Abstract:
The policymakers, particularly on the right side of the aisle, have traditionally stigmatized any form of environmental regulations, as being a detrimental practice, which raises the cost of production, disproportionately affects the small businesses, and imposes expenses on the economy that tend to stifle economic growth and cut levels of employment (Murphy et al. [2015]). So, what this argument does is to essentially juxtapose environmental regulations against the growth and job opportunities in any economy. In the specific context of developing countries, this raises serious concerns about any environmental regulations as these economies are already reeling under problems of severe unemployment and poverty. Therefore, any discussion on clean energy in the context of a developing economy is usually taken with a grain of salt since it somehow tends to generate a feeling among the politicians as well as the policymakers that it will inflict hardships on the economy.

Abstract:
Psychologist Sigmund Freud described phenomena that are familiar and foreign at the same time as uncanny. Unheimlich – the German word for uncanny – literally means “unhomely” and captures the paradoxical mix of the homely and the strange that goes into the feeling of the uncanny (Freud 2013 [1919]). Ghosts, gods, spirits, and specters are classical icons of the uncanny. These entities are uncanny because they disturb the proper and familiar separation of things: the separation between the living and the dead, between the imaginary and the real, between the virtual and the actual. Ghosts, gods, specters and spirits are invisible apparitions, a paradoxical NO THING, a “between that is tainted with strangeness” (Cixous 1976: 543). But in 1970, the Japanese robotics engineer, Masahiro Mori, suggested that robots, too, become uncanny when they increasingly approach but still fail to achieve full human likeness. A prosthetic hand that has the fleshy look but not the proper fleshy feel of a human hand is, Mori suggested, as uncanny as a ghost. Mori called the experiential space of such phenomena “the uncanny valley”: the space where the function of increased likeness intersects with the function of decreased familiarity (Mori 2012 [1970]: 98-100). In Mori’s chart of the uncanny valley, corpses and zombies share quarters with only one human invention: the prosthetic hand. But since 1970, it is fair to say, Mori’s uncanny valley has become radically crowded with new beings far beyond robotics. Advances in genetic technology and bioengineering have added cloned animals, gene-modified crops and a host of other familiar-yet-strange denizens to the uncanny valleys of our time. The overpopulation of these uncanny valleys has also arguably grown exponentially after anthropogenic environmental disturbance has begun denaturalizing nature itself: jelly fish blooms, freak storms, and factory chicken are examples of this kind of environmental uncanniness. What are we, for instance, to make of the fact that the total biomass of the 20 billion chickens in the world’s industrial mega-farms is three times that of all wild birds combined (Bar-On et al. 2018)? A chicken is a very familiar bird for sure. But when the chicken is well on the way to becoming the signature, and one day soon perhaps the only, bird in the world, its very familiarity takes on a distinctly uncanny hue. Ecological uncanniness, one might call this.

Abstract:
Climate change is already forcing people from their land and homes, and putting many more at risk of displacement in the future. Supercharged storms, more intense droughts, rising seas and other impacts of climate change all magnify existing vulnerabilities and the likelihood of displacement – disproportionately affecting low-income countries, women, children and Indigenous peoples. This paper describes the effects on communities and how responding to these growing realities demands far stronger action towards ending global climate pollution, supporting resilient communities, ensuring rights for people on the move and developing long-term strategies to ensure that those who are forced to move in the future are able to do so safely and with dignity.

Abstract:
Despite impressive economic growth recorded in Ethiopia over the past decade, chronic food insecurity affects many. The country’s subsistence crop and livestock agriculture is vulnerable to climate change and rainfall variability. The Ethiopian Somali region is one of the regions worst affected. A shortage of rainfall in the region over the past three consecutive years has resulted in huge losses of livestock and internal displacement of people. Although the drought affects everyone, men and women experience the impacts of the drought differently. The objective of this gender analysis is to understand the different impacts of the drought on men, women, girls, and boys, and their different coping mechanisms and potentials, in order to design and deliver humanitarian interventions responsive to their different needs. The study was conducted in Somali region, in six kebeles (wards/towns) of six woredas (districts) in the Jarrar, Doolo, and Afder zones.

Abstract:
Policymakers in the Gulf region recognize the importance of strengthening science and technology (S&T) to boost competitiveness and economic development. A number of efforts have been made in recent years to bolster higher education, establish technology parks, and invest in regional research and development (R&D). Collaboration between local universities and the private sector is instrumental to advancing S&T and the national innovation agenda, and countries in the Gulf have the opportunity to benefit from enhancing university-industry linkages (UILs). In order to target policies and identify strategies for increasing UILs, a better understanding about the state, nature, and output of existing linkages is necessary. To address this, our research team at the Harvard Kennedy School’s Belfer Center for Science and International Affairs conducted detailed surveys of faculty and administrative staff at seven leading universities in Kuwait and the UAE. The data of the surveys was analyzed in conjunction with a bibliometric analysis of publications from those seven universities. Additionally, the bibliometric data was collected for three S&T universities in Singapore and three S&T universities in Norway for comparative analysis were chosen as a comparison group to characterize UILs because of their population size, the richness of fossil fuel resources in Norway, and the relatively recent development of Singapore in building a strong innovation ecosystem compared to other OECD countries to characterize UILs. Analysis of the surveys and bibliometrics elucidated new insights about the current state of and future opportunities for strengthening university-industry collaboration in science and engineering. This report presents key findings and concludes with several policy recommendations.

