3431. European Banks in the Developing World

Abstract:
This paper looks at the recent expansion of European banks in the developing countries. It argues that no specific European influence is apparent in emerging markets, other than a declining financial interest in former colonies. Actual developments in emerging markets are determined by domestic factors, financial liberalisation, and capital account liberalisation. The sole exception is provided by monetary unions of France and Portugal with former colonies. These highlight the drying up of local money markets as local banking becomes a branch activity of global banks. This is a paradoxical result, since financial liberalisation is usually supposed to result in financial development. It also suggests financial liberalisation may not be the best way of supporting the under-banked small and medium enterprise sector in developing countries.

3432. From South Asian to Diaspora: Missing Women and Migration

Abstract:
The modernisation paradigm is here tested and found wanting in a very particular context; the experience of the migrant. Women in South Asia have a biologically abnormal chance of mortality from conception until their mid-30s. This phenomenon is thought to be related to a range of economic and cultural factors, which include sex selective abortion and gender-biased allocations of health care and nutrition. There is scant research on the manifestation of this phenomenon after migration to developed countries. The modernisation paradigm suggests that migrants will quickly adopt the norms of the host developed country. Some of the proximate causes that generate the excess mortality of females in South Asia are, indeed, not likely to be operational in a developed country; namely, female infanticide and deprivation of nutrition and health care for girls. However, the cultural preference for sons in South Asia has persisted following migration, while the specific way in which this preference is satisfied has changed: sex-selective abortion is replacing post-natal neglect of, and harm done to, girls and women. In some cases, further empirical work is required if the issue of how South Asian practices of gender discrimination might be manifest in the behaviour of migrants to the UK.

3433. China's Quest for Alternative to Neo-liberalism: Market Reform, Economic Growth, and Labour

Abstract:
Since the turn of the century, China's state and society have focused their efforts on “constructing a harmonious society”. Viewed from the perspective of globalization, these efforts represent a quest for a model of development that deviates fundamentally from neo-liberalism. In particular, state policies and institutional reforms in recent years have tended to target at labor compensation-enhancing economic growth, rather than growth based on “cheap labor”. This paper seeks to clarify the nature of the emerging Chinese economic development model, and, on that basis, to analyze its efficiency and welfare attributes. In conjunction with an analysis of China's economic growth path, which seems to have undergone a transition from labor-intensive growth to capital-deepening growth, it is argued that the new development model does represent a more feasible and desirable pursuit than neo-liberalism. The paper concludes with a discussion on the impact of this new Chinese development model on the future direction of globalization.

Abstract:
Income disparities are rising in China as a consequence of the economic reforms post 1979 which virtually gave unchallenged economic growth and prosperity to the coastal regions whose economic growth increased over the last 30 years at the expense of the interior hinterland. Institutions in China have seen the answer to restoring a rural-urban income balance by redistributing people from the interior regions of China to the prosperous coastal regions. This can be seen as a supply side reaction to the income disparity problem, which will inevitably impose the kinds of social costs, which concentrations of populations normally bring. This paper offers insights into other methods of transforming the urban-rural income disparity problem in China, the economic implications of infrastructure investment, the relevance of Krugmans 'New Economic Geography' to the transformative Economics which China has experienced over the last 30 years; and the close relationship between how Krugman's agglomeration economies arise and the development of SEZ's and HTDZ's in China.

Abstract:
This paper attempts to analyze the expanding energy linkages between China, one of the most dynamic major consumers, the Middle East, a leading petroleum producer, and the CIS, a core non-OPEC emerging producer, not only because they are well established oil exporting regions, but also because of their geopolitical relevance to China as key players in a possible energy corridor linking China with the Gulf at some point in the future. The paper concludes that the economics and geopolitics of energy supply for China dictate different approaches to each of these regions, with the CIS territory ensuring that its energy to be transported across the ocean where China could be vulnerable to potential maritime disruption in the event of serious international disputes, and with the Gulf offering more flexible commercial arrangements.

