1. The Crisis in Syria’s Idlib

Abstract:
Nearly 600,000 people have been displaced in northwestern Syria in the last two months, in what is now the biggest humanitarian crisis in nine years of war. The brutal military assault being conducted by the Syrian government, Russia and Iran shows no signs of abating and has in recent weeks sparked direct and deadly clashes between Syrian and Turkish troops. Hospitals and schools continue to be struck from the air, IDP camps have reached capacity and humanitarian agencies are warning of an impending humanitarian disaster. Since the Syrian government and its allies began an offensive on Idlib in the Spring of 2019, approximately 25% of the opposition-controlled territory has fallen - roughly 75% still remains. Amid this ongoing crisis and unprecedented levels of civilian displacement and human suffering, the international community appears to have been rendered powerless. The Middle East Institute is pleased to host a panel discussion on the situation in Idlib, in order to discuss the nature of the crisis and the international response; the geopolitical dynamics at play; concerns over terrorism; and what possible paths might exist to resolve the situation.

2. Building Blocks and Challenges for the Implementation of the Global Compact on Refugees in Africa

Abstract:
Forced displacement continues to be a major challenge to human security across the globe. According to the United Nations High Commissioner for Refugees (UNHCR), the global population of forcibly displaced people increased by 2.3 million people in 2018, and by the end of the year, more than 70 million individuals were forcibly displaced worldwide (UNHCR 2019a). UNHCR also estimated that, in 2018, 13.6 million people were newly displaced as a result of conflicts and droughts (ibid.). Building on the predicament of global sustainability and the 2030 agenda for sustainable development, the Global Compact on Refugees (GCR) is a framework based on four strategic objectives: to (1) ease pressures on host countries, (2) enhance refugee self-reliance, (3) expand access to third-country solutions, and (4) support conditions in countries of origin for return in safety and dignity (UNHCR 2018; UN General Assembly 2019). The GCR urges the international community to respond comprehensively and innovatively to the plight of refugees, and to make a paradigm shift in global humanitarian aid to emphasize refugee self-reliance and livelihoods. One of the risks of such a nonbinding and thin agreement, however, is that the GCR will give rise to a bureaucratic process that “does not come even close to dependably addressing the operational deficits of the refugee regime” (Hathaway 2019, 594). This article looks closely at the prospects for the GCR in sub-Saharan Africa based on the need to shift from a humanitarian system of “care and maintenance” to comprehensive and effective development responses to refugee crises. It also discusses some of these experiences and best practices to promote a resilience-based development approach. It recognizes that development initiatives implemented or still to be implemented under the normative framework of the GCR and the Comprehensive Refugee Response Framework (CRRF) are subject to a multiyear planning and implementation cycle. Therefore, this article does not intend to evaluate their efficacy or measure progress under the GCR, but rather to identify key challenges and to highlight achievements and promising initiatives in sub-Saharan Africa. It particularly focuses on implementation and rollout of the CRRF in Chad, Djibouti, Ethiopia, Kenya, Rwanda, Somalia, Uganda, and Zambia in Africa.

3. Promoting Human Security: Planned Relocation as a Protection Tool in a Time of Climate Change

Abstract:
In light of the science and evidence on hazards and climate risk, and the scale and breadth of large-scale disasters witnessed around the world, it is time for states and other actors to begin developing national and local frameworks on planned relocation. While planned relocations have had a poor record in terms of their socioeconomic effects, it is precisely for these reasons that proactive action is necessary. Planned relocation has the potential to save lives and assets, and consequently to safeguard or augment the human security of populations living in areas at high risk for disasters and the effects of climate change. Among the challenges hampering better outcomes for people, however, are the lack of national and local frameworks, community-driven decision making, and sufficient lead times to plan and implement appropriate interventions that promote human security. Relocation of populations is referenced in global frameworks on disaster risk reduction (DRR) and climate change adaptation (CCA) because it is a tool that will become increasingly important as a preventive and responsive measure to reduce the risks of disasters and displacement. This article recommends that national and local DRR and CCA strategies and development plans begin to incorporate planned relocation among the options under consideration to protect people and their human security. It argues that planning for relocations is an expression of a government’s responsibility to protect the human security of its people.

Abstract:
The increase in irregular migration from Sub-Saharan Africa and the Sahel has resulted in the transformation of Morocco from an emigration-only country into a transit and immigration one. EU support for Morocco focuses on the protection of the country’s borders, controlling the migration flow to Europe, and the implementation of readmission agreements. The EU also provides financial and technological support and helps to reform immigration policy. Due to the unstable humanitarian situation and growing number of refugees in Morocco, this cooperation should also include the Sahel region.

5. The Syrian Safe Zone and International Law

Abstract:
On Wednesday 9 October 2019, Turkey launched a cross-border operation in Northern Syria. Turkey justified its actions as a response to an ‘imminent terrorist threat’ from Kurdish-led forces. Its operation was directed at pushing back these groups from its border and creating a ‘safe zone’ in Syria where up to two million Syrian refugees can be resettled. This reflection aims to assess whether the Turkish operation to establish the safe zone was lawful; and whether the resettlement of Syrian refugees in the safe zone is in conformity with international law.

