201. Incorporating Gender into UN Senior Leadership Training

Abstract:
Comprehensive leadership training is necessary to ensure that peace operations are effective and that senior leaders are prepared for both the daily challenges and the inevitable crises of peacekeeping. A gender perspective is of central importance to such training. However, gender considerations—from gendered conflict analysis to recognition of who is in the room when decisions are made—remain poorly understood at a practical level, including among senior mission leaders. This issue brief discusses what it means to apply a “gender perspective” and the importance of such a perspective for senior leaders to effectively implement mission mandates. It provides an overview of existing gender-related training and preparation techniques for senior leaders, including gaps. It concludes with a series of recommendations on how trainings and approaches to senior leadership training can better reflect these considerations: The current status of gender training for senior leaders should be assessed. Facilitators of trainings should ensure that their curricula address and respond to a peacekeeping workspace dominated by men. Facilitators should be aware that leaders often think they do not need training. Trainings for senior leaders should be designed to reflect the complexity of implementing women, peace, and security obligations in a mission. Efforts to ensure gender parity in senior mission leadership should be strengthened. Gender advisers should be included as formal members of a mission’s crisis management team and play an active role in decision-making bodies. Facilitators should understand the gender dimensions of a given training scenario and be aware of the gender balance among participants. The UN should develop resources for leaders, including key documents and guidance on understanding the gender dimensions of their mission.

202. Focus on 2020: Opportunities for the Twentieth Anniversary of Resolution 1325

Abstract:
As the twentieth anniversary of UN Security Council Resolution 1325 (2000) on women, peace, and security (WPS) approaches, the ad hoc nature of and limited accountability for implementation of the WPS agenda are undermining its full promise. This is despite increasing recognition that efforts to build and sustain peace are dependent upon the full participation of women and respect for their rights. There is thus a need for concerted, strategic commitment to addressing the remaining gaps in implementation of the WPS agenda. This paper identifies opportunities for the twentieth anniversary of the adoption of Resolution 1325, particularly for the UN Security Council, its member states, and the UN system. It builds on IPI’s scene-setting issue brief “The Global Pushback on Women’s Rights: The State of the Women, Peace, and Security Agenda.” The paper concludes with several steps the UN and the international community can take to support substantive progress on WPS: Use creative mechanisms to increase women’s participation: The multilateral system can support new initiatives such as the regional women mediator networks. Leverage the tools of the UN Security Council: The council should consistently request gender-sensitive analysis and recommendations, mainstream the WPS agenda across all policies, and better integrate the work of the Informal Expert Group on WPS into its daily work. Significantly strengthen accountability: Increasing accountability requires changing the political calculus for engaging on the WPS agenda, particularly at the national level. Move the focus to the field: Dialogue around WPS needs to shift from UN headquarters in New York to focus more on the countries and regions grappling with conflict. Increase financing: Donors should increase their financial commitments to the WPS agenda and ensure funding supports long-term peacebuilding efforts.

203. Inequalities in the Gendered Labour Market: What can be Done?

Abstract:
Globally, research has shown that, there is a high correlation between the level of per capita income and the rate of female labour force participation. At the same time the agency and autonomy of women in a country improve with the level of female labour force participation. Sen (2000) has argued that the autonomy and agency of women in a society and their empowerment is enabled by four conditions in their lives. First the higher the education level of women, the more empowered they are likely to feel. Second, if they are working outside the home, they are likely to feel a sense of autonomy and empowerment. Third, they should also have an independent source of income from that of the significant other in their household. Finally, their empowerment can be usually enhanced if they own assets and have access to them. One can see from this analysis that the first three requirements for women’s’ empowerment are related to each other and to some extent co-dependent. We will keep these considerations in mind as we analyse labour markets and how women engaged with them in different parts of the world.

204. Towards higher female work participation in India: what can be done?

Abstract:
A continuous and sharp decline in the already depressed female labour force participation rate in India post 2005, particularly in the face of its rapid economic growth raises questions about the inclusiveness of the growth process. The paper recommends a set of policies based on the analysis of the nature and trends of female work participation and a brief analysis of the underlying reasons behind such trends. Women are moving out of the low productivity agricultural sector, which necessitates an increase in employment opportunities in the nonagricultural sector, particularly in rural and in semi-urban locations. Improving skills for employability, especially in manufacturing clusters (which is where the jobs are) located close to young girls’ rural homes, would help the females to join the labour force if non-agricultural jobs are growing. To release women from unpaid work in the household to join the paid labour force, it is essential to improve child care facilities and other basic service facilities, which again calls for raising the share of public expenditure in some sectors and specific facilities. For instance, increasing single working women’s housing, making public transport safer, and modifying public programmes to cater to women’s needs can pave the way for more women to engage and remain in the labour force, become active participants in the growth process, and thus achieve greater economic empowerment.

