willing to fight and die for IS.

212. TTP’S Safe Havens in Afghanistan: A Constant Threat to Pakistan’s Internal Security

Abstract:
Though Tehrik-e-Taliban Pakistan (TTP) is significantly weakened and dislodged from former Federally Administered Tribal Areas (FATA) yet, it has relocated to bordering areas in Afghanistan under ideological umbrella of the Islamic State in Iraq and Syria (ISIS) and gets operational and logistics support through Afghan and Indian intelligence agencies. ISIS, having been greatly marginalized in the Middle East is struggling to gain foothold in Afghanistan with TTP as its proxy to execute the deadly terrorist attacks in Pakistan. The presence of ISIS in Afghanistan not only poses threat to Afghanistan but its collusion with TTP threatens Pakistan’s internal security as well. Pakistan’s sacrifices go in vain if cooperation from Afghanistan and the US forces is not forthcoming in defeating ISIS and TTP operating from Afghanistan. The article argues while domestic reforms and effective implementation of National Action Plan (NAP) by Pakistan is important to quell extremism and terrorism from urban centres, the cooperation from regional countries, harbouring TTP is vital for the elimination of scourge of terrorism from the region.

213. After ISIL: Justice and Protection for Children in Iraq

Abstract:
ISIL recruited children through a variety of means, including abducting children from orphanages and hospitals, or offering to pay parents hundreds of dollars a month in exchange for each child’s attendance at military training. Additionally, child soldiers were often taken from particular ethnic groups or religious communities, such as Yazidis and Christians, as a means to terrorize these groups. Since the territorial collapse of ISIL began in 2017, many of these child soldiers have defected; some fled ISIL territory and are living anonymously in Europe while others returned to their home countries. Debates about how national legal systems should handle these former child soldiers have arisen in all of these jurisdictions. In Iraq, which has dealt with a particularly large number of former ISIL child soldiers, there have been concerns about the national justice system’s capacity to adequately address the prosecution and rehabilitation of ISIL’s former child soldiers.

214. Western Foreign Fighters: The Threat to Homeland and International Security by Phil Gursky

Abstract:
Islamic State (IS) has demonstrated unprecedented capabilities in attracting foreign fighters, particularly from Western countries. Between 2011 and 2015, Western foreign fighters coming from North America, Europe, and Australia traveled to Iraq and Syria in order to join IS and the Al-Qaeda affiliate Jabhat Al-Nusra. As IS has been significantly weakened, authorities in many western countries are increasingly worried that returning fighters will come back to their home countries radicalized, battle hardened, and eager to commit terrorist attacks. This concern is clearly manifested in Phil Gursky’s book cover which features a striking image of a Belgian returnee from Syria, Abdelhamid Abaaoud, who has been named by security officials as one of the architects of the attacks in Paris in 2015. ​ In Western Foreign Fighters: The Threat to Homeland and International Security, Phil Gursky, a former analyst at the Canadian Security Intelligence Service, elaborates on the phenomenon of ‘Western Foreign Fighters.’ This book aims at addressing two fundamental issues: “why people leave their homeland to join terrorist groups?” and “do they pose a threat upon their prospective return?”[1] To answer those questions, Gurski relies not only on a detailed analysis of the excerpts and statements by the fighters recently engaged in violent extremism at home and overseas, but also on accounts that delineate historical parallels and differences with previous conflicts sharing similar dynamics. ​ Gurski divides his analysis into eight substantive chapters, an appendix, a glossary and a suggested reading list, using accessible, non-academic prose. He conducts the majority of his historical analysis in chapter three. His discussion of western volunteers—mainly Canadians and Americans—and their involvement in previous conflicts such as the Spanish Civil War and the Boers Wars provides informative and engaging insights, mostly for a general readership.[2] It also sets the stage for shedding light on why Westerners join terrorist groups like IS, and what threat they pose to homeland/international security. Abstract:
Iraqi Prime Minister Haider al-Abadi declared victory over the Islamic State in Iraq and Syria (ISIS) in July 2017. In December 2017, he announced that a joint effort between the Iraqi government and Kurdish forces, supported by U.S.-led coalition airstrikes, had liberated all Iraqi territory from ISIS. The 2017 operations in Mosul, Tel Afar, and Hawija marked the formal end of a bleak era for swaths of the Iraqi populace after being subjected to the horrors of ISIS rule.