Abstract:
China has committed to stabilize its greenhouse gas emissions and increase the percent of non-fossil fuel energy to 20% by 2030. This goal will require significant programmatic and policy changes across all sectors of its economy. The challenge is how to make these changes without incurring measurable political and economic costs. Ideally governments will draw lessons from efforts in other countries, but the Chinese system is unique. Hence it has created its own learning experiences by investing in multiple pilot policies and programs at the provincial and city levels. Many of China’s cities are very large and include multiple districts, counties, and neighborhoods; and each one can serve as the locus of a separate low carbon pilot. These pilots are designed by local officials that are informed by guidelines from the central government. Thus, China often will have many “policy experiments” all taking place simultaneously. Lessons from these pilots are then used in the development of national and provincial programs and guidelines that shape future local initiatives across the country. These pilots are the ultimate example of “learning by doing.”

But recently a “perfect storm” of factors, including a year of increased exports with the ending of the 2006 SLA (Softwood Lumber Agreement) restrictions in October 2015, the recent fall in the Canadian dollar and the unexpected election of the protectionist Donald Trump, all have conspired to make this fifth round of disputation, front-and-centre to the challenged US-Canada bilateral relationship.

Abstract:
Nearly half of the claims brought under the Energy Charter Treaty1 raise issues related to the modification of the Renewable Energy Support Schemes (RESs), but only two decisions have been published: Charanne and Eiser. This paper evaluates these decisions in light of the existing general practice on expropriation and Fair and Equitable Treatment, as well as from a pragmatic perspective in the context of climate change. The article concludes that tribunals should recognize reinforced stability to RESs under the ECT.

699. The Need for Governance of Climate Geoengineering

Sooner rather than later, policymakers around the world will need to confront an uncomfortable reality: that despite the best efforts of national governments and thousands of mayors and other civic leaders, we can no longer contain global average temperatures to below 1.5–2 degrees Celsius above preindustrial levels through mitigation of carbon emissions alone. It is widely acknowledged that even if the world stopped all emissions today, there would still be a rise in global temperatures to a level that would stay for hundreds of years (the lifetime of the carbon dioxide already in the atmosphere) before temperatures began to drop, thus constituting a temperature “overshoot.” For many experts the question is no longer whether the world can keep the temperature rise below the goals stipulated in the Paris Agreement, but by how much will the world miss that target and how long will the overshoot last. The acknowledgement of this temperature overshoot—alongside a growing appreciation of its devastating impact on people’s lives, the global economy, and the environment—may mark a new inflection point in our efforts to manage the risks of climate change.1 When you add to this the U.S. president’s announcement in June 2017 that the nation would withdraw from the Paris Agreement, it comes as no surprise that a growing number of scientists are thinking about additional approaches to managing the risks of an overshoot. Perhaps most dramatically, we have seen a resurgent interest in a field that once resided at the fringes of science or on the pages of sci-fi novels, but which is now being taken quite seriously in academic circles: geoengineering. As this interest develops, it is becoming more likely that a group of countries or cities or even one or more wealthy individuals might decide to deploy geoengineering technologies during the coming decades. We need to be ready for any such eventuality; and being ready means considering a host of pressing questions. How would we govern such actors? Who assesses the balance of risks and rewards when deploying geoengineering technologies? What safeguards and what compensation mechanisms need to be built in? If we start deliberately altering global temperatures, who controls the global thermostat? It was to address these questions that the Carnegie Climate Geoengineering Governance Initiative was born: to bring the profoundly complex issues of geoengineering governance and ethics to a much wider audience.2 We are potentially at the dawn of an age of geoengineering. It is time for policymakers to start discussing whether geoengineering is to go forward and, if so, how.

700. Fighting the tide: Human Rights and Environmental Justice in the Global South

This text forms part of a long-term project undertaken by Dejusticia as part of its international work. The project revolves around the Global Action-Research Workshop for Young Human Rights Advocates that Dejusticia organizes each year to foster connections among and train a new generation of action researchers. The workshop helps participants develop action-research tools, understood as the combination of rigorous research and practical experience in social justice causes. For ten days, Dejusticia brings approximately fifteen participants and ten expert instructors to Colombia for a series of practical and interactive sessions on research, narrative writing, multimedia communication, and strategic reflection on the future of human rights. The aim is to strengthen participants’ capacity to produce hybrid-style texts that are at once rigorous and appealing to wide audiences. Participants are selected on the basis of an article proposal, which is then discussed during the workshop and subsequently developed with the help of an expert mentor (one of the instructors) over ten months until a publishable version is achieved, such as the chapters that make up this volume.
