Abstract:
China’s “New Silk Road” or “Belt and Road Initiative” (BRI) has reached Central Asia in resounding fashion. As a result, the republics of Tajikistan and Kyrgyzstan have seen large increases in Chinese presence and investment. Although both countries have overlapping needs, the degree and character of PRC involvement in each has differed. PRC investment in Tajikistan is characterized by expensive loans on infrastructure investment and energy projects that the country may be unable to repay (Avesta.tj, December 25, 2017). Kyrgyzstan, while having hosted similar projects, is also attempting to move the country into the twenty-first century by improving its transportation and digital infrastructure (Tazakoom.kg). Development experts classify both countries as “high-risk” for debt distress given public debt projections (Cgdev.org). However, despite the risk of such an outcome, both countries appear inclined to welcome PRC investment with open arms, as a way of funding needed investment like power generation and logistical links with the outside world.

Abstract:
Several ambitious schemes have been proposed to link Africa’s east and west coasts, some of which are closer to full realization than others. Most notable in this respect is a plan to expand the existing Trans-African Highway 5 (TAH5) into a true cross-continental road and rail link, the early stages of which China has helped bring to fruition where Western consortiums failed. Likewise, Chinese investment in African infrastructure through Beijing’s ambitious Belt and Road Initiative (BRI) may help create expanded sub-regional linkages, particularly in East Africa, that could help facilitate the emergence of an eventual, true East-West link in the long term. However, in the short-to-mid-term, the obstacles to a truly robust set of East-West transport links are formidable, and it is unlikely that China’s involvement will be a panacea.

Abstract:
At its eighth meeting, CEBRI’s China Analysis Group Meeting held a constructive dialogue about the different aspects of China’s presence in Latin America, and the risks and benefits involved. Overall, participants noted that Chinese engagement in the region through trade and investments is closely related to the reproduction of a geopolitical model aimed at promoting access to natural resources. Another important stream of activities include infrastructure investments and projects, mostly through engineering and construction services. Although there could be a potential for investments to help diversify the relationship, they have mostly reinforced existing asymmetries in the trade structure between China and Latin America.

Abstract:
At its ninth meeting, CEBRI’s China Analysis Group promoted insightful exchanges among varied stakeholders concerning the implications of the Belt and Road Initiative (BRI). Speakers focused on analyzing its strategic significance for China and the opportunities established for different actors involved, including partner countries and multinational companies operating in fields related to infrastructure. In light of the BRI’s impressive figures – encompassing over 90 countries, around 50% of global GDP and 70% of the world's population – participants explored the Initiative’s meaning beyond infrastructure investments and connectivity, stressing its geopolitical nature and the central role in the Chinese ambition to shape the future of globalization and the global order.

465. Reversing Zambia’s high risk of debt distress

Abstract:
A load of unsustainable debt hangs heavy over Zambia. Zambia is part of a list of 25 low income countries considered at high risk of debt distress in 2018. Government’s efforts to reduce the country’s infrastructure gap as well as bring down poverty and inequality have resulted into large spending overruns, a growing subsidy bill and a substantial public sector wage bill over the last five years. Alas, domestic revenues remained low and stagnant. So Government resorted to massive external borrowing to finance arguably unsustainable expenditure. This approach to spending pushed borrowings to about 59% of GDP as at end of 2017, which is in the territory of unsustainable debt levels. In October 2017, the IMF issued a red flag that Zambia was at high risk of debt distress, implying that the country was likely to breach the thresholds for debt and debt service indicators and, should it continue on the same trajectory, it would likely default on its debt service obligations. This high debt has consequences for growth and poverty reduction efforts. Increased domestic borrowing by Government from October 2015 resulted in reduced lending to the private sector as businesses and Government competed for credit, and thereby hampered economic growth. Further, with interest payments reaching 23% of domestic revenues and personal emoluments as high as 54% of domestic revenues in 2017, other priority spending as well as spending on social protection were crowded out, thereby hampering efforts to reduce poverty. This was despite the removal of fuel and electricity subsidies in 2017, whose savings did not result in a corresponding increase in spending towards poverty reduction and empowerment programmes. Additionally, the high debt has made future borrowing more risky and more expensive, limiting opportunities to borrow, to invest or restructure debt going forward. Zambia’s surging public debt is largely skewed towards costly commercial external debt due to issuing Eurobonds and increased export and suppliers’ credit. This poses significant repayment and currency risks. The bullet repayment structure of the first two Eurobonds means that the principal will have to be repaid at the end of the term of each loan in 2022 and 2024. Significant risks are thus faced as the country is ill-prepared to make such lump sum payments. Further, interest payments are payable in US dollars, so when the local currency depreciates substantially (as it did in 2015), the cost of servicing this debt increases. Moreover, while average interest rates on Eurobonds seem low at around 8%, the effective borrowing costs (interest rate plus average annual rate of depreciation) averaged 26% in 2016.

