Abstract:
Climate change is the most intractable environmental issue, and Stephen Gardiner has written extensively about it, especially from an ethical perspective. He recognizes that climate change is not merely a technical, economic, or political challenge but fundamentally a moral one. It comes about because people—especially the rich and powerful—are unwilling or unable to care about those on the receiving end of climate hardship. This insensitivity generates complacency, or at least confusion, about how to build institutions and shape widespread behavior in the service of climate protection. A Perfect Moral Storm is Gardiner's most extensive and detailed statement to date on this theme.

Abstract:
A number of US overseas bases were deployed around the world to protect allies and maintain regional peace. Some bases have been stationed in the partner countries for the long term, whereas others were withdrawn from their partners' territories in the face of strong local opposition. Understanding local support for US overseas bases is indispensable for managing alliance politics and pursuing US grand strategy. This article addresses the 1972–2006 Okinawa gubernatorial elections where the US base issue had been chronically politicized and locals supported pro-base candidates six out of ten times contrary to their anti-base preferences. This article addresses external threats as a determinant of vote choice. We analyze the gubernatorial elections as the opportunities for Okinawans to convey their support for or opposition to the current national security policy since US bases in Okinawa are critical to Japan's security. We find that external threats do encourage Okinawans to support pro-base candidates, but the effect of perceived security-related risks is moderate. Moreover, physical and psychological costs such as airplane crashes, environmental and noise pollution, and rape incidents have larger influence on the election outcomes rather than material benefits such as the fiscal transfers and base-related subsidies, which is contrary to the conventional view.

Abstract:
In recent decades, there have been many international campaigns on numerous issues. In turn, scholars have analysed the activist networks promoting human rights, environmental quality and global justice, developing theories of transnational advocacy, strategies and outcomes. However, analysts have seldom noted that the 'progressive' networks on which these theories have been based seldom act unopposed. Instead, on numerous global issues leftwing groups face fierce opposition from networks of rightwing activists. This article provides examples of such clashes, focusing on these understudied conservative networks. In addition, it outlines a theory for understanding the conflict of networks over many policy issues. In this paper, we focus on the IBRD, which is the core of the World Bank. The IBRD has the potential to continue to grow and be an important player in official financial flows, supporting critical long-term development projects with large social returns, in sectors ranging from infrastructure, social sectors, or environment.

Abstract:
The anti-government protests in Turkey emerged as a legitimate and even necessary reaction against police brutality to evolved into violent revolts targeting Prime Minister ErdoÄŸan. Since the initial protests, commentators sought to make sense of the phenomenon with reference to the Gezi youth. A closer examination, however, would reveal the Leftist-Kemalist aura of the protests that came under the tutelage of Taksim Solidarity, an umbrella organization of left-wing associations, and the Republican People's Party. Meanwhile, the general public kept its distance from the violent demonstrations. Not only AK Party supporters but also many liberals and secular-minded democrats found the developments alarming. While the protests marks a step forward for Turkey's once-apathetic opposition groups, their failure prevented a revival of authoritarianism.

Recently The Economist (2013a), a prominent journalistic advocate of strong policies to control CO2 emissions, expressed their puzzlement on the absence of warming over the last 15 years. They observed that this flat period of global average temperature occurred despite that CO2 emissions from human sources continued at an increased rate. The total human-produced CO2 emissions in that period of flat temperatures represent a quarter of all such emissions ever produced. The standard climate models, such as those used by the United Nation's International Panel on Climate Change (UN IPCC), anticipated that such massive CO2 increases should have caused continuing increases in average global temperatures. The Economist noted that observed global average temperature is now at the lowest end of the predicted range, and that if the present trend continues, the actual temperatures will soon be below even the lowest forecasts. Most recently, Fyfe, Gillett, and Zwiers (2013) demonstrated that the current climate models have experienced a systematic failure—a finding very similar to Knappenberger and Michaels (2013).

Abstract:
Food security encompasses multiple, inter-connected dimensions, from production-related concerns, to market and price dynamics, environmental trends and policy approaches. Given this, 'robustness', the ability to withstand disruptions to the various dimensions, is critical to food security. Yet, countries in Southeast Asia continue to be largely focused on domestic production alone, which is unsustainable in the long run. This Policy Brief suggests that, in order to increase food security robustness, countries could turn to regional-level action. Towards this end, an analysis using the Rice Bowl Index is used to identify possible areas of cooperation and collaboration at the regional level.

Over the past decade, prices of major commodities (e.g., oil, coal, copper, gold, silver, tin, and iron ore) have skyrocketed, igniting a global boom in natural resources. Before this fairly recent development, a common assumption was that the world was entering a period of resource scarcity, most notably for oil, which would accelerate an eventual transition to renewable energy and weaken the reliance on carbon-loaded fossil fuels. While popular perceptions of oil and gas extraction are marked by explosive gushers needing only to be pumped—think of the 2007 film There Will Be Blood—deposits of commonly used resources are deeper, more remote, require more mining and processing, are more energy- and water-intensive, and more toxic than such images represent.
