Abstract:
No modern states have ever declared war over water. In fact, nations dependent on shared water sources have collaborated far more frequently than they have clashed. Nevertheless, global surveys have counted over forty hostile, militarized international actions over water—from riots to border skirmishes to larger battles—in the first six decades after World War II. This report reviews the pathways that link water resource pressures to conflict risks and describes how peacebuilding strategies such as water diplomacy can help mitigate these risks.

Abstract:
Climate change is slowly stamping an imprint on Egypt’s environment, culture, and economy. The most obvious of these challenges is the rising scarcity of water. Egypt is already one of the world’s most water scarce countries; while the UN assesses water scarcity at 1,000 cm3 per person annually, Egypt has less than 560 cm3 per person. Rapid population growth, urbanization, desertification, and unpredictable weather patterns are all taking an unrelenting toll on the country’s strained water resources, while fear is climbing over loss of water from the Nile if the Great Ethiopian Renaissance Dam holds back water during droughts. Just as worrisome is rising heat. This threatens health, water supplies and, in a country where over 30 percent of the labour force is directly involved in agriculture, Egypt’s harvests. While there has been much work done on water conservation, climate change mitigation policy is unclear. Much of the action is handled by the private sector which is not always invested in the strictest environmental standards. Is it possible to tackle the oncoming threat while balancing mitigation with the need for development?

473. After Flood and Revolution: Sudanese Responses to a Lagging Transitional Government

Abstract:
In 2018, the Sudanese Revolution gained prominence on social media and drew international attention to the movement taking place against Omar Al-Bashir’s 30 year dictatorship in the country. Widespread protests were sparked by drastic policies meant to prevent economic collapse such as the slashing of bread and fuel subsidies. Two years later, grievances remain as Sudan continues to face a multitude of issues including record breaking floods, poor governance, incoming Ethiopians and Eritreans fleeing conflict, and persistent militia violence. The Sudanese people have begun to lose patience with the Transitional Government’s inability to sufficiently reform the system and respond to crises. How has Sudan adapted to both environmental and political upheaval? What changes have occured since Omar Al-Bashir was ousted? How does Prime Minister Abdallah Hamdok plan to move forward with the reconstruction of Sudan’s constitutional system, and how could the violence in Ethiopia and Eritrea affect that? In what ways, do we see Sudan’s relationship with foreign allies changing amidst this reconstruction? In this panel, the Middle East Institute (MEI) brings together experts to explore what the future of Sudan looks like, and what the revolution succeeded and failed to bring the people.

474. Economic Costs of Ex ante Regulations

Abstract:
Regulations are an indispensable part of an economy and are proven to generate a significant impact on the economic, environment and social landscape. Through an extensive survey of literature and empirical study, the paper contrasts the benefits and costs arising in the light of the imposition of ex ante regulations of attempting to regulate a market sector, before a market failure has even occurred. It diverges from the norm of regulating ex-post, i.e. addressing market failures as they arise, which is the case in most modern open economies. The study highlights the economic impacts of shifting from ex post to ex ante in the online services sector as stipulated by the proposals for the Digital Services Act. It estimates a loss of about 85 billion EUR in GDP and 101 billion EUR in lost consumer welfare, due to a reduction in productivity, after accounting for other control variables. These costs are equivalent to losing all the gains that the EU has achieved to date from all its bilateral free trade agreements; or losing the contribution of passenger cars to the EU trade balance with the rest of the world. In the context of the pandemic-induced economic contraction, the GDP loss is equivalent to one-quarter of EU current account surplus projected for 2020. The extraordinarily high costs and rarity of ex ante rules warrant a discussion on the true objectives of the Digital Services Act. It is unclear which market failures it is envisaged to address – or how these failures can be so critical for the well-being for the European citizens, yet so irreparable and impossible to remedy ex post.

Abstract:
Rather than recommending “new” means to be established for the first time in terms of Turkish legislation, “The Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters” (“The Aarhus Convention”, in short) will ensure that already existing procedural means that implement rights such as the right to information, the right of participation and the right to environment are compatible with international networks. In this sense, the Aarhus Convention is the body of “procedural means” that is clearing the path to establishing a participatory public administration that can transform the aforementioned rights into effective tools for their beneficiaries, to assist in the creation of an egalitarian, transparent and effective administration and a new public order facilitating the social integration of disadvantaged groups like the elderly, the youth, women, children and immigrants.

