The face of media around the world is changing. Traditional media in the United States are shrinking as the industry confronts both an extended recession and the long-term erosion of its economic model. In the developing world, the newly independent media of a decade ago maintain their vitality while attempting to find financial sustainability. The Internet has globalized the evolving media marketplace, and at the interstices of the media and internet businesses, new and exciting media organizations are springing up worldwide to fill needs in such areas as investigative reporting.

Abstract:
Given the importance of the assertion or prevention of regional leadership for the future global order, this paper examines the strategies and resources being used to assert regional leadership as well as the reactions of other states within and outside the respective regions. Secondary powers play a key role in the regional acceptance of a leadership claim. In this article we identify the factors motivating secondary powers to accept or contest this claim. Three regional dyads, marked by different degrees of “contested leadership,” are analyzed: Brazil vs. Venezuela, Indis vs. Pakistan, and South Africa vs. Nigeria. The research outcomes demonstrate that the strategies of regional powers and the reactions of secondary powers result from the distribution of material capabilities and their application, the regional powers' ability to project ideational resources, the respective national interests of regional and secondary powers, and the regional impact of external powers.

Abstract:
Despite the recession, the United States and Europe remain each other's most important foreign commercial markets. No other commercial artery in the world is as integrated and fused as the transatlantic economy. We estimate that the transatlantic economy continues to generate close to $4.28 trillion in total commercial sales a year and employs up to 14 million workers in mutually “onshored” jobs on both sides of the Atlantic.

Climate change is the most difficult collective action problem the world has ever faced. The activities responsible for greenhouse-gas emissions are central to our modern way of life, and the uncertain effects of climate change will disproportionately fall on future generations that have no say in current decision-making processes. Climate change is also a difficult challenge because it cannot be ad- dressed by governments alone—it depends on coordination with private actors and nongovernmental organizations.

Abstract:
The food crisis at the end of the last decade and the resulting food riots that occurred in cities all over the world exposed the vulnerability and fragility of the current global food system and highlighted the increasing problem of urban food security. Urban households were among the hardest hit by the food and economic crises as they saw their purchasing power decline drastically. Though aggregate world food availability was relatively good during this period, access to that food by the urban poor had been severely compromised. This working paper aims to analyse the factors that influence urban food security and argues the case for why an urban focus will increasingly matter in the international discourse on food security. A truly “systems approach” will be needed to study and deal with the many inter-related factors and players in food security. Too often have professional communities maintained disciplinary barriers when addressing such complex problems.

Abstract:
The spread of old and new infectious diseases constitutes both a threat to U.S. and global security and peace and an opportunity for the United States to burnish its international image through strengthening foreign capacity in infectious disease surveillance and response. Despite an increase in overall U.S. expenditures on global public health, U.S. policy is not to fully meeting this challenge or capturing this opportunity. Little-known policies implemented by the Centers for Disease Control and Prevention, the United States Agency for International Development, and the Department of Defense offer cost-effective strategies that should be expanded under President Obama's new Global Health Initiative to improve infectious disease control abroad as both a frontline defense against a potential pandemic and a peaceful and positive dimension of U.S. global health diplomacy.

Abstract:
A number of regional powers are becoming important international actors and are changing the coordinates of world politics and the global economy. The political and economicshift in favor of these regional powers has been accompanied by the relative loss of importance of the US, Japan, and the EU. The latter countries are increasingly challenged by the economic growth and the geostrategical actions of the regional powers. As the conception of and debates on regional powers have been led by political science, this paper aims to contribute to the discussion from an economics perspective. Based on the discussion of different concepts of economic power–such as those of Schumpeter, Perroux, Predöhl, or Kindleberger–concepts of technological leadership, and the global value chain approaches, the paper develops a research framework for the economics of regional powers. This framework is then tested using descriptive statistics as well as regressions analysis, with a focus on the four regional powers Brazil, China, India, and South Africa. As economic power is relational, the relationship of regional powers to other nations in the region is analyzed. According to the findings, only limited conclusions on the economics of regional powers are possible: a regional power can be described as an economy with a relatively large population and land area which plays a dominant role in trade within the region and in the regional governance. The regional power develops its technological capacities, and its businesses act regionally and globally with increasing strength.

The modernisation of Russia has been a topic of vigorous debate for centuries. It has also been an intensely divisive issue among Russia's elite, and since President Dmitry Medvedev came to power, modernisation has become the leitmotif of the presidency. The global economic crisis hit Russia hard, meaning that the status quo in political, economic and social terms is no longer acceptable. However, there are a number of competing visions on modernisation within the Russian political elite and society as a whole. This Working Document aims to illustrate the diversity of and competition for the dominance of views on Russia's future. In a second step, authors Félix Krawatzek, Visiting Researcher at CEPS and Roderick Kefferpütz, Associate Research Fellow, analyse the obstacles to a successful realisation of the ambitious modernisation agenda and outline the implications for the new EU-Russia modernisation partnership.

590. Prolegomena to a Class Approach to International Law

Abstract:
This article offers an introduction to a class approach to international law. It challenges the 'death of class' thesis and argues for the continued relevance of the category of 'class'. Among other things, the contention is that the category of 'class' subsumes without erasing the gender and race divides. Noting the emergence of a global social formation the article claims that a transnational capitalist class is shaping international laws and institutions in the era of globalization. It calls for the linking of the class critique of contemporary laws and institutions with the idea and practices of resistance, and considers in this setting the meaning of internationalism and class struggle today for an emerging transnational oppressed class. The article concludes by schematically outlining the advantages of a class approach to international law.
