Abstract:
This publication offers the proceedings from Conference 5 on “The role of the ombuds Institutions in security sector governance”. The aim of the conference was to identify a range of priorities and recommendations for Ukraine. Key recommendations include: parliamentary oversight capacity building; improving communication and coordination between the Parliamentary Committees and the Commissioner; improving the implementation of oversight legislation; ensuring oversight is proactive; and oversight actors have the necessary expertise and specialisation in order to deal with the particular issues of the security sector.

Abstract:
This publication offers the proceedings of Conference 9 on “Accomplishments, Plans and Lessons learned” in the framework of “Monitoring Ukraine’s Security Governance Challenges” project. The 9th conference was the last public event of the two-year project aimed at developing multidimensional opportunities to support reform efforts and assist the development of democratic governance in Ukrainian security sector. The Conference aimed to summarise the project results, as well as make an assessment of SSR achievements in reference to the strategic objectives set three years prior, in order to identify the most problematic areas and to put forward practical solutions.

This publication provides an overview of the key issues discussed and policy recommenda- tions proposed during the series of conferences for the project “Monitoring Ukraine’s Security Governance Challenges”. The project was implemented jointly by DCAF and the Razumkov Centre with the financial support of the Ministry of Foreign Affairs of the Netherlands. This report compiles key issues and recommendations for all 9 conference and is intended to serve as a reference point for future needs assessments, as well as for further consultations with Ukrainian and international stakeholders. This publication offers the Key Issues and Policy Recommendations based on the results of the Forth International Conference “Security Sector Governance: the Role of the Media”. In established democracies, free and independent media play a crucial role in the democratic oversight of the security sector, allow for channels of communication to be established between government and society, and present a crucial foundation for guaranteeing and protecting human rights and freedoms. This security sector reform conference was unique in that journalists were invited as not just reporters but the main participants of the debates. The dialogue had a multi-dimensional, multi-levelled character that touched upon national and international questions of security as it pertains to information warfare, particularly in Ukraine.

This publication offers the Key Issues and Policy Recommendations based on the results of the Eighth International Conference “Human Rights and Security Sector Governance: Ukraine’s Reform Challenges”. Since 2014, Ukraine’s security sector has been undergoing reforms. The implementation of state reforms are supported and monitored by Ukrainian civil society and the international community. Whereas certain aspects of reforms have been considered successful, the need for enhanced human rights compliance in the security sector of Ukraine, in particular with respect to ensuring accountability for human rights violations, the protection of the rights of civilians in the Anti-terrorism Operation (ATO), as well as preventing and responding to gender-based violence has been repeatedly pointed out. Conference Eight, following to the previous conferences recommendations, provided a platform to discuss the above mentioned issues.
