Abstract:
The situation in Burma/Myanmar remains grave. With elections scheduled for 7 November 2010 international attention on the country has increased. Such attention, and any policy action taken, must focus not only on the goal of democratic transition, and concerns about the regimes nuclear collaboration with North Korea, but also on the plight of Burma's ethnic minorities who continue to suffer atrocities at the hands of the government. These atrocities may rise to the level of crimes against humanity, war crimes and ethnic cleansing – crimes states committed themselves to protect populations from at the 2005 World Summit, as described in the Global Centre for the Responsibility to Protect policy brief dated 4 March 2010, “Applying the Responsibility to Protect to Burma/Myanmar.”

Abstract:
Norway's five-year experience as the lead nation of the Provincial Reconstruction Team This policy paper is a practically-oriented comparative analysis of the work of the International Criminal Court in Kenya, Uganda, Sudan, and the Central African Republic, and the policy implications for its work for Norway, States Parties, civil society, and key states. The paper argues that all actors, including Norway, should more seriously engage these African states – and key stakeholders within them – to facilitate the work of the ICC to stem impunity. Without such support, the paper concludes, the ICC's objectives in Africa will not be realised.

Abstract:
Since Armenia's independence in 1991, its three successive presidents have invariably expressed their country's readiness to normalize relations with Turkey without preconditions. This is despite unsettled historical issues between these two nations, namely the issue of the 1915 Genocide of Armenians by Ottoman Turkey, and the disappointing record of the last two decades in which Turkey sealed its borders to Armenia and failed to establish diplomatic ties with it. Should ratification fail, it will be very hard for the two countries, and especially for Armenia, to continue with normalization. By spring 2010, mistrust of Turkey grew significantly even among those political circles in Armenia that were originally very pro-rapprochement and argued in favour of it in discussions with nationalists and Diaspora actors. Armenian society's perspective on relations with Turkey is again moving closer to that of the Diaspora.

Abstract:
A recent survey of victims of violence reported that memorialization was prioritized as the second most valuable form of state reparations following monetary compensation (Brett, et al 2008, 2). In part, it is perhaps this impetus to bear witness to the suffering of victims that has given rise to a proliferation of memorials in recent decades, including those marking genocide in Rwanda, Cambodia, and Bosnia, violent repression in Argentina and Chile, wars of liberation in Bangladesh and Palestine, nuclear disaster at Chernobyl, and terrorism in Madrid and New York. As a form of transitional justice, memorials have too often been relegated to the domain of artists and architects whereas they represent a strategic resource in conflict and peace.

Abstract:
Genocide and mass killings are preceded and prepared by identity conflicts that escalate into targeted mass killing. They can be the work of rebel movements, but frequently are that of the sovereign state against its own people. They are generally pathologically defensive reactions to a perceived existential threat. What is required to prevent this situation is a return to (or move toward) the ideal condition of “normal politics,” where government responds to the needs and demands of its citizens, and the citizens regularly review its record in adequately providing this response. It is the object of the intervention—the shortcoming to be prevented—that confers a responsibility to protect the target of identity conflict, but there is no agreed threshold of seriousness that compels intervention. Early warnings abound; early awareness and early action are lacking; a “Security Weather Agency” is needed.

We live in the “Anthropocene” era – the Age of Humans: human activity impacts earth's at-mosphere, its climate system, and is the driver of one of the biggest mass extinctions in history.The rapid advancement and application of NBRIC technologies (Nanotechnology, Biotechnology, Robotics, and Information and Communications technology) both enable and exacerbate the global impact of human activity. The rise in speed and fall in the cost of computational analysis and the force multiplying convergence of NBRIC clusters have led revolutions in these inter-enabling technologies. Such technologies are located in biological systems where biotechnology and genetics, post-genomics, and epigenetics try and bridge the gulf between the genome and the or-ganism, and material systems, where advances in nanotechnology, robotics and information and communications technologies are ground-breaking.

Sudan stands today at a precipice. In 100 days the South will hold a referendum on self-determination with a vote for independence expected. Extensive early warnings exist indicating a real threat of the commission of mass atrocities surrounding the referendum, with those populations most at risk already identified. This threat looms while intertribal violence in the South is rising; conflict in Darfur persists; attacks by the Lord's Resistance Army (LRA) in Central and Western Equatorial states continue unabated; and a return to war in the South is a possibility.

150. Turkey and Armenia: Opening Minds, Opening Borders

Turkey and Armenia are close to settling a dispute that has long roiled Caucasus politics, isolated Armenia and cast a shadow over Turkey's European Union (EU) ambition. For a decade and a half, relations have been poisoned by disagreement about issues including how to address a common past and compensate for crimes, territorial disputes, distrust bred in Soviet times and Armenian occupation of Azerbaijani land. But recently, progressively intense official engagement, civil society interaction and public opinion change have transformed the relationship, bringing both sides to the brink of an historic agreement to open borders, establish diplomatic ties and begin joint work on reconciliation. They should seize this opportunity to normalise. The politicised debate whether to recognise as genocide the destruction of much of the Ottoman Armenian population and the stalemated Armenia-Azerbaijan conflict over Nagorno-Karabakh should not halt momentum. The U.S., EU, Russia and others should maintain support for reconciliation and avoid harming it with statements about history at a critical and promising time.
