111. Transparency and Reporting on Arms Exports within and from the EU

Abstract:
The EU’s annual report on arms export control presently lags behind the national reports of many countries. The introduction of a searchable online database will be a substantial step in increasing the user-friendliness of the report. This paper makes recommendations with regard to readability, comprehensiveness and comparability. Perhaps the principal recommendation is that steps be taken to harmonise the data provided under the categories ‘licensed value’ and ‘actual exports’, which are presently not consistently interpreted across the EU. The main argument of this paper is that the EU should move towards using data visualisation to complement the lengthy statistical tables in the annual report and thus make it more readable. The EU and its Member States should also explore opportunities to enhance the data contained in the report to include additional identified data fields, narrative sections to complement the statistical data, and disaggregated data on licence denials. In identifying additional data fields that could be included, the paper also examines the challenges associated with the provision of the data in each case.

112. The FDI-led Growth Regimes of the East-Central and South-Eastern European Periphery

Abstract:
The East-Central European countries that joined the EU in the 2000s are the unsung success of economic development. This paper discusses the consolidation of an export-led growth model in this region by drawing on an alternative school of thought to Varieties of Capitalism: growth regimes. By focusing on three distinct time periods (2000-2008, 2008-2012 and 2012-2019), it shows that despite marginal shifts towards consumption-led growth through personal debt or wage increases, the core of the region’s economic model continues to be heavily dependent on exports. Combining IPE and CPE analytical frameworks, we show that the consolidation of the CEE export-led model has both systemic and national roots. Specifically, we argue that growing international competition from Asia in the beginning of 2000s has forced firms in Western economies to seek alternative sources of competitiveness that involved a mix of wage moderation at home and expansion towards the East. The internationalization of Western firms met capital hungry Eastern governments, which were all too happy to use FDI to restore the competitiveness of their outdated SOEs. Backed by a social bloc that involved domestic and foreign capital as well as workers in the tradeable sectors, the export-led growth model took off and generated growth rates well above those in core countries. The 2000s also saw an increase in debt fueled consumption, that partially compensated for the lack of wage growth in the region. The crisis provided an opportunity to put an end to hybridization and to reinforce the export-led component of growth through short-term austerity measures and deeper labor market reforms. These changes consolidated the export-led model that remained in place even amidst political reconfigurations that, at least rhetorically, aimed to fight the economic dependency of the region on FDI. After the crisis ended, however, the closing of the debt-finance consumption channel combined with the German export boom to the rest of the world and local demographic decline to put upwards pressure on wage-financed consumption increases without inflationary or external balance problems. Yet despite historically low spreads in the region’s bond markets, this did not count as a full Kaleckian turn, however, with the region’s contribution of consumption to GDP growth remaining far below both consumption-led growth regimes and balanced ones.

113. The Impact of the EAEU-Iran Preferential Trade Agreement

Abstract:
The preferential trade agreement between the Eurasian Economic Union (EAEU) and Iran on mutual trade entered into force in October 2019. In this report we estimate its expected impact at aggregate and sectoral levels using the gravity model of trade based on the global sample of bilateral trade flows at the HS 6-digit level. The analysis suggests that the implementation of the agreement will boost mutual trade for both trading partners, with relatively greater gains expected for the EAEU’s exports to Iran. On aggregate, the total gains in mutual trade are estimated to reach almost USD 46 million, with exports from the EAEU to Iran expected to increase by 9.7%, compared with a rise in exports from Iran to the EAEU of up to 4%. The difference in the impact will also be significant across the five EAEU countries as well as across sectors, with the major export gains expected to accrue in the chemicals and agri-food sectors, especially trade in miscellaneous fruits and vegetables, as well as in the textile, polymer production and metals sectors.

Abstract:
After an uncertain political transition following the 2011 revolts, Egypt seems ready to reshape its geopolitical role in the Mediterranean area and fulfil its geostrategic goals, always maintaining their national security principle to be an essential objective of its domestic and foreign policy. The two main closely and interconnected scenarios, where the country’s strategic ambitions are projected, move from Libya to the contested waters of the Eastern Mediterranean. In particular the latter represents an area that, in recent years, has become a hotspot for the global energy market due to huge gas-field discoveries. It is enough to imagine how the fight for the control of these resources are shaping the region, elevating it to a potential geostrategic game-changer for the coastal countries such as Egypt.

115. Export controls: America’s other national security threat

Abstract:
While the public was transfixed by the Trump administration’s policies alleging that imports were a threat to America’s national security during 2017–20, there was a concomitant and more quiet US policy shift on the export side. Addressing the national security threat presented by exports posed different economic and institutional challenges from those associated with import policy, including the acknowledgment that export controls for legitimate national security reasons can be the first-best policy to confront the problem at its source. Yet, export controls could also be misused as a beggar-thy-neighbor policy to redistribute economic well-being across countries, even from one ally to another. This paper describes how US export control policy evolved over 2017–20, as well as the international institutions—first the Coordinating Committee for Multilateral Export Controls (COCOM), then the Wassenaar Arrangement—historically tasked with multilateralizing US export restrictions used to protect national security. With the potential for US export control policy to brush up more frequently against WTO rules designed to limit the use of export restrictions, the paper also highlights new challenges for the WTO’s system of resolving trade disputes. Overall, a US failure to strike the right balance for its export control policy would result in it being ineffective at addressing national security risks, costly for the economy, and problematic for trade and diplomatic relations.