216. 137 Shades of Terrorism. French Jihadists Before the Courts

Abstract:
This study, based on original judicial sources, assesses the profiles of 137 individuals sentenced in France for cases related to jihadism. Among other things, the study reveals several common denominators including a lower level of education, poorer integration into the labor market, higher levels of criminal activity, and stronger ties to the Maghreb and to sub-Saharan Africa than the average French citizen. Moreover, a qualitative analysis provides an understanding of the processes of radicalization and subsequent participation in terrorist activities. As such, it expounds the role played by group dynamics, the internet, and prisons. This study further illustrates the strains imposed on the judicial and penal systems by the jihadist phenomenon. Relapse is specifically explored, notably through the cases of individuals convicted of terrorism, who, after serving their sentence, launched attacks on French soil. The subject is all the more topical in light of the likely release from prison of some sixty individuals, sentenced for acts of terrorism, in the upcoming two years.

217. Displacement-Emigration-Return: Understanding Uncertainty in Iraq

Following the Islamic State’s (IS) occupation of Iraqi territories in June 2014 more than 3 million internally displaced persons (IDPs) fled their homes in search for a secure place. Of these, around 1,3 million found refuge in the Kurdistan Region of Iraq (KRI). In parallel to new waves of displacement, Iraqis were also choosing to migrate abroad. In 2015, Iraqis were among the top three nationalities reaching Europe through the Mediterranean routes, after Syrians and Afghans (UNHCR 2016b, 34). Besides displacement and emigration, a large number of IDPs have returned to their place of origin since 2017. As the process intensifies, the security, political and economic conditions of the liberated areas still remain unstable and unpredictable. This report provides policy recommendations based on the results of the research study titled “Drivers for onward migration: the case of Iraqi IDPs in the Kurdistan Region leaving Iraq”, which was conducted between May and November 2017. In it, we addressed the questions: what mechanisms are responsible for explaining why IDPs living in the KRI want to either stay, emigrate or return to their places of origin? and what are the relationships between displacement, emigration and return in the context of Iraq? To address these questions, we employed both quantitative and qualitative analyses methods including: (a) evaluating 500 questionnaires distributed among IDPs in the KRI (Erbil, Duhok and Suleimaniyah governorates) between May and June 2017; (b) conducting 30 semi-structured interviews with IDPs in the KRI between June and July 2017, and (c) discussing preliminary results of the study during a workshop in Erbil on 23 July 2017 with local, national and international actors, including governmental and non-governmental organizations. The data indicates that, although slightly more than half of the sample wish/plan to leave Iraq (55%), only a minority of the subjects (23%) actually developed a concrete plan to do so. Emigration was most appealing to those ages 26–35 and among those with no or low levels of education. Moreover, Yazidis and Christians were more represented among those who wished or planned to leave Iraq. In addition, the most important pull factors point to the presence of family/relatives and friends along with the confidence of receiving refugee status upon arrival. Ultimately, IDPs perceptions of insecurity and lack of economic opportunities appear to be the most compelling reasons driving their wish/plan to emigrate. The data also suggests that IDPs’ perceptions towards the future political, economic and security situations in Iraq (expressed in the next five years) is the most relevant factor determining people’s emigration decision: within an overall negative assessment of the future of Iraq, IDPs wishing or planning to emigrate held a more pessimistic view compared to those who wanted to return or stay in displacement. Conversely, the study finds that socio-political (i.e., relations between IDPs and hosting communities) and socio-economic (i.e., income level and employment status) factors are less significant in determining IDPs’ wish/plan to leave the country. Where socio-political and socio-economic factors do not directly influence IDPs’ intentions, they however, contribute to a distressing sense of uncertainty prevalent among IDPs. Political, social and economic uncertainty overarchingly influences displacement, emigration and return in and from Iraq. Additionally, the Government of Iraq (GoI) and the Kurdistan Regional Government (KRG) have not been capable of (or willing to) address such uncertainty. Rather, they have contributed to a governance of uncertainty best illustrated by the absence of a comprehensive framework for managing displacement and return in both the KRI and greater federal Iraq. In response, this study calls for the development of robust policies at the international, national and local levels which: a. Consider displacement in Iraq as a chronic condition versus a sudden crisis; b. Recognize how recurrent, protracted and unresolved displacement waves destabilize the region; c. Appreciate displacement as a diversified phenomenon. These findings stress the destabilizing and traumatic effects of displacement and the urgency of addressing them, thus, we recommend the following prioritized policy areas through which international, regional, national and local actors can contribute to solve, or at least mitigate, the negative impact of displacement: 1. Elaborate and implement a national policy framework for displacement capable of addressing its multiple manifestations; 2. Adopt facilitation (without active encouragement) measures that can decrease the prevalent uncertainty among the population; 3. Include displacement in the broader physical and social reconstruction plan for Iraq. The data for this report was collected in Spring/Summer 2017, and thus, describes a scenario that has changed following the events that took place in September and October 2017 (see Section 3). However, the findings and recommendations that the study identified appear as relevant today as they were pre- Referendum. Abstract:
With the military defeat of Islamic State (IS) militants in Mosul and other Iraqi territories, the Government of Iraq (GoI) is moving ahead with plans to stabilize violent environments, rebuild war-ravaged physical infrastructure, and restore vital services. Equally important is the need for developing a feasible national reconciliation strategy among the country’s various ethnic, religious, and social groups, through dialogue and trust-building mechanisms. In light of warm historical relations and significant political influence between Iraqi Kurds and Shi’ites, reconciliation between them is of paramount importance for lasting stability in the country. Indeed, in the absence of Erbil-Baghdad rapprochement, overcoming future political challenges will be very difficult. Towards that end, the Middle East Research Institute (MERI) and Al-Rafidain Centre for Dialogue (RCD) jointly organized a series of unofficial meetings involving representatives of Shi’ite political parties and a MERI-led Kurdish delegation between 28 February and 01 March 2018. Religious leaders, academics, political party representatives, members of parliament from the Kurdistan Region of Iraq (KRI), Baghdad and Najaf attended the meetings, organized under the themes of “The Future of Governance in Iraq: Crises and Partnership Opportunities” and “The Role of Decision-makers and Political Elites in Building Confidence Among the Components of Iraqi Society.” The MERI-led delegation also visited the Marja’iya (Shi’ite religious authority) in al-Najaf city.