Abstract:
The politico-governance landscape in 20th century Lhasa oversaw a system of hierarchical government–one in which, the hierarchy was composed of both, clerical and lay departments, each consisting of an equal number of men. The 165 priests belonging to the higher ranks attending to the affairs of the State bore the title “Tse Dung.” The lay officials with corresponding rank and number held the title “Dung Khor.” The most visible distinguishing mark between the priests and laymen was that while the former shaved their hair and wore priestly robes, the latter did not.1 The priestly functionaries of higher ranks were subjected to control by four Grand Secretaries, bearing the title “Tung yk chen mo”, though the real powers were vested in the seniormost priest. Similarly, four “Shabpe” (Premiers) were appointed over the higher lay officials.2 Only one among the four “Shabpe” held precedence in wielding real power, while the other three were his councilors and advisers.

Abstract:
This article traces the reign and downfall of Omar al-Bashir, Sudan’s longtime autocrat. Like other autocrats, al-Bashir attempted to prevent coups against his rule by crafting a personalistic regime that weakened important political actors and tied their fates to his own. But Sudan’s 2018–19 popular uprising, which resulted in al-Bashir’s ousting by his own security forces, suggests that, under pressure, personalistic regimes may quickly evolve in a way that strengthens alternative power centers. In Sudan, the renewed strength of the security forces continues to threaten the nascent democratization process ushered in by the popular uprising.

207. The Repercussions of War on Women in the Yemeni Workforce

Abstract:
This policy brief sheds light on how the ongoing conflict in Yemen has affected women’s participation in the workforce. It finds that the protracted conflict has, on the one hand, pushed more women into the workforce and new labor markets, in some cases into professions previously dominated by men. While some women have established new enterprises, often home-based businesses, others have engaged in poorly paid physical work in response to the economic crisis and the loss of male breadwinners. On the other hand, the war has imposed new constraints on an already low women’s participation rate. This policy brief recommends that micro-economic initiatives to bring women into the workforce must be accompanied by long-term efforts to address socio-economic structures that have historically constrained women’s access to the workforce. Interventions must be guided by local consultations with women and men from all demographics, and must promote work that is fairly paid and provides security and social protection. Quota systems could ensure that women play an active role in recovery and reconstruction efforts; women must also be engaged at all decision-making levels in peace building efforts and in post-conflict Yemen.

This issue focuses on the theme of Immigration, Refugees & Trafficking, which was chosen by our members and supporters. Our contributors challenge the problematic, and often racist, Western-centric approaches to immigration, refugees, and trafficking, and unpack the complex connections between gender, race, ethnicity, sexuality that are embedded in the lived realities of the people impacted directly and heavy-handedly by current foreign policy on the issue. It brings together the voices of academics, practitioners, students, and individuals who are currently living in “perpetual wait” waiting for asylum claims to be formalised. Alongside our written contributions, you will find artwork and poetry engaging with this theme. A feminist foreign policy brings all voices to the table, through whichever medium they choose to express themselves, challenging the academic and un -inclusive paradigm it is embedded in. However, the views and opinions expressed in this issue represent the respective contributors and not CFFP as an organisation; our goal is simply providing a platform for those voices, particularly those that have previously been marginalised, for open discussion and debate. After much consideration, we have recently made several changes to Disrupted, namely transitioning from a print-journal to a digital journal. You will still be able to purchase copies of the journal at our events, but to improve accessibility, we have decided to manage Disrupted primarily online. This means that we can focus our efforts on reaching more people, readers and contributors, and ensuring we are providing a much-needed feminist critique to foreign policy. 209. Is There a Motherhood Penalty in Academia? The Gendered Effect of Children on Academic Publications

Abstract:
Based on data that tracks CV and publication records as well as survey information from sociologists in German academia, we examine the effects of parenthood on the publication output of male and female academics. Results indicate that having children leads to a sig- nificant decline in the number of publications by women, while not affecting the number of publications by men. We also find that the gendered effect of children on productivity hardly mitigates differences in publication output between men and women, as women still publish about 20 percent less than men after controlling for the adverse effects of chil- dren on productivity. We further find that the gendered effect of childbearing depends partly on prior levels of women’s academic achievements, which suggests mechanisms of performance-driven self-selection. Lower-performing women tend to suffer a stronger motherhood penalty, while the publication output of more successful women (who have been granted academic awards) is not reduced through childbirth. The results indicate that women are better at managing the “double burden” of parenthood and career if external, award-giving committees have bestowed prestige upon them and indicated their potential for a scientific career. Overall, these findings contribute to a better understanding of how to reduce the adverse effect of children on female publication output.

Abstract:
Maha Karkabi Sabbah's article takes a look at intermarriage between Arab women and Jewish men in Israel. Scholars agree that intermarriage is one of the most important tests for determining societal structure and exposing the flexibility of social, racial and religious boundaries. In the crossing of racial, ethno-cultural, religious, or class boundaries through partnering, intermarriage not only tells us about individual choices, but also reveals the scope of social divisions and the relationships between groups within a society[1]. Jewish-Palestinian intermarriage is a unique case that offers the opportunity to shed some light on the implications of ethno-religious mixed marriages among spouses who differ in ethnicity, religion and culture and enhances our understanding of intermarriages in the context of ethnically divided societies.
