Abstract:
At this time of the U.S. Treasury's Department's extraordinary prominence in domestic affairs, it is possible to overlook the critical functions that the Treasury performs in U.S. international policy. This would be a significant oversight at any time, as Treasury has long made more international contributions, of greater importance to U.S. policy, than has often been widely understood. It is even more of an oversight in the post-9/11 international environment, which has presented new challenges that have sorely tested many of the United States' more well-known foreign policy and national security institutions.

Abstract:
Economic sanctions have long been the national security tool of choice when neither diplomacy nor military force proves effective or possible. This tool of statecraft has become even more important to coerce and constrain the behavior of non-state networks and recalcitrant, rogue regimes which often appear beyond the reach of classic U.S. power or influence. The challenge is often how to use power to affect the interests of regimes that are likely immune to broad effects of sanctions on their populations.

Tremendous forces are eroding the institutional foundations of world politics. Economic power is moving to developing countries (particularly in Asia), transnational security threats from nuclear proliferation to climate change are emerging, and influential malevolent as well as benign non-state actors compete with sovereign states for global influence. Despite these tectonic changes, the superstructure of global cooperation has barely moved. The world thus makes do with creaky institutions that reflect a world that no longer exists_with growing risks to global stability and prosperity.

2864. Strategies for Growth and Poverty Reduction: Has Tanzania's Second PRSP Influenced Implementation?

Tanzania's current growth and poverty reduction strategies are contained in its second PRSP. This document, and the processes leading to its formulation, has helped to mobilize donor funds. However, the content of the PRSP is largely irrelevant for implementation, and has contributed little to better inter-sectoral linkages and synergies both of which were its main purposes. The immediate reasons for this irrelevancy include a participatory planning process not aligned with the domestic political process and with no budget constraints which led to a shopping list of un-prioritized initiatives; an implementation machinery around the budget process which in practice does not ensure that resources are allocated in line with the document's priorities; and limited understanding and/ or acceptance across the spectrum of government institutions and political leadership that the PRSP is the overall strategic guiding document.

2865. The new 'New Poverty Agenda' in Ghana: what impact?

Abstract:
This paper describes and explains the impact of the international-driven 'New Poverty Agenda' in Ghana, focusing on the impact of the Poverty Reduction Strategy Papers (PRSPs) adopted by the New Patriotic Party government in power from 2001 until 2008. The paper argues that the New Poverty Agenda has had some impacts, but not they have been limited and not necessarily helpful in achieving long term poverty reduction. The PRSP was seen by the government in Ghana as necessary to secure debt relief and donor resources, and the strategies produced by the government contained broad objectives rather than concrete strategies on how to achieve those objectives and thus had little impact on government actions. The paper discusses what was actually implemented under the NPP government and the factors influencing those actions. It highlights the constraints Ghanaian governments face in pursuing economic transformation within contemporary domestic and international contexts.

Abstract:
Over the past two decades or so, countries have liberalized their FDI regulatory frameworks and have put in place an international investment law regime that provides various protections for international investors. In the past few years, however, there are signs that countries are reevaluating their approach toward such investment. As a result, FDI protectionism is on the rise, with screening of inward M becoming more frequent. Typically, this is being done under the guise of "national interest" or similar concepts, often linked to strategic sectors and national champions. While the international investment law regime faces a challenge to find the right balance between the rights and responsibilities of governments and investors, care needs to be taken that the rise of FDI protectionism does not endanger a rules-based approach to FDI. An independent FDI Protectionism Observatory to monitor new protectionist measures and name and shame countries that take them is therefore needed.

The international financial crisis has hit the Middle East and North Africa (MENA), like other developing regions, unexpectedly, during a long phase of above-average growth. In contrast to other parts of the world, however, most MENA developing countries will able to get off lightly if the crisis does not last for too long. In Turkey and Israel, the region's more industrialized countries, different initial conditions apply and the situation is not comparable to the Arab MENA countries.

Abstract:
The quality of statistical data covering the economic and social development of the People's Republic of China has been questioned by international and national data users for years. The reasons for this doubt lie mainly in the structure of the Chinese system of statistics. Two parallel systems exist which operate largely autonomously: the national system of statistics and the sectoral system of statistics. In the area of the national statistical system, the National Bureau of Statistics (NBS) has the authority to order and collect statistics. This competence lies with the ministries and authorities below the ministerial level. This article describes and analyses these structures, the resulting problems, and the reform measures taken to date. It also aims to provide a better understanding of the statistical data about the People's Republic of China and to enable an assessment of them within a changing structural context. In conclusion, approaches to further reforms will be provided based on the author's long-standing experience in cooperation projects with the official Chinese statistics agencies.

Abstract:
Support for private sector development is an important item on the ODA budgets of most donor countries and recently, there has even been an upsurge in the weight given to 'private sector led growth'. In this working paper, Jørgen Estrup, an independent senior adviser with comprehensive experience in aid programmes supporting the private sector in developing countries, provides an overview of recent trends in donor support to private sector development. The paper goes through the history of and rationale for support to the private sector, and it identifies a number of distinct approaches to the subject. Moreover, the paper discusses these approaches in the context of the Paris Declaration and notes a conspicuous lack of coherence between the approaches to private sector development and the principles of the Declaration.

What is the problem? In addition to the current Global Financial Crisis (GFC), there is a second global crisis: long-term mass poverty in the third world. While the rich world worries about a repeat of the Great Depression, today more than a billion people in Asia live in conditions of bitter poverty which are much worse than those of the 1930s. As a result of the GFC, poverty in developing Asia is now likely to increase.
