Abstract:
While middle-income countries have pursued regional trade agreements since the 1960s, these ties are becoming more important as the global economic crisis curtails demand from the United States and other major markets. With the Doha Round of multilateral trade talks stalled, regional trade agreements (RTAs) offer an alternative approach to increase trade, spur stronger economic growth, and lower unemployment rates in participating countries.

Abstract:
The Arctic is emerging as the world's next hot spot for oil and gas development. The U.S. Geological Survey has estimated that the Arctic seabed could contain 20 percent of the world's oil and gas resources and Russia's Ministry of Natural Resources says the Arctic territory claimed by Russia could be home to twice the volume of Saudi Arabia's oil reserves. While accessing those reserves once seemed impossible, the melting ice cap now makes it more feasible and opens new shipping lanes for international trade. Countries around the world—particularly Russia—have noticed.

An improved U.S.-Russian relationship offers the prospect not only of improved cooperation on areas of mutual bilateral interest, but also enhanced cooperation within multilateral institutions such as the Organization for Security and Cooperation in Europe (OSCE) where I was the U.S. Ambassador between 2001 and 2005.

Energy security presents quintessential geopolitical challenges. In Central Europe, achieving energy security can be a critical element for a continent seeking to resolve vestigial Cold War complexities with Russia and toward meeting 21st century challenges including balanced economic development, energy diversity and climate change. Central Europe, utilizing both European Union support and Western European national assistance and enhanced by United States technical assistance, can take five key steps that will go far toward resolving energy security challenges and help to reframe the geopolitics of the continent.

2599. Pakistan in the Danger Zone

Abstract:
The Afghanistan war may be lost on the battlefields of Pakistan, where a vicious conflict is now being fought by Pakistan against a homegrown insurgency spawned by the war across its Western frontier. A year after we at the Atlantic Council raised a warning flag about the effects of failure in Afghanistan and the need to meet Pakistan's urgent needs in its existential war against militancy and terrorism, the situation in Pakistan remains on edge. Domestic politics remain in a constant state of flux, with some progress toward a democratic polity overshadowed by periodic upheavals and conflicts between the ruling coalition and the emerging judiciary. The military's actions against the Taliban insurgency appear to have succeeded in dislocating the homegrown terrorists but the necessary civilian effort to complement military action is still not evident. The government does not appear to have the will or the ability to muster support for longer-term reform or sustainable policies. The economy appears to have stabilized somewhat; but security, governance, and energy shortages are major challenges that require strong, consistent, incorruptible leadership rather than political brinkmanship, cronyism, and corruption that remains endemic nationwide. Recent constitutional developments offer a glimmer of hope that may allow the civilian government to restore confidence in its ability to deliver both on the domestic and external front. But the government needs to stop relying on external actors to bail it out and take matters into its own hands.

Two years after the collapse of Lehman Brothers sparked a meltdown of the global financial system, we are at a crucial point that calls for us to step back and examine our progress in the effort to redesign the rules governing global financial markets. The immediacy of the crisis has passed, allowing for clearer analysis of the manifold causes and an evaluation of how the reforms that have been put in place match up with those causes. At the same time, the urgency of the process has not yet entirely dissipated and it is not too late to fill in any holes or to resolve conflicts created by differing approaches around the world.
