A better way of growing food is the best bet against climate change for Southeast Asia's small-scale food producers. Sustainable agriculture - agriculture that can meet the needs of present and future generations, ensures the efficient production of safe, high-quality agricultural products in a way that protects the natural environment, and improves on the economic conditions of farmers and local communities - offers the best chances for countries belonging to the Association of Southeast Asian Nations (ASEAN) to deal with climate change. By scaling-up sustainable agricultural practices across the region, ASEAN can help feed its peoples and support the livelihoods of small-scale food producers, and help curb greenhouse gas emissions to push back impending catastrophe.

812. Let Them Eat Coal: Why the G7 must stop burning coal to tackle climate change and fight hunger

Climate change is already the biggest threat to winning the fight against hunger. Coal is the biggest single cause of climate change, yet the G7 countries are still burning huge amounts, despite efficient, affordable, renewable alternatives being available. G7 coal power stations emit twice as much fossil fuel CO2 as the whole of Africa, and their contribution to global warming will cost Africa alone more than $43bn per year by the 2080s and $84bn by 2100, and lead to several million tonnes of staple crops lost worldwide. This year will see crucial new UN climate talks in Paris. To set the tone for a successful climate agreement at the UN talks in December, the G7 must lead the world in setting out clear plans for a just transition away from coal. This Oxfam briefing paper shows how with the right mix of regulatory and policy measures, some countries can move to coal-free electricity grids within the next decade. Oxfam commissioned the think-tank E3G to review the current coal situation in all G7 countries.

If there is one issue in contemporary international relations that continues to provoke interest in academic and policy making circles alike it is how states, regions and the world should react to a rising China. While the influence of the People's Republic is being felt from Africa and the Global South through to the developed economies of North America and Europe, it is in East Asia where a re-emerging China has most focused the minds of diplomats and strategists, leaders and scholars and, indeed, the military men and women who must navigate this increasingly precarious great power polity. Within this East Asian context this new volume by David Martin Jones, Nicholas Khoo and MLR Smith delivers thoughtful and attentive analysis to the problem of responding to China's rise. The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

As the result of changes in European governance, the environment in which national parties operate has been unambiguously modified. The complexity of European structures has put additional pressure on national parties and forced them to adapt to new challenges. The emergence of sub-national level has created new arena for national parties to perform their customary functions such as candidate selection, formulation of party manifestos, government formation etc. Yet, the sub-national level stipulated by other institutional structure differs significantly from the national one. The democratic deficit intrinsic to the EU institutions affects and changes the internal organization of national parties. Aylott, Blomgren, and Bergman aim to fill this research gap by investigating the impact of European integration on democratic accountability within Nordic political parties. The authors seek to uncover “the black box of party organization” (p. 2) through the lens of modified delegation and accountability procedures on both national and European levels.

815. Greening the Field? How NGOs Are Shaping Corporate Social Responsibility in China

Abstract:
China\'s state-led model of corporate social responsibility (CSR) does not seem to present a promising environment for the participation of non-governmental organizations (NGOs). Nevertheless, we observe recent examples of NGO involvement in CSR initiatives. Chinese NGOs are using the CSR platform to challenge the environmental practices of firms operating in China. We take a field-theoretical approach that focuses on the agency of actors. We show how an international NGO proposes a new standard and how Chinese NGOs use local environmental information disclosure laws to engage with firms in the textile supply chain. We find that NGOs leverage the power of brands to influence the practices of Chinese suppliers. However, we find differences in the framing and tactics employed by international NGOs versus their Chinese counterparts. Field analysis helps better understand the actors in the field of CSR, along with their motivations and their resources, and it offers a useful perspective on civil society development in China.

816. When Structures Become Shackles: Stagnation and Dynamics in International Lawmaking

Formal international law is stagnating in terms both of quantity and quality. It is increasingly superseded by 'informal international lawmaking' involving new actors, new processes, and new outputs, in fields ranging from finance and health to internet regulation and the environment. On many occasions, the traditional structures of formal lawmaking have become shackles. Drawing on a two-year research project involving over 40 scholars and 30 case studies, this article offers evidence in support of the stagnation hypothesis, evaluates the likely reasons for it in relation to a 'turn to informality', and weighs possible options in response. But informal structures can also become shackles and limit freedom. From practice, we deduce procedural meta-norms against which informal cooperation is increasingly checked ('thick stakeholder consensus'). Intriguingly, this benchmark may be normatively superior (rather than inferior) to the validation requirements of traditional international law ('thin state consent').

Already back in 1987 the Brundtland report by the World Commission on Environment and Development stressed that '[n]ational and international law is being rapidly outdistanced by the accelerating pace and expanding scale of impacts on the ecological basis of development'. Since then international environmental law regimes have multiplied and an up-to-date introduction to the constantly evolving field of international environmental law is very welcome, not least due to the lack of equally concise alternatives in the introductory literature. Aimed at filling this gap, Timo Koivurova with his Introduction to International Environmental Law chooses an approach well suited to the student readers he primarily intends to address. The book dispenses with footnotes, tables of treaties, and a comprehensive bibliography. Instead, a manageable number of endnotes accompany each chapter, preceded by a set of questions and research tasks, and followed by suggestions for further reading and websites addressing the respective topics. Thereby, the subject matter is presented in the most general fashion possible without making concessions to the scientific nature of the book, allowing '[i]nternational environmental law and politics [to] speak for themselves' (at xix). Moreover, in order to make the information provided easily accessible and comprehensible by a broad range of readers the book includes several boxes going into more detail on, e.g., specific cases, conventions, institutions, or environmental disasters. It illustrates topics and sometimes presents them from a different angle by adding photographs and figures, clarifying essentials as well as sparking the readers' imagination.

818. Too hot to handle: The politics of sex education

Abstract:
How have views toward sex education changed over time, and how does sex education around the world compare to that in the United States? On Thursday, AEI hosted a conversation with New York University professor Jonathan Zimmerman on his new book, “Too Hot to Handle: A Global History of Sex Education,” which addresses the differences in sex education across countries and throughout history, finding that as countries become more democratic, sex education becomes increasingly contentious. Zimmerman recalled how the United States was originally a pioneer in sex education, which originally tended to emphasize the dangers of sexual activity. In the 1970s and 1980s, members of the international community began to focus on sex education as a way to help liberate individuals from societal norms, leaving them free to make their own choices. He pointed out that the developing world, however, did not embrace this notion of individual autonomy being granted to teenagers, and so those countries' version of sex education came to look quite different. As immigration increased closer to the present day, then, this created strange bedfellows in many Western countries as white conservatives and immigrants joined forces against sex education. Zimmerman closed by describing how schools are necessarily limited in their efficacy on this particular subject, both because it is intensely personal and because the mass media plays such a strong informative role on the topic. Consequently, he suggested that the discussion of sex education likely ought to be expanded into environments outside the school.

Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. The report “Local Recommendations for Access to Justice in Turkey” was developed under the project Enhancing Civic Participation and Confidence Building in the Judicial Reform Process and run in partnership with the Turkish Economic and Social Studies Foundation (TESEV) and Turkije Instituut, based in Leiden, Netherlands. The main objectives of the project are to identify, at a local level, the problems that prevent citizens in Turkey from accessing justice in judicial processes, to support local actors serving in the field of justice and law in turning identified problems into significant policy recommendations, and thus, to develop local recommendations for judicial reform.