Abstract:
Since 2004 there has been a dramatic drop in the support expressed by the Turkish public for the EU and the Turkish membership. Many factors were at work for this downward trend of Turkish people's perceptions of the EU including the Cyprus policy, the Armenian genocide claims, the EU's treatment of Turkey as a special case, vocal objections raised by the EU leaders as well as the public to Turkey's EU membership, the economic costs of the accession process, nationalist backlash as a result of the resumption of PKK terrorism, mutual rise in negative perceptions of the Muslim and Western world at large in the post-September 11 process. Therefore, amid growing anti-European sentiments in domestic politics it became increasingly difficult for the ruling AKP to sustain the EU reform agenda.

3437. Understanding the 'Absorption Capacity' of the European Union

Abstract:
This article offers an analysis of the large inventory of definitions proposed for 'the EU's capacity to absorb new members', by the EU institutions as well as scholars and Brussels-based public affairs companies. It also makes a comparison between 1993, when the term 'absorption capacity' (AC) is used for the first time in an official text, and the period from 2005 on, when this term reappeared frequently in European terminology and came to be defined with more precision. AC mainly refers to the capacity of the EU to absorb new members while functioning efficiently and maintaining the momentum of European integration. It has three main components: economic, political, and institutional absorption capacities. However, despite some consensus on its usage, the term remains ill-defined and misleading. To remedy this problem, the Commission recently replaced the term with the phrase 'integration capacity'. Nevertheless, further efforts should be made to clarify this concept, which is still being used in official texts without enough precision.

3438. Income Distribution: Effects on Growth and Development

Abstract:
I review the literature on the effects of inequality on growth and development in the developing world. Two stylized facts emerge from empirical studies: inequality is more likely to harm growth in countries at low levels of income (below about $3200 per capita in 2000 dollars); and it is at high levels of inequality (at or above a Gini coefficien t of .45) that a negative association emerges. Between 15 and 40 percent of the developing world's population lives in countries with these characteristics, depending on the inclusion of China, whose level of inequality has recently been measured at almost .45. Theory and evidence suggest that high inequality affects growth: (1) through interaction with incomplete and underdeveloped markets for capital and information; (2) by discouraging the evolution of the economic and political institutions associated with accountable government (which in turn enable a market environment conducive to investment and growth); and (3) by undermining the civic and social life that sustains effective collective decision-making.

3439. It's One World Out There: The Global Consensus on Selecting the World Bank's Next President

Abstract:
In May 2007 CGD launched an online survey of the global development community on three issues: the selection process for the next World Bank president; criteria for rating the candidates; and actual ratings for nine candidates who had been named by the international media. Between May 22 and May 31, CGD received nearly 700 responses from people whose characteristic s reflect the diversity of the international development community. Survey participants represent 71 nations; all world regions; high-, middle- and low-income countries; a variety of professional affiliations; and all adult age groups. About 30% of respondents are women.

3440. The Provision of Banking Services in Latin America: Obstacles and Recommendations

Abstract:
The depth of and access to financial services provided by banks throughout Latin America are extremely low in spite of its recognized importance for economic activity, employment and poverty alleviation. Low financial depth and access hurts the poor the most and is due to a variety of obstacles that are presented in this paper in four categories, along with recommendations to overcome them. The first category groups socio-economic obstacles that undercut the demand for financial services of large segments of the population. The second category identifies problems in the operations of the banking sector that impedes the adequate provision of financial services to households and firms. The third category captures institutional deficiencies, with emphasis on the quality of the legal framework and the governability of the countries in the region. The fourth category identifies regulations that tend to distort the provision of banking services. Recommendations to confront these obstacles include innovative proposals that take into consideration the political constraints facing individual countries. Some of the policy recommendations include: public-private partnerships to improve financial literacy, the creation of juries specialized in commercial activities to support the rights of borrowers and creditors, and the approval of regulation to allow widespread usage of technological innovations to permit low-income families and small firms to gain access to financial services.
