591. Globalisation, Domestic Market Integration, and the Regional Disparities of India

Abstract:
Using a world trade model with India subdivided into states, the paper examines how regional disparities are affected by domestic inter-state trade as well as international trade. According to the analysis, international liberalisation promotes decentralisation and convergence, not divergence, so trade is not to blame for India's growing regional disparities. High economic growth within India makes domestic markets more important and the geographical effect of this is opposite to that of globalisation. This may counterbalance the geographical impact of international liberalisation and explain why recent changes in geographical clustering in India are limited. The empirical results are consistent with this. They also indicate that Indian services expansion is largely driven by increases in domestic demand due to growth, and that domestic market integration is essential for India's manufacturing sector. We argue that for larger nations, the domestic inter-regional trade is important and India should have a trade policy that addresses domestic as well as international market integration.

Abstract:
This monograph analyzes Brazilian grand strategy under President Luiz Inácio Lula da Silva. During Lula's nearly 8 years in office, he has pursued a multipronged grand strategy aimed at hastening the transition from unipolarity and Western economic hegemony to a multipolar order in which international rules, norms, and institutions are more favorable to Brazilian interests. Lula has done so by emphasizing three diplomatic strategies: soft balancing against the United States, building coalitions to magnify Brazilian negotiating power, and seeking to position Brazil as the leader of a more united South America.

Large, central power stations produce the vast majority of electricity. Coal, natural gas, some oil, or uranium enters on one end. Electrons and various other byproducts—some innocuous, most not—leave on the other, pushed over long distances across aging transmission lines. Many get lost along the way.

Abstract:
The economic policy agenda which promoted a non-interventionist state, trade openness, deregulation, liberalization and privatization as the formula for unleashing private sector productive forces in developing countries is discredited. The economic record of the past decades does not support this theory. Former proponents of the agenda acknowledge that the 'supply side' response of the private sector, especially in African countries, has not been what was expected in reaction to these economic reforms. Consensus is building on the need for industrial policy, and the debate is over what kinds of state interventions are likely to help build the private sector. Thus, the time is ripe for an evidence-based discussion of what is 'private sector development' in Africa, and how it promote it. In order to move the debate forward, we need more analyses of how actual existing industries are created, expanded and remain competitive in the contemporary global economic context.

In this policy brief I present my view on the role of monetary policy in our recovery and whether the major central banks in the United Kingdom and beyond should be doing more in the coming months. Of course, every central bank's policysetting committee has to make its own assessment of the right policy measures for its economy, based on its own forecastand the mandate legally set for it. Thus, I am not presuming to offer a “one size fits all” prescription for central bankers beyond the United Kingdom. I would like, however, to try to give some general assessment of the common challenges we face, and what I believe to be the appropriate monetary policy response, barring special circumstances. Not that there will be any doubt about it, but for the record, these are solely my own personal views.

Abstract:
'Better safe than sorry' has been the familiar response of public health authorities to concerns about the enormous cost and disruption to health services that resulted from the 2009 global scare over what turned out to be a relatively benign swine flu virus. Some critics have focused on links between prominent public health figures and the manufacturers of antiviral medications and vaccines who were the conspicuous financial beneficiaries of the scare, alleging undue influence and conflicts of interest. This paper argues – from the perspective of a general practitioner engaged in an inner city practice in the UK during the 2009 pandemic – that the promotion of exaggerated fears of infectious disease as an instrument of policy risks further undermining popular trust in medicine and public health.
