Abstract:: Lieutenant General Charles T. Cleveland, an Army Special Forces Officer, relinquished command of the United States Army Special Operations Command (USASOC) and retired after 37 years of military service on 01 July 2015. He previously commanded the Special Operations Command Central and Special Operations Command South as well as the Combined Joint Special Operations Task Force-North during Operation Iraqi Freedom. LTG Cleveland is a native of Arizona and a 1978 graduate of the United States Military Academy at West Point, New York. His military awards and decorations include the Defense Superior Service Medal and the Legion of Merit Medal.

Abstract:: Wendy Ann Wayman never imagined she would still be serving her country more than three decades after enlisting in the United States Army, let alone rise to rank of Chief Warrant Officer 5 and become the first Command Chief Warrant Officer for Army Intelligence and Security Command (INSCOM). Born and raised in Aberdeen, South Dakota, CW5 Wayman has traveled the world and advised the highest-ranking military leaders in the United States. She has also amassed a legion of professional colleagues who describe her using such phrases as “no one better,” “shaping the future of military intelligence,” “a consummate professional,” “my dear mentor,” and “a complete badass.” The Fletcher Security Review is honored to feature INSCOM Command Chief Warrant Officer, CW5 Wendy Wayman’s “Profile in Security."

Abstract:: Jeffrey Smith is currently Program Officer at Robert F. Kennedy Human Rights where he manages the organization’s advocacy projects that focus on sub-Saharan Africa. He collaborates closely with grassroots civic activists and journalists across the continent—and the world—to highlight pressing human rights concerns to a wider audience. Mr. Smith’s research and advocacy has covered Zimbabwe, The Gambia, Swaziland, and Kenya, among others. He appears frequently in media outlets as an expert commentator on African affairs, including on CNN, MSNBC, Al Jazeera, NPR, BBC, and Voice of America. Mr. Smith is a graduate of the University of Connecticut, where he also received a master’s degree in international relations and was the university’s first recipient of its distinguished human rights graduate certificate.

Abstract:: Dr. Joseph Sassoon has spent the past few years working to improve our understanding of authoritarian governments that are typically inscrutable to outsiders, focusing first on the Ba‘th Party under Saddam Hussein for his book Saddam Hussein’s Ba‘th Party: Inside an Authoritarian Regime and, more recently, conducting a comparative analysis of eight authoritarian regimes in the Arab world. Dr. Sassoon’s comparative analysis, which he recently finalized during a fellowship at the Woodrow Wilson Center for International Scholars, looks at differences and commonalities among these coercive governments and will be published in his forthcoming book, Anatomy of Authoritarianism in the Arab Republics.

Abstract:: Face-to-face interviews constitute a social interaction between interviewer and respondent, yet research employing African survey data typically fails to account for the effect of shared ethnicity on survey responses. We find that respondents give systematically different answers to coethnic and non-coethnic interviewers across surveys in 14 African countries, but with significant variation in the degree of bias across question types and countries, with the largest effects for explicitly ethnic questions and in countries where ethnicity is salient. In South Africa, we show further variation across interviewer-respondent dyad type: Coracial effects are larger than coethnic effects – a pattern consistent with the salience of racial legacies in South Africa – and differences in the direction, size, and significance of these effects concord with dyad-specific social desirability. Our findings have practical implications for consumers of African survey data and underscore the context dependence of the social interaction that constitutes the survey experience.
