From August 26 through September 4, 2002, approximately 100 heads of state and 60,000 delegates will gather in Johannesburg, South Africa, to attend a “World Summit on Sustainable Development.” The conference—convened on the 10th anniversary of the Earth Summit in Rio de Janeiro and expected to be the largest U.N. summit in history— will explore domestic and international policy options to promote the hottest environmental buzzwords to enter the public policy debate in decades.

1462. Where is Portuguese Agriculture Headed? An Analysis of the Common Agricultural Policy

Abstract:
In the first part of this paper we analyze the conditions in of a shifting emphasis from the politics of prices to a social-structural policy. We also ask how well the CAP has adjusted to the ecological and social characteristics of the countries of southern Europe and whether it has actually supported the agriculture and rural citizens of these countries. In the second part of the paper, we present some of the results of the application of the CAP in Portugal, and discuss what role agriculture might have in developing the rural sections of the country. Broadly, our goal is to determine to what extent attempts to shift the CAP's focus from agriculture to the rural world and from productivity to quality can benefit Portugal and the other countries of southern Europe. Different countries and interest groups received the intercalary revision with a varying mixture of fear, caution and hope, and have opened a serious debate.

Abstract:
The struggle over land and natural resource rights is a key aspect of the conflict in Papua, formerly known as Irian Jaya, that pits the Indonesian state against an independence movement supported by most of the indigenous population. It is thought to have cost many thousands of lives since the 1960s, mostly Papuan civilians killed by the security forces. Among the most recent victims were three employees of the giant mining company, PT Freeport Indonesia, killed in a well-planned attack on 31 August 2002.

Abstract:
Competition for water is increasing in Central Asia at an alarming rate, adding tension to what is already an uneasy region. Agriculture is the mainstay of the region's economy, and thirsty crops such as cotton and rice require intensive irrigation. Water use has increased rapidly since the Central Asian states became independent in 1991 and is now at an unsustainable level. Irrigation systems have decayed so severely that half of all water never reaches crops, and several years of drought have cut available water by a fifth even as demand continues to soar. Efforts to rebuild Afghanistan will now put yet more strain on supplies.

In recent years, environmental protection and food safety have been among the most volatile issues in the U.S.-European relationship. While they are now overshadowed somewhat by the transatlantic debate over Iraq and other political and military matters, tensions over environment and food safety are just below the surface, and — if not addressed — w ill have enduring corrosive and divisive effects. Indeed, the current acrimony over these issues has contributed to concern about an erosion of shared transatlantic values and a deterioration in U.S.-European relations generally. Moreover, as recently demonstrated at the Johannesburg UN summit on sustainable development, the failure of the United States and Europe to work together on these issues does not just have bilateral consequences. It represents a significant lost opportunity to provide leadership in addressing environment and food safety on a global level. The United States and Europe have both been leaders in these areas — a fact that is overlooked far too often in the current debate. The impact of their current differences has been felt most concretely in the transatlantic trade arena, in a series of persistent disputes. But these differences represent far more than just another transatlantic trading issue. Unless they now find a way to reconcile their different perspectives and approaches, the United States and the European Union will miss real opportunities to work together in addressing global environmental and public health issues.

Underlying our work is the principle that basic human rights—the right to live in peace, have adequate food and health care, and a voice in choosing political leaders—comprise the foundation for the human spirit to flourish and societies to prosper. There always has been an imminent need to secure these rights for people worldwide, but the events of Sept. 11, 2001, raised the collective consciousness about the urgent need for the work of The Carter Center.

Energy is at once the lifeblood and the bane of the modern world. Fossil energy has fueled tremendous economic growth over the past 150 years. The economic history of the United States is largely the history of extracting and using coal and oil. At the same time, the profligate use of these energy sources has created the world's most pressing environmental problems, and led to major national security concerns for the United States. Energy consumption is the primary source of greenhouse gas emissions, smog, acid rain, oil spills, and nuclear waste. American dependence on oil from the Middle East forces our hand on foreign policy and imposes high economic and human costs. It is becoming increasingly clear that America's—and the world's—current diet of fossil energy is not sustainable.

Humans have influenced environmental changes in the past, and vice versa. The two-way interaction between people and their environments will continue in the future. In the coming half-century, the human population will probably be larger, more slowly growing, more urban, and older than in the twentieth century. No one knows whether humans will be more internationally mobile. These changes, with uncertain environmental consequences, result from human choices, individual and collective, and are therefore subject to influence by programs and policies.

Abstract:
From the protests in the streets of Seattle during the World Trade Organization's 1999 Ministerial Meeting to the chaos surrounding the 2001 G-8 Summit Meeting in Genoa, the backlash against globalization is increasingly evident. One dimension of this backlash centers on environmental concerns. While economic integration and trade liberalization offer the promise of growth and prosperity, environmental advocates fear that freer trade will lead to increased pollution and resource depletion. At the same time, free traders worry that over- reaching environmental policies will obstruct efforts to open markets and integrate economies around the world. They often see environmentalists as blindly anti-free-trade and protectionist. “Trade and environment” tensions have therefore emerged as a major issue in the debate over globalization. This paper explores the contours of these tensions and argues that trade policy and environmental programs can be better integrated and made more mutually supportive.