Abstract:
Traditional economic growth models damage natural resources to which humanity depends, causing important environmental, social and economic problems, especially climate change. Today, it is understood by countries that a new growth approach should be applied in order to ensure the sustainable use of scarce natural resources, combatting negative effects of climate change and reduce poverty while realizing economic development. The view that environmentally friendly investments aren’t cost effective is changing and countries want to take advantage of the opportunities offered by green growth. However, this process also requires a just transition. The aim of this study is to evaluate green growth, just transition and decent work concepts in the context of sustainable development and combatting climate change. In the study, it is concluded that if green growth and just transition processes are well managed, they provide significant opportunities for realizing UN-SDGs, combatting climate change and the creation of decent works.

477. Comments on the Draft EIA Notification 2020

Abstract:
The Ministry of Environment, Forest and Climate Change has proposed a new notification to supersede the Environment Impact Assessment (EIA) Notification 2006 that is currently in force. The Ministry has sought comments from the public on this draft EIA Notification 2020. Shibani Ghosh, Fellow, CPR, in her comments to the Ministry has highlighted that there is a crying need to overhaul the EIA Notification 2006 and the regulatory framework built around it – not only to address its various inherent weaknesses that have been identified over the years, but also to put in place systems and processes that respond to the steadily degrading environmental quality in the country. However, the draft EIA Notification 2020 fails to do so. According to Ghosh, in its current form, the draft Notification is legally untenable as it does not conform to its parent Act – the Environment (Protection) Act 1986, and is in the teeth of various judgments of the Supreme Court, High Courts and the National Green Tribunal. It dilutes the already weak processes of environmental impact assessment, expert scrutiny and public consultation, and wrongly condones violations and illegalities. The comments are divided into two sections. Section I discusses four specific reasons why the draft notification is legally untenable and Section II highlights five major concerns that arise from the proposed regulatory design.

478. Pursuing a Clean Air Agenda in India During the COVID Crisis

Air quality was gradually gaining political salience in India in the last few years, but COVID-19 and the deepening economic recession may now change the speed, and possibly the direction, of progress. The aim of this report is to begin the process, even amidst uncertainties, of understanding the effects of the COVID crisis on the air quality discourse in the country, and on the mitigation efforts already underway. We begin with a brief overview of the air quality improvements observed during the lockdown, and then identify some likely implications of the pandemic on how we frame the air quality problem. In view of state actions and public response during the COVID crisis, how should we, if at all, adapt our current framing of air pollution as a public health crisis? In the next section, we discuss broad financial, regulatory and institutional implications: in particular, the need to engage with the available funding channels to initiate and sustain measures to improve air quality amid significant fiscal constraints. There is a worrying erosion of environmental safeguards, which may – in part – be justified as a prerequisite to restarting the economy, and facilitating “ease of doing business”. Given that air quality management in India needs a multi-pronged approach across disparate sources, we then reflect on how the disruptions affect each of the major sources, and the resultant opportunities and challenges.

479. Reuse and Recycling of Faecal Sludge-derived Biosolids in Agriculture

Abstract:
The rapid proliferation of toilets under the Swachh Bharat Mission has necessitated the safe collection, conveyance, and treatment of faecal sludge and septage. Accordingly, the National Policy on Faecal Sludge and Septage Management (FSSM), 2017, sets the imperative for streamlining the citywide sanitation service chain. In doing so, it promotes closing of the resources loop through recycling and reuse of treated wastewater and faecal sludge-derived biosolids. The 2017 amendment to the Environment (Protection) Rules, 1986, lays down clear standards and guidance for recycling of treated wastewater. However, a regulatory lacuna concerning biosolids -whose use as a fertilizer in agriculture has been shown to enhance crop yields and reduce the burden of synthetic fertilizers - deters local action in accessing opportunities for their recycling formally. This guidance note, reviewing international biosolids regulations, is intended as an aid for policymakers and regulators at the national and state level in developing a standard for biosolids utilization in agriculture which is easy to interpret and implement, promotes their scientific and safe reuse, and ensures the protection of the health of the users, the local communities, the consumers, and the environment at large.

The overall vision of Project Nirmal is the demonstration of appropriate, low-cost, decentralized, inclusive and sustainable sanitation service delivery solutions for two small towns (Angul and Dhenkanal) in Odisha leading to improved sanitation access for all households and integration of FSM in the sanitation value chain, through enabling institutional and financial arrangements and increased private sector participation. The project is being implemented by Practical Action and Centre for Policy Research with support from Bill and Melinda Gates Foundation; Arghyam; Housing and Urban Development, Government of Odisha; and Municipalities of Angul and Dhenkanal.