Abstract:
Despite much focus on China and Russia, the Internet’s future is being shaped by a more varied set of relationships. In a recent example, Microsoft employees issued an open letter asking the company not to bid on the Joint Enterprise Defense Infrastructure (JEDI) contract to build cloud services for the Department of Defense. The employees complain that the JEDI contract may violate Microsoft values: to “empower everyone on the planet to do more”. It is unclear just what Microsoft would be doing (cloud services can refer to everything from infrastructure to platforms to software—and the security to support each), but employees worry that their efforts could be used to harm others.

Abstract:
We are proud to feature a collection of pieces that innovate new methodological approaches, confront the relationship between knowledge and power, and speak to the urgent concerns of the present, infrastructure, ecology, migration, and war. In “Epicures and Experts: The Drinking Water Controversy in British Colonial Cairo,” Shehab Ismail explores taste, class, and the environment. When in 1905 the Cairo Water Company altered its source of intake to deep wells instead of the Nile, it pitted experts, officials, and the urban poor in a battle over knowledge, medical traditions, and water practices. In tracing the five year struggle in which the palate became a battleground, Ismail reveals how taste, as a mode of embodied knowledge became a site of confrontation between heterogenous epistemic persuasions. In “From Mandate Borders to the Diaspora: Rashaya’s Transnational Suffering and the Making of Lebanon in 1925,” Reem Bailony traces debates on the social, political, and economic constructions of Lebanon and Syria, both in the borders of the French Mandate and well outside of it. By placing mahjar studies and Middle East studies in close conversation, Bailony both calls for and provides a model for a methodology that transgresses the territorial confines of the nation-state. In doing so, she reveals the crucial role of the mahjar in consolidating Lebanon as nationally distinct from Syria and in need of different sectarian arrangements. Neha Vora and Ahmed Kanna contribute reflections on two decades of ethnographic experiences researching Dubai and other cities in the Arabian Penninsula. “De-exceptionalizing the Field: Anthropological Reflections on Migration, Labor, and Identity in Dubai,” explores and critiques scholarly identity and authority in a call to develop understandings of Gulf cities that address migration, diaspora, place, and belonging. Vora and Kanna thus put the individual experiences of politics, geography, racialization, and minoritization into conversation with the knowledge that is produced on these historical forces. Graham Pitts reveals how the “human ecology” of Lebanon evolved according to the logic of an expanding and retracting global capitalism in “The Ecology of Migration: Remittances in World War I Mount Lebanon.” In detailing the material and environmental history of migration as well as highlighting World War I, the famine, and remittances, Pitts traces a broader trajectory of Lebanon’s history. In “Writing Shame in Asad’s Syria,” Judith Naef analyzes how the Syrian author Khaled Khalifa built feelings of shame into the literary structure of his novel No Knives in the Kitchens of this City. She traces the multiple forms of shame and how, like rot, its pervasive spread unravels relations. Shame, she suggests, is at once contagious and repulsive, and is one site to both refect on and understand the unraveling of Syrian social landscapes under the Asads’ authoritarianism. We ofer as always a robust set of reviews and review essays that feature the latest contributions to the study of the Middle East.