6. Sustaining Peace in Burkina Faso: Responding to an Emerging Crisis

In 2017, the UN launched a system-wide effort to support the implementation of the sustaining peace agenda in Burkina Faso. Since then, a rapidly deteriorating security situation and an imminent humanitarian crisis have forced the UN, the Burkinabe government, and their partners to recalibrate their efforts. This ongoing recalibration, together with the changes resulting from the UN development system reforms, makes this an opportune moment to assess the state of efforts to sustain peace in Burkina Faso. This paper examines the implementation of the UN’s peacebuilding and sustaining peace framework in Burkina Faso, looking at what has been done and what is still needed. It focuses on the four issue areas highlighted in the secretary-general’s 2018 report on peacebuilding and sustaining peace: operational and policy coherence; leadership at the UN country level; partnerships with local and regional actors; and international support. Burkina Faso provides lessons for how the UN’s sustaining peace efforts can respond to growing needs without a change in mandate. Continued support for the UN resident coordinator in Burkina Faso is necessary to ensure that these efforts are part of a holistic approach to the crisis, together with local, national, and regional partners. Such support could underpin Burkina Faso’s status as a buffer against spreading insecurity in the Sahel and make the country a model for the implementation of the sustaining peace agenda in conflict-prone settings without UN missions.

Abstract:
While there is never a good time for a country to face an epidemic, it could not come at a worse time for a country in transition like Sudan. Prior to the first cases of the coronavirus confirmed on 13 March, the country already faced a humanitarian and economic crisis. In February, the inflation rate was at 71% and prices were double those cited in 2019, according to the US-funded food monitoring body, the Famine Early Warning System (FEWS). The Under-Secretary-General for Political and Peace-building Affairs, Rosemary DiCarlo, told the UN Security Council recently that Sudan’s humanitarian needs were severe, with 9.3 million people needing aid by the end of 2019.

8. Rethinking Peace in Yemen

What’s new? A COVID-19 outbreak has injected new energy into diplomatic efforts to end Yemen’s regionalised civil war, now in its sixth year. But the parties remain stubbornly opposed to compromise and the UN’s two-party mediation framework no longer provides a realistic pathway to peace given the country’s political and military fragmentation. Why does it matter? The war has killed more than 112,000 people and has left 24 million in need of some form of humanitarian assistance. The pandemic could further decimate a population lacking access to health care and particularly vulnerable due to malnutrition. The worst may be prevented if the war can be halted. What should be done? The Yemeni government and Huthis should right-size expectations regarding a political settlement and accept inclusion of other political and armed factions in UN-led negotiations. The UN Security Council should draft a resolution calling for an immediate ceasefire and inclusive settlement and table it if the parties stick to their positions.

9. Preventing a Deadly Showdown in Northern Yemen

A Huthi offensive threatens to engulf Marib, a province controlled by Yemen’s internationally recognised government and full of internally displaced people. Outside powers should act now to halt the fighting, which could deepen the existing humanitarian crisis and ruin peace efforts elsewhere in the country. What’s new? A showdown looms in Yemen’s Marib governorate between the Huthis, who control much of north-western Yemen, and forces allied with the internationally recognised Yemeni government. Why does it matter? An all-out battle for Marib could precipitate an enormous humanitarian disaster, as the province hosts at least 800,000 Yemenis already displaced from homes elsewhere. It could also scotch already dwindling chances of a nationwide de-escalation that in turn could lead to talks to end the war. What should be done? Outside powers should urgently convene an international contact group under UN auspices to press for a comprehensive ceasefire and inclusive negotiations to stop the war. The Huthis and Yemeni government should drop maximalist demands, and Saudi Arabia should work with the U.S., UN and others to halt the hostilities.

10. Easing Syrian Refugees’ Plight in Lebanon

Most Syrian refugees in Lebanon have thought many times about going home but in the end deemed the risks too great. Donors should increase aid allowing the Lebanese government to continue hosting the Syrians, so that any decision they make to leave is truly voluntary. What’s new? Pressure on Syrian refugees in Lebanon to return home is rising. Although Syria remains unsafe for most, refugees are trickling back, escaping increasingly harsh conditions in Lebanon and hoping that the situation will improve back home. Procedures that clarify refugees’ legal status are making return more plausible for some. Why does it matter? While even a small number of successful repatriations represents positive news, conditions are too dangerous for mass organised returns. Yet the Syrian government and some Lebanese political factions increasingly insist that it is time for large-scale returns to begin. What should be done? Donors should plan for many refugees to stay for many years, and provide support to help Lebanon meet Syrians’ needs, ease the burden on Lebanon’s economy, and reduce friction between refugees and their Lebanese hosts. The Lebanese government can take additional administrative steps to ease voluntary returns.
