Abstract:
It is no longer possible to achieve the goals of the Paris Climate Agreement – of keeping average global temperatures to ‘well below 2C above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5C1 - without removing large volumes of CO2 from the atmosphere.2 This will involve the development and deployment of carbon negative technologies at the gigatonne scale. Because developmental pathways for such technologies are likely to be decades-long, it is necessary that largescale investment begin now, if we hope to have mature technologies operating at the appropriate scale by 2050.

Abstract:
From Clans to Co-ops explores the social, political, and economic relations that enable the constitution of cooperatives operating on land confiscated from mafiosi in Sicily, a project that the state hails as arguably the greatest symbolic victory over the mafia in Italian history. Rakopoulos’s ethnographic focus is on access to resources, divisions of labor, ideologies of community and food, and the material changes that cooperatives bring to people’s lives in terms of kinship, work and land management. The book contributes to broader debates about cooperativism, how labor might be salvaged from market fundamentalism, and to emergent discourses about the ‘human’ economy.

Abstract:
During its two sessions (lianghui) in March 2018, the National People’s Congress (NPC) announced China’s most important institutional reforms in the last 30 years. These changes occurred right after Xi Jinping consolidated his power and at a time when stakeholders working in the energy field were expecting more clarity on policy orientations. Though the reforms are in line with those initiated since the 2000s, the energy sector is likely to be deeply affected by the new institutional setting, which reflects China’s energy policy path with a strong emphasis towards low-carbon technologies and a rise in importance of environmental issues, alongside Xi’s institutional modernization through greater centralization and control. Nevertheless, it is too early though to judge whether this will effectively impact the balance of power with the fossil fuel related institutions and policies. The day Environment became more important than energy The environment sector is at the core of the reforms, which probably reflects the will to put environmental protection ahead of energy issues. The latest reforms established a Ministry of Ecology and Environment (MEE) which gathers climate and environment responsibilities, that used to be spread between a number of bodies. Unveiled in April, the MEE is now in charge of managing most environmental issues, and theoretically able to draft and empower regulations. In addition, it now represents China in international climate negotiations. In order to manage these new duties, MEE staff increased from 300 to 500.

A July 2018 ISD report on “The New Arctic: Navigating the Realities, Possibilities, and Problems” explores the implications of the New Arctic, and the broader geopolitical repercussions of these changes. The Arctic region has become a New Global Common. Increasingly navigable seaways and new access to natural resources create both opportunities for greater collaboration between Arctic and non-Arctic nations, as well as potential flashpoints, environmental disasters, and threats to indigenous communities. The challenge is to mitigate all of these potential threats, and develop the policies, partnerships, and infrastructure to help guide Arctic diplomacy in the decades to come.

Abstract:
This report provides a summary of the "Environmental Politics in the Middle East" research initiative, which explores the geopolitics of natural resources in the Middle East in an attempt to expand the focus to include the region’s many natural resources other than natural gas, such as land, air, water, and food. Some of the issues under investigation include a focus on water scarcity, which is a global issue but one that is particularly acute in the Middle East; its impacts are examined through a case study on Yemen. Food security is studied in the case of Syria, which before the civil war began, in 2011, was one of the region’s notable food exporters. Aside from acute food shortages within Syria, the conflict has had ripple effects on the region and has led to rising food prices in neighboring states, such as Jordan, Turkey, and Iraq.

Abstract:
The repercussions of climate change and environmental challenges pose enormous risks to Iran and Saudi Arabia alike. While there are differences in geography and climate in both countries, they also have many environmental challenges in common. Problems such as sand and dust storms or diminishing water resources are border-crossing phenomena that no country can deal with alone; therefore, cooperation is key. At this point in time, however, willingness to cooperate is utterly lacking in a region marked by geo-strategic rivalries, ongoing military conflicts and deep-rooted mutual distrust between regional rivals, and between Saudi Arabia and Iran in particular.

Abstract:
Analysis of the wildlife-trafficking-militancy-nexus are often shrouded in unproven assumptions and myths. Crucially, they divert attention from several uncomfortable truths with profound policy implications: First is that the nexus of militancy in wildlife trafficking constitutes only a sliver of the global wildlife trade and countering it will not resolve the global poaching crisis. Second, counterterrorism and counterinsurgency forces, even recipients of international assistance, also poach and smuggle wildlife and use anti-poaching and counterterrorism efforts as covers for displacement of local populations and land grabbing. Third, corruption among government officials, agencies, and rangers has far more profound effects on the extent of poaching and wildlife trafficking. And finally, local communities are often willing participants in the global illegal wildlife trade.

Abstract:
Scholars are increasing focused on how and why states design international institutions. International relations theories have historically guided research on these institutions, but have not provided adequate insights into the theoretical bases for their design. Rationalists’ theories of domestic politics offer an alternative approach to understanding institutional design. This study utilizes the positive theory of public bureaucracies to examine the design of an international institution, the North American Commission on Environmental Cooperation (CEC), and contends that the institutional choices states make are ultimately strategic choices about anticipated institutional outcomes. Research results demonstrate that institutional choices for bureaucratic structure, organizational mandates, and decision-making authorities for CEC are consistent with the theory of public bureaucracies. Politicians, interest groups, and bureaucrats sought or supported specific institutional features that were driven by their preference for the content and direction of policy that would emerge out of the institution.