We are proud to feature a diverse array of disciplines and approaches in this issue. In “Te Nahda in Parliament: Taha Husayn’s Career Building Knowledge Production Institutions, 1922-1952” Hussam R. Ahmed traces the bureaucratic and institutional force of one of the most infuential intellectuals of the twentieth century. He reveals new ways to think about the ties between intellectual work, knowledge production, pedagogy, and the Egyptian state. In “‘Jerusalem, We Have a Problem’: Larissa Sansour’s Sci-Fi Trilogy and the Impetus of Dystopic Imagination,” Gil Hochberg ofers a reading of both the colonial legacies of the sci-f genre and the potential for its radical upending. Hochberg ponders the question of Palestine in a futuristic post-factual and post-national time of becoming. In “‘A Fever for an Education’: Pedagogical Tought and Social Transformation in Beirut and Mount Lebanon, 1861-1914,” Susanna Ferguson explores education’s appeal and promise of stability and reform in the nineteenth century Arab world. In “Infrastructure Crises in Beirut and the Struggle to (Not) Reform the Lebanese State,” Éric Verdeil approaches public infrastructure as a site of political struggle. Verdeil challenges the conventional readings that assert the power of neoliberalism and sectarianism to marginalize state institutions, showing instead how infrastructural policy instruments accentuate Lebanese society’s gaps and inequalities. Finally, in “If We All Leave, Who Will Cut the String: Exiled Intellectuals in Ghada al-Samman’s Tought,” Louis Yako contributes an engaged read of exile, the role of the intellectual, and the possibilities of revolution. Tis issue also features the usual robust array of book reviews. With this issue, we bid farewell to a long-time pillar of Arab Studies Journal and its book review team. Allison Brown, an inimitable editor and thinker, will be departing afer a decade of teaching and leading our team with the intellectual depth and editorial precision that have made the journal what it is today. While she may not grace our pages, she will always be part of the ASJ family.

Security and infrastructure are two closely related terms, which is why they are so often referred to at the same time. In today’s world, infrastructure is essential to ensure broadly understood security, and a lack of security will not fulfil its basic role. Today, identified threats and challenges to national security, and thus to the security of the state, evoke the need to participate in preparing all components of the defence system of the state. The management of state defence is a very complex process, requiring a properly prepared system to function reliably in times of peace, but also in times of crisis and war. Its role is to integrate individual elements of the defence system into a uniform and efficient whole. Effective defence activities and ensuring the security of its citizens and all its assets are the core activities of the state. The defence area of the state is now comprehensive in nature and is of interest to the entire apparatus of state power. The aim of the article is to present the role of the defence infrastructure in the life of the state, its relation to national security and an attempt to identify the defence infrastructure of the state, taking into account the key state infrastructure.

470. Unmanned Aerial Vehicles in the protection of the elements of a country’s critical infrastructure – selected directions of development

Abstract:
This paper explores the directions for the application of unmanned aerial vehicles in the provision of security to vital elements of a country’s critical infrastructure. The analysis focuses on two paths of development: the first one refers to the transportation system, the latter is related to the gas supply network – the basic components of a country’s critical infrastructure. The first section of this paper will examine the current state of knowledge in the field, and is designed as a reference of terminology pertaining to unmanned aerial vehicles (definitions and classification). The section shall furthermore provide a basis for and a contribution to the developed conceptual-semantic framework for UAV research. The first direction of development is described in terms of the characteristics and assumptions of the system; this includes an overview of the specific requirements of the unmanned platform itself, as well as the elements of the system, such as a local monitoring centre and other components. Furthermore, this section provides the overview of the designated mobile application, whose development is expected to improve the efficiency of system operation, which is a conceptual novelty considering similar developments. The second direction concerns the development of an unmanned system of production, storage, and use of chemical and radioactive substances, including pipelines for hazardous substances. The programme that fits perfectly in the framework of the second considered branch of development is “Cricket” [Polish: “Świerszcz”] – a programme implemented in the periodic inspection of gas supply infrastructure. The description of the programme in question included specifying the technical and operational requirements for the fight devices as well as for the equipment.