116. Exporting out of China or out of Africa? Automation versus Relocation in the Global Clothing Industry

Abstract:
The Discussion Paper examines the opportunities that the rising industrial wages in China will bring for Africa. China has been the industrial workbench of the global economy for decades. However, its competitive advantages are waning, particularly for labour-intensive assembly activities in the clothing, shoe, electronics and toy industries. The Chinese government estimates that up to 81 million low-cost industrial jobs are at risk of relocation to other countries - unless China can keep the companies in the country through automation. Against this background, three complementary studies were carried out. The first examines where the automation technology for clothing and footwear production stands today; the second, how clothing companies in China deal with the cost pressure: to what extent they automate, relocate within China or abroad and how great is the interest in Africa as a production location. The third part is devoted to Africa’s competitiveness in clothing assemly, with empirical findings from Ethiopia and Madagascar. The Discussion Paper shows that the manufacture of clothing can already be robotized today, but that for sewing, robotization will probably remain more expensive than manual labor in the next 15-20 years. China’s companies are investing heavily in the automation of all other production processes and at the same time shifting production to neighbouring Asian countries. In Africa, only Ethiopia is currently competitive in the manufacture of clothing, and here too there are significant institutional difficulties in absorbing large amounts of direct investment.

117. African Jobs in the Digital Era: Export Options with a Focus on Online Labour

Abstract:
This study asks what impact the Fourth Industrial Revolution will have on job creation and catchup development in Sub-Saharan Africa over the coming decade. Can light manufacturing export sectors still serve African development the way they served East Asian development in the past? If factory floor automation reduces the need for low-cost labour in global value chains, can IT-enabled services exports become an alternative driver of African catch-up development? I present case study evidence from Kenya to show that online freelancing has become an interesting sector, both in terms of its growth trajectory, and in terms of worker upward mobility in the global knowledge economy. As life everywhere moves further into the digital realm, and global internet connectivity between Africa and the rest of the world grows, more and more young Africans who stream onto the labour market may find work in the world of global online freelancing. I discuss the building blocks needed to make online work a sustainable vehicle for African catch-up development in the years ahead.

118. Science, research, and United Nations Security Council Resolution 1540: the need of a “Wiesbaden process” for Academia

The necessary link between export controls/academia/technology transfers has lagged behind in policy agendas: while weapons and dual-use goods are being channeled through very detailed regulations and export control regimes, knowledge transfers within scientific collaborations are subject to disperse and heterogeneous rules. The normative vacuum concerning intangible technology transfers in academia is a clear proliferating risk. History proves that many big proliferation networks have started precisely within peaceful scientific research projects. In this context, dialogue with universities and research centers–on the basis of an increasing awareness of the sensitive nature of research and its proliferating risks- could pave the way for states’ further attention on the matter. This could be achieved through a structured dialogue between public actors –in particular export control authorities- and researchers. In order to preserve scientific freedom, a better understanding of each other’s needs, requirements and concerns should be in the basis of any regulation. This article sustains a three-fold idea: first, basic export controls concepts might not be always suitable for science and research, thus needing a constant adaptation exercise where the active role of researchers and scientists becomes irreplaceable; second: UNSCR 1540 resolution offers a good framework in order to steer cooperation between national regulatory authorities, export control regimes and academia; third, the suggested interaction could take a form similar to the “Wiesbaden process” which has already proven to be a successful platform for interaction between governments and industry representatives. The comprehensive review of UNSCR 1540, expected to take place in 2021, will contribute to shape the nonproliferation agenda for the years to come. It seems a good opportunity for setting up the grounds for this suggested dialogue between public authorities and scientists. This new process could be a tangible achievement of the Comprehensive Review.

119. Trends in International Arms Transfers, 2020

Abstract:
The volume of international transfers of major arms in 2016–20 was 0.5 per cent lower than in 2011–15 and 12 per cent higher than in 2006–10. The five largest arms exporters in 2016–20 were the United States, Russia, France, Germany and China. The five largest arms importers were Saudi Arabia, India, Egypt, Australia and China. Between 2011–15 and 2016–20 there were increases in arms transfers to the Middle East and to Europe, while there were decreases in the transfers to Africa, the Americas, and Asia and Oceania. From 15 March 2021 SIPRI’s open-access Arms Transfers Database includes updated data on transfers of major arms for 1950–2020, which replaces all previous data on arms transfers published by SIPRI. Based on the new data, this Fact Sheet presents global trends in arms exports and arms imports, and highlights selected issues related to transfers of major arms.

120. Post-shipment Control Measures: European Approaches to On-site Inspections of Exported Military Materiel

Abstract:
Post-shipment on-site inspections of exported military materiel enable an exporting country to verify that the materiel is still present in the country of destination and in the possession of the authorized end user. An increasing number of European countries are conducting on-site inspections, or are considering or planning to adopt such measures. A wide range of multilateral organizations already include the implementation of on-site inspections as part of their guidance documents. This SIPRI Background Paper provides an overview of the current state of implementation as regards on-site inspections of exported military materiel by different European countries. It highlights common sensitive issues related to the implementation of on-site inspections, maps the on-site inspection policies and practices of a selection of European countries, and provides recommendations for how the European Union could play a role in promoting such practices.
