131. Monitoring the Inclusiveness of Ghana’s Planting for Food and Jobs Program in the Bosome Freho and Saboba Districts

Abstract:
In March 2017, the New Patriotic Party (NPP)-led government announced the implementation of a ‘Planting for Food and Jobs (PFJ)’program in pursuit of its 2016 election campaign promise of enhancing agricultural productivity. Launched in April, 2017, the program seeks to promote self-sufficiency in food production while providing jobs to Ghanaians. The government sought to achieve the program objectives through the provision of improved seeds, the supply of fertilizers, the provision of dedicated extension services, purchase and marketing of food produce, among other initiatives. As part of its mission to track allocation of national resources, and especially the extent to which marginalized communities and groups, particularly women and youth, are included in this resource allocation, the Ghana Center for Democratic Development (CDD-Ghana) implemented a project titled ‘Promoting Fiscal Justice for Socio-Economic Transformation (PFJSET)’. The overall objective of this project was to track and assess the extent of inclusiveness of the PFJ program in terms of reach and resource allocation.

Abstract:
Since January, much of the international news coverage surrounding the People’s Republic of China (PRC) has been dominated by the story of the COVID-19 outbreak—a previously unknown coronavirus that first manifested in the central Chinese city of Wuhan in early December, and which has since rapidly proliferated throughout China and many other countries throughout the world (China Brief, January 29; Johns-Hopkins University, ongoing). The COVID-19 pandemic has largely crowded out international attention to another viral outbreak that Chinese authorities and farmers have been battling for eighteen months: African Swine Fever (非洲猪瘟, Feizhou Zhuwen), which throughout 2018 and 2019 devastated pig populations in both the PRC and surrounding countries. The virus has caused major disruptions to both supplies and the cost of pork, the primary staple meat in Chinese society. As such, it has had a significant impact on the Chinese economy, and has also given senior officials of the ruling Chinese Communist Party (CCP) reason to fear the potential impacts on “social stability” (社会稳定, shehui wending)—the CCP’s perennial overriding domestic concern.

In Colombia, the ongoing armed conflict has had severe effects on internal migration and displacement. While occasions of mass displacement usually attract significant attention, little is known about why forced displacement in Colombia primarily occurs gradually over time and in smaller groups. To address the apparent research gap, this paper analyses the consequences and mechanisms of forced slow-onset displacement and focuses on the interactions between "violence," "food security," and "climate change" as its determinants.

Abstract:
There has been strong bipartisan support for the United States to be a worldwide leader in addressing global food and nutrition security. Congressional champions are still needed, particularly under the Trump administration. Policymakers should elevate the issue within diplomatic and national security discussions, invest more in nutrition, better link humanitarian and agricultural development strategies, renew commitments to agricultural science, and scale up agricultural technologies.

Abstract:
Feed the Future, the United States’ flagship global hunger and food security program, is beginning its second phase in 12 newly-designated target countries with a newly-added strategic objective: strengthening resilience. The changes reflect the evolving nature of the fight against hunger, which is now centered in countries that are confronting multiple risks—climate change, protracted conflicts, economic stresses and shocks, political disruption, and civil unrest. Nigeria, a new target country, serves as a powerful lens for examining these shifts and for identifying the risks and opportunities related to implementing long-term agriculture and nutrition programming in fragile countries. Feed the Future’s model of technical innovation, private sector partnerships, policy change, and capacity building can strengthen food and nutrition security in climate-affected and insecure environments, but a new and deep integration among development, humanitarian, and peace/security strategies and actions will be required. Today there are unprecedented levels of risk for millions of people and a rising demand for humanitarian resources. Humanitarian aid is finite, and different assistance models are needed to go beyond the provision of lifesaving support. To effectively counter the impacts of hunger, poverty, and malnutrition, greater attention needs to be directed at addressing the underlying causes that drive them.

Abstract:
This policy primer on global nutrition outlines its role as a foundation for lifelong health, economic growth, and political stability and underscores the critical contribution of U.S. funding. The primer serves as a global nutrition 101 for policymakers with key terms, interventions, and target cohorts and a landscape overview of the priority issues in global nutrition, important players, and the U.S. government’s investments. The primer also identifies critical gaps including a $70 billion global funding gap toward the World Health Assembly’s stunting, anemia, exclusive breastfeeding, and wasting goals; data gaps in how best to reach adolescent girls during a critical growth period; and the lack of transparency of U.S. government nutrition investments and impact. The primer sets forth a proposal to increase the annual U.S. investment with specific ideas for how those additional resources can have impact programmatically and operationally, as well as in filling knowledge gaps.

138. The Evolving Singapore Agrifood Ecosystem

Abstract:
The Singapore agrifood ecosystem is fast changing from one focused primarily on food security to one which also addresses a new economic sub-sector for export of processed food and “disruptive technologies”. Recently there has been a marked convergence of various technologies including FoodTech, AgTech, FinTech and MedTech. In 2019, exciting initiatives were announced which included the development of a new 18 ha AgriFood Innovation Park (AFIP), a new food security strategy of 30% food self-sufficiency by 2030, the launch of the Enterprise Singapore backed Seeds Capital investment for several new AgriFoodTech Accelerators and the launch of the new Singapore Food Agency (SFA) under the Ministry of Environment and Water Resources (MEWR). All these have come at a time when there is an increasing number of new startups and commercial enterprises engaged in farming and food processing, including indoor plant factories growing a range of fruit and vegetables and land-based fish farms. How do all these developments compare with similar ecosystems in successful agrifood countries like the Netherlands? Building on a previous NTS INSIGHT on developing a successful urban food cluster, this INSIGHT will explore ways to successfully integrate the key elements such as research and development; retail and consumers; human resources and education; financing; and policy. It concludes with some foresighted insights on the future direction of the ecosystem.

139. Famine Early Warning and Information Systems in Conflict Settings: Challenges for Humanitarian Metrics and Response

Abstract:
Attention to the growing number of people caught in crises characterized by extreme and often protracted levels of food insecurity, malnutrition, and mortality is increasing. The information systems that track these conditions and inform humanitarian decision-making have expanded substantially in the past two decades and in many cases have reached a degree of unprecedented sophistication. These famine early warning systems have become increasingly sophisticated in the past decade, but they still tend to be based on several assumptions that are important to understand. This paper briefly describes existing famine early warning systems and outlines some of the assumptions on which they are based— both in theory and in practice. Then it gives four brief case studies of recent famine or “famine-like” events and pieces together the formal analysis process with an attempt to reconstruct events on the ground from a conflict analysis perspective—highlighting the extent to which the formal famine analysis did or did not deal with conflict analyses and the political kryptonite around the discussion of “intent.” It closes with a summary of gaps in the current system and an assessment of the risks of trying to address those gaps through famine EWS or alternative means.

Abstract:
This is the third in a series of three briefing papers that form part of the Mind the Gap: Bridging the Research, Policy, and Practice Divide to Enhance Livelihood Resilience in Conflict Settings project. The first two briefing papers accompany regional case-study reports on Chad, South Sudan and the Sudan, and on Uganda that challenge many long-held assumptions about nutrition and livelihoods in countries struggling to recover from conflict, violence and fragility. FAO reviewed these regional case-studies on resilience and vulnerability at a two-day high-level workshop in Rome in November 2018. This brief summarizes the report highlights on the resilience and vulnerability of populations affected by conflict, including insights from the workshop participants and some implications for policies, programs, and future research.
