Abstract:
Since early October 2017, when the Islamist militants or jihadists – identified as the Ansar al-Sunna – launched their first attacks in the villages and towns of Mozambique’s northern province of Cabo Delgado, insurgency and conflict has continued to escalate, targeting civilians, public infrastructure and government buildings. Although the Government of Mozambique continues to make concerted efforts to fight and subdue the terrorist insurgency through its national defence forces, the Forças Armadas de Defesa de Moçambique (FADM), a series of battles with the terrorist militants has resulted in widespread violence, insecurity, the death of over 2 400 people[1] and the displacement of over 500 000 civilians by the end of November 2020.[2] It has also disrupted economic activities, especially farming, thereby worsening food insecurity.

Abstract:
Humanitarian information systems typically provide analysis to predict crisis, assess needs, direct program resources, and assess short- to medium-term effects of programs. But much of this information is “chunky”—a single estimate of “needs,” for example, can be expected to direct resources and programming for up to a full year (IASC 2020). A single early warning scenario might be expected to provide information about potential hazards and the exposure of population to the ill-effects of that hazard for three to four months. And almost by definition, early warning analyses are grounded in known and likely hazards, “population in need” (PIN) figures are based on the impacts of known shocks, and program resources are (or should be) allocated on the basis of known and projected PIN figures. There have long been questions about the timeliness of humanitarian information and especially about the extent to which information initiates appropriate and timely actions (Buchanan-Smith and Davies 1995; Bailey 2012; Lentz et al. 2020). And there have always been concerns that circumstances can change in shorter time periods than standard humanitarian analysis procedures can pick up, so interest in real-time monitoring (RTM) as a component of humanitarian information systems has increased for at least the past decade or so (FSNAU 2015).

This is the second in a series of learning briefs under the Taadoud II: Transition to Development project, a collaboration led by Catholic Relief Services. The collaboration includes Catholic Agency for Overseas Development (CAFOD), Norwegian Church Aid (NCA), World Vision, and Feinstein International Center, Friedman School of Nutrition Science and Policy at Tufts University. The project is funded by UK Aid. The learning brief series aims to promote awareness and understanding of natural resource use and management in Darfur to support the Taadoud II program and wider programs and policies to effectively build resilient livelihoods. Livelihood strategies are the way people support themselves. People change their strategies as their opportunities, risks, and limitations change. A change in a household’s strategies can affect members of the household differently. Often changes that benefit a household as a whole increase women’s risk and labor burdens. Furthermore, when nearly all livelihood strategies depend on natural resources, changes to the strategies will change demands on natural resources. How one set of households changes the way they use natural resources will affect other households who also depend on those same resources. This could cause conflict over those resources and deplete them.

Increased investment in agriculture and food systems—from both the private and public sectors—is critical to enhance food security and nutrition, reduce poverty, and adapt to climate change. To generate sustainable benefits, this investment must be responsible. What role should investment incentives play in encouraging such investment? This guide helps to answer that question. From 2013 to 2016, Oxfam's Behind the Brands campaign called on the world’s 10 biggest food and beverage companies to adopt stronger social and environmental sourcing policies and spurred significant commitments on women’s empowerment, land rights and climate change. Now, as the coronavirus pandemic worsens inequality and food insecurity around the world, we assess whether the companies have taken meaningful steps to implement the commitments they made in response to the campaign. In this report we find that while companies have taken action at the global level, progress stalls in translating those approaches to countries and through supply chains. There are positive examples and innovations happening in key sourcing countries. But key blockages must be addressed – including by providing the right incentives, disclosing suppliers and supporting suppliers to take up the agenda – to create change at scale.
