2021. Inward FDI in Portugal and its policy context, 2011

Abstract:
Portugal's performance in attracting inward foreign direct investment (IFDI) during the economic and financial crisis in 2009 was poor, below the low figures that it had already recorded in the previous couple of years, although Portugal did not record negative FDI inflows like competing countries such as Ireland (in 2008) and Hungary (in 2009). The country's difficulties in attracting IFDI are, however, structural. The “golden” years of the early 1990s, when Portugal emerged as an attractive and fashionable location, are past. The country's IFDI performance throughout the first decade of the 21st century was, in general, weak. In 2009, Spain, France and Brazil were the main sources of I FDI in Portugal. In spite of the Government's commitment to attracting IFDI, policy design and implementation have fallen short in the increasingly fierce competition for international investment.

2022. Securing global commons: A small state perspective

Abstract:
This report examines the increasing importance of the global commons. It argues that the securing of the sea-, air-, space-, and cyber-based global flows solidifies the vital structures of global interdependence. For a small state with a highly specialized economy, the multilateral frameworks for securing global flows are crucial. Each global domain highlights different aspects of power and requires unique forms of international cooperation. Whereas the maintenance of sea, air, and space flows are resource-intensive, cyber power demands de-territorial agility and innovativeness and, therefore, evens out power disparities. It is also noted that, although individual global domains are usually considered separately, they are intimately connected and characterized by cross-domain dependency. This report focuses on the cyber domain because of its novel cross-domain impact. The CD and MNE processes and their relation to military transformation and patterns of political discourse are approached. It is argued that a small state can utilize the MNE forum to gain important situational awareness over the domains and cross-domain issues, as well as facilitate the formulation of multilateral normative frameworks. This multilateral work on solidifying and securing global flows offers a more stable foundation for the main networks of global interdependence.

Abstract:
Internal social change in Turkey, inaugurated by the liberalization of the economy in the 1980s and given a new impetus by Turkey's EU accession path during the AKP governments, has engineered a momentous reform process, which marks the beginning of a new post-Kemalist era in the country. Steady economic growth, along with democratization, brings new social forces to the forefront of the political arena and makes them stakeholders in the policymaking processes. As a result, one can observe a substantive shift in Turkey's foreign policy, from the “hard power” model of the Kemalist era governed by the siege syndrome, to the “soft power” approach of Ahmet Davutoğlu's doctrine of “nil problems with neighbors”, governed by a feeling of confidence that liberates the country from past obsessions. This foreign policy shift removes the Cyprus problem from the sphere of the untouchable grand national issues as well as from its historical context, and leads to a rationalization that allows for a compromise win-win settlement. Within this framework, Turkish Prime Minister Erdoğan, having won a new mandate with a larger ever-popular support, has a free hand to take the initiative for a lasting settlement of the protracted Cyprus conflict. The practical recommendations made in this regard constitute substantive political actions, which, if materialized, would decisively contribute towards an early settlement.

2024. Post-quake Haiti: Security Depends on Resettlement and Development

A year and a half after the Western Hemisphere's deadliest earthquake devastated Haiti, 650,000 victims still wait for permanent housing in more than 1,000 unstable emergency camps dotting Port-au-Prince. The first storms of the 2011 hurricane season have flooded 30 camps, forcing tent dwellers to flee and killing 28 persons nationally. Michel Martelly, who replaced René Préval as president on 14 May, faces an immediate crisis in the growing frustrations of the victims in the camps and those with near identical unmet basic needs who remain in the urban slums. Forced evictions, some violent, along with the reappearance of criminal gangs in those camps and slums, add to the volatile mix. Adopting, communicating and setting in motion a comprehensive resettlement strategy, with full input from the victims and local communities, is the first critical reconstruction challenge he must meet in order to restore stability. It will also test the capacity for common international action beyond emergency relief after a year of disturbing divisions within the UN country team and among donors over resettlement strategy.

Abstract:
The good news out of the Koreas is that President Barack Obama, as no other president before him, has recognized that South Korea is America's most reliable and active ally in Asia. The President mentioned South Korea in his January 25 State of the Union speech far more than any other country, praising its teachers, its technical prowess, its growing economic status, and urging quick ratification of the Korea-US Free Trade Agreement. If any further proof of Seoul's current status was needed, David Sanger in The New York Times of February 20, 2011, said flatly, “South Korea…is now Washington's favorite ally in Asia.”

Brazil has transcended its status as the largest and most resource-rich country in Latin America to now be counted among the world's pivotal powers. Brazil is not a conventional military power, it does not rival China or India in population or economic size, and it cannot match the geopolitical history of Russia. Still, how Brazil defines and projects its interests, a still-evolving process, is critical to understanding the character of the new multipolar and unpredictable global order.

2028. Fair Shares: Crediting Poor Countries for Carbon Mitigation

Abstract:
This paper computes national carbon mitigation costs using two simple principles: (1) Incremental costs for low-carbon energy investments are calculated using the cost of coal-fired power as the benchmark. (2) All low-carbon energy sources are counted, because reducing carbon emissions cannot be separated from other concerns: reducing local air pollution from fossil-fuel combustion; diversifying energy sources to reduce political and economic risks; and building competitive advantage in emerging clean-energy markets. The paper estimates energy growth and incremental costs for biomass, solar, wind, geothermal, hydro, and nuclear in 174 countries from 1990 to 2008. Then it compares national mitigation burdens using per-capita mitigation expenditures as shares of per-capita incomes. The results undermine the conventional view of North-South conflict that has dominated global climate negotiations, because they show that developing countries, whether by intention or not, have been critical participants in carbon mitigation all along. Furthermore, they suggest that developing countries have borne their fair share of global mitigation expenditures. But they also show that expenditures for both developed and developing countries have been so modest that low-carbon energy growth could accelerate greatly without undue strain.

Abstract:
The paper discusses the link between security of oil supplies and the functioning of international oil markets. It is argued that wide and frequent variations in price are in themselves a source of insecurity for individual consumers and national economies alike. Furthermore, the impossibility of predicting future prices discourages investment and increases the fragility of the system. The paper puts forward several policy proposals to reduce excessive price fluctuations and improve security of supply at reliable prices.
