3451. Non-Working Time, Income Inequality and Quality of Life Comparisons: The Case of the U.S. vs. the Netherlands

Abstract:
The distribution of well-being in society and comparisons of well-being across societies depend both on the amount of inequality at the national level and also on the national average level of well-being. Comparisons between the U.S. and western Europe show that inequality is greater in the U.S. but that average GDP/capita is also greater in the U.S., and most Americans have higher standards of living than do Western Europeans at comparable locations in their national income distributions. What is less well-known is that (depending on the country) much or all of this gap arises from differences in the level of working hours in the U.S. and in Western Europe. Crossnational comparisons of well-being have typically relied on the methodology of generalized Lorenz curves (GLC), but this approach privileges disposable income and cash transfers while ignoring other aspects of welfare state and labor market structure that potentially affect the distribution of well-being in a society. We take an alternative approach that focuses on the value of time use and the different distributions of work and family time that are generated by each country's labor market and social welfare institutions. We show that reasonable estimates of the greater contribution to well-being from non-market activities such as the raising of children or longer vacations overturn claims in the literature that the U.S. offers greater well-being to more of its citizens than do Western European countries.

Abstract:
Many in the world of developmental economics believe that corruption, the circumvention of the rule of law for private gain, leads to nothing but woe for any nation's economy, under any circumstances. Transparency International makes the elimination of corruption their mission, and many large multinational firms today echo that goal by building ethical codes that prohibit employees from engaging in practices deemed corrupt, regardless of local attitudes and customs toward the practices. The World Bank makes curbing corruption a linchpin in their campaign to improve governance. Reasons given for blanket condemnation of corrupt behavior are often utilitarian: Corruption is expected to increase the economic costs of doing business by undermining the laws of the land; this, in turn, reduces productive activities and investments, with negative consequences unfolding for human development and economic growth.

Abstract:
This paper focuses on the determinants of financial inter vivos transfers by migrants living in France in 2003 to their adult children. From a theoretical viewpoint, such transfers may be explained either by altruism or by exchange. While parents would direct their assistance to their less well off children under altruism, support should be channeled to children who live nearby their parents under the exchange motive. We assess the relevance of these two motives using the French PRI survey. Unequal sharing is frequently observed and children are more likely to receive financial transfers when they are in poor circumstance, but not necessarily when living in proximity to parents. We also emphasize the role of cultural factors as determinants of the parental allocation among children. Muslim parents, in particular, are more likely to make transfers to sons than to daughters.

3455. Intergenerational Influences of Wealth in Mexico

Abstract:
Using the 2006 Mexican Social Mobility Survey, this research evaluates the influence of parental wealth on several outcomes of adult children, including educational attainment, consumption level, asset holdings, home ownership, and value of residence. Two mechanisms of parental influence on economic wellbeing are explored: an indirect effect mediated by parental investment in human capital, and the direct transfer of resources. Three main findings emerge from the analysis. First, parental wealth is a strong determinant of educational attainment, net of the standard indicators of advantage regularly used in stratification research, and the influence of wealth is stronger among the most disadvantaged children (those with low cultural capital, and residing in non-urban areas). Second, the mechanism of parental influence on adult children's economic wellbeing differs depending on the outcome: In the case of consumption level, the influence is largely indirect, mediated by parental investment in offspring's human capital, while the opposite is true for children's asset holdings, where a direct transfer of resources predominates. Third, while access to homeownership is only weakly stratified by parent's and children's resources, the value of the acquired home is significantly affected by parental wealth. These patterns of influence are similar to those found in Chile (Spilerman and Torche 2004, Torche and Spilerman 2006) and they highlight the critical impact of parental wealth in less developed countries.

3457. Long-Term Effects of a Recession at Labor Market Entry in Japan and the United States

Abstract:
We examine effects of entering the labor market during a recession on subsequent earnings and employment for Japanese and American men, using comparable household labor force surveys. Previous analyses focus on search theoretic and implicit-contract arguments, which have their strongest effects on more educated workers. We argue that, in a country like Japan which has a dual labor market, there is an additional mechanism that affects mainly less educated workers. Namely, these workers are more likely to be trapped in the secondary sector if they graduate during a recession. We find a persistent, strong negative effect on earnings for less educated Japanese men, in contrast to no long-term effect for less educated American men; also, a substantial part of the effect for less educated Japanese men is attributed to the decreased probability of regular employment. The effect for the more educated group is more or less similar in both countries.

The world is facing twin energy-related threats: that of not having adequate and secure supplies of energy at affordable prices and that of environmental harm caused by consuming too much of it. Soaring energy prices and recent geopolitical events have reminded us of the essential role energy plays in economic growth and development and of the vulnerability of the energy system to supply disruptions. Safeguarding energy supplies is once again at the top of the international policy agenda. Yet the current pattern of energy supply carries the threat of severe and irreversible environmental damage, including changes in global climate. Reconciling the goals of energy security and environmental protection requires strong and coordinated government action and public support.

Food security exists when all people, at all times, have physical and economic access to sufficient, safe, and nutritious food to meet their dietary needs and food preferences for an active and healthy life. It has three facets: food availability, access to food, and food utilization. The last aspect refers to proper use of food, including adequate nutrition knowledge and practices. The reference to food preferences acknowledges that in extreme circumstances, people may eat otherwise unacceptable foods; however, such circumstances do not represent food security.