Abstract:
The fundamental rules of conventional sovereignty are that states will refrain from intervening in the internal affairs of other states, are afforded the right to determine their own domestic authority structures and are freely able to decide what international agreements they choose to enter or not. In principle these concepts have been widely accepted, but are often violated in practice. While conventional sovereignty would appear favourable in theory, realistically, the domestic affairs and foreign policy decisions of states can and do have consequences for others. Poor governance in one state can produce regional instability, from uncontrolled migration across borders, uncontrolled arms trade and other illicit trafficking or the rise of militant nonstate actors. Economic, environmental and health policies of one state can affect the food, water, health and economic security of another. These transnational issues are increasingly complex because the world is more globalized than ever before. No state exists in a vacuum. Therefore, it is often within a state’s interest to influence the policy decisions of its neighbours. Pragmatism often trumps abstract theoretical ideals. The lead package of this issue examines the challenges of securing Canada’s sovereignty from modern threats. When discussing Canadian sovereignty the Arctic will invariably be mentioned, and indeed is the focus of fully half of this edition. David Bercuson, Andrea Charron and James Fergusson argue that the perceived threats to Canada’s sovereignty in the Arctic are overblown, resulting in alarmist rhetoric. Robert Hage, Rob Huebert and Petra Dolata, however, content that Canada must be vigilant if it does not wish to erode sovereign control of its Arctic territory. Going beyond the arctic circle, Hugh Segal and Heidi Tworek discuss the challenges of defending against hybrid threats and outline possible steps in response to such perils. From coordinating with our closest allies to no longer tolerate attacks against the integrity of our most valued institutions, to increasing transparency of activities and strengthen public trust in Canadian democracy via domestic measures. Finally, this package concludes on the issue of border control. Vanja Petricevic discusses the shortcomings of Canada’s current management of asylum seekers and how the concept of sovereignty is being adapted to address modern migration challenges. While Kyle Matthews asserts the importance of holding Canadian citizens responsible for their actions abroad because to do otherwise is not only dangerous, but an affront to Canadian ideals. Contemporary transnational challenges are complex and dynamic. The climate is changing, technology is enabling previously unimaginable feats, and global demographics and migration are creating new points of contention. If Canada is to navigate these issues, and defend its sovereignty, it must work closely with its international partners and ensure that it is capable and willing to stand on guard for thee.

Abstract:
Regional conflict and internal chaos have allowed militant jihadi groups to rise and flourish in Yemen. This paper analyzes two of the most prominent such groups, al-Qaeda in the Arabian Peninsula (AQAP) and the Islamic State in Yemen (ISY), by scrutinizing the factors that led to their respective ascents and examining the challenges and pressures that have caused their respective declines. By comparing and contrasting their operations, respective styles of leadership, and varying levels of community integration, this paper charts the path of jihadi militancy in Yemen and assesses its future in Yemeni politics and society.
