1231. Eurocriticism: The Eurozone Crisis and Anti-Establishment Groups in Southern Europe

Abstract:
The Eurozone crisis and the ensuing public disaffection towards what many view as deficient EU institutions and policies have resulted in a surge of euroscepticism across member states. Although euroscepticism is not a new phenomenon, the rise of mass anti- establishment movements notably in southern Europe is. Despite their different political and structural features, Five Star Movement in Italy, Syriza in Greece and several social movements sprung from the Indignados in Spain have recently become key actors in their national political arena by opposing, inter alia, EU-imposed austerity. Yet these movements are not anti-EU in toto; while they criticize what they view as the EU's lack of democracy and rigid economic policies, they are not opposed to the EU integration project as such. While a fine line distinguishes Euro-scepticism from Euro-criticism, provided such distinction is made, the critique of these movements could be galvanized into a constructive force for a more integrated EU political space.

Abstract:
The European defence industrial base is transforming. The changes in the European defence market legislation, the decrease in defence materiel demand and changing defence requirements are redefining the industry in a way that has not been seen in decades. The new European legislation in particular poses serious challenges for the Finnish defence industry, including the national market opening and the diminishing possibility for offset arrangements. It is likely that the major European states are trying to protect their own defence industrial base. The future of the Finnish defence industry will be determined by whether the European market opens up in the first place, in part or in its entirety. There is no going back to the time preceding the new legislation. It is crucial for the Finnish defence industry to find and utilize new market opportunities. Networking with the European system integrators and sub-contracting chains will be of paramount importance.

1233. The BRICS and international peacebuilding and statebuilding

Abstract:
The emergence of the BRICS has generated a renewed debate about peacebuilding and donor activity. This has slowly influenced the aims, norms and practices of international peacebuilding, statebuilding and development. There are subtle differences in BRICS members' interests, approaches and motives, power, influence, and adherence to or rejection of established standards (such as OECD-DAC principles). These states' activities have often attracted scepticism and criticism from traditional donors. An examination of their engagement with interventionary forms of development, peacebuilding, statebuilding, and their related institutions and practices shows that the BRICS can be both “status-quo” and “critical” actors. On the one hand, they all engage with the liberal peace paradigm and its often-neoliberal agenda that allows them to protect sovereignty and non-intervention, pursue trade interests, and advance their own interests (like a seat on the UN Security Council, regional stability or maintaining their often-ambiguous status of being both aid donors and recipients). On the other hand, their involvement has challenged peacebuilding's and development's Euro-Atlantic character through the unfolding of their own donor and peace agendas. This report highlights the instances in which traditional and emerging actors' agendas converge and diverge – and the motivations behind these agendas.

1234. The EEA and Norway Grants: Source of Norwegian influence or soft power?

Abstract:
For nearly 20 years, Norway has contributed financially to less wealthy EU countries. From €120 million (1994–1998) these contributions have reached nearly €1.8 billion for the period 2009–2014. What exactly does Norway get in return? Should the Grants simply be understood as an act of solidarity? Or do the financial contributions serve as a source of soft power providing increased influence in the EU? The objective of this article is not to assess whether the Grants have helped to reduce economic and social disparities, nor to explain why the Grants emerged. We focus on how and to what extent Norway has had and can have political advantage from these contributions, in relations with the EU and the beneficiary states. This article serves as a case-study examining the relation between a policy (the Grants) and soft power.

Abstract:
Waltz's neorealist theory has been charged with falsely separating geopolitical from social and economic processes. Yet Waltz's critics themselves have failed to show how sociological and geopolitical phenomena can be explained in a unified international theory. Such a theory, says Waltz, would have to pass three tests. It must delimit a field of specifically international phenomena. It must identify structured (and hence theorizable) effects within this field. And it must furnish 'a brilliant intuition', which reveals the causal relations that explain these effects. This article argues that the idea of 'uneven and combined development' (U) can pass these tests. The article delimits 'the international' as those phenomena arising from the interactive multiplicity of societies. Next, it uses Gerschenkron's theory of backwardness to identify internationally structured effects arising from societal multiplicity. And finally, by considering the debate on the First World War, it explores how the causal mechanisms identified by U can be used to construct a unified sociological and geopolitical explanation.

Abstract:
How do academic ideas influence US foreign policy, under what conditions and with what consequences? This article traces the rise, 'securitisation' and political consequences of democratic peace theory (DPT) in the United States by exploring the work of Doyle, Diamond and Fukuyama. Ideas influence US foreign policy under different circumstances, but are most likely to do either during and after crises when the policy environment permits 'new thinking', or when these ideas have been developed through state-connected elite knowledge networks, or when they are (or appear paradigmatically congenial to) foreign policymakers' mindsets, or, finally, when they become institutionally-embedded. The appropriation of DPT by foreign policymakers has categorised the world into antagonistic blocs – democratic/non-democratic zones of peace/turmoil – as the corollary to a renewed American mission to make the world 'safer' through 'democracy' promotion. The roles of networked organic intellectuals – in universities and think tanks, for instance – were particularly important in elevating DPT from the academy to national security managers.

Abstract:
Despite the global financial and economic crises and a sharp downturn in the domestic economy between 2008 and 2009, Ireland managed to attract large inflows of foreign direct investment (FDI) in 2010. Inward FDI (IFDI) flows in 2010 were at a similar level to those in 2009, the second highest in Ireland's FDI history. However in 2011, there was a decline in such flows. While Ireland's economy has been greatly affected by the global crisis, Irish government initiatives have further fostered the country's attractiveness as an investment location for the world's firms. All indications are that Ireland's IFDI performance will continue to surpass that of most countries into the near future.

Abstract:
In 2011 and the first half of 2012, inward FDI (IFDI) flows to Germany continued to be relatively strong. Germany attracte market-seeking MNEs, as its economy showed remarkable economic growth despite the ongoing problems in many other countries of the Eurozone. In the second half of 2012, IFDI flows turned sharply negative, declining for the year as a whole to only US$ 7 billion, compared with US$ 49 billion in 2011. This decline reflects the difficult financial situation of many companies, including banks in the Eurozone, and could also dampen inflows in 2013. In the longer-term, Germany could profit again from rising FDI as its economy has successfully implemented reforms over the past decade, and the German Government has continued to keep its investment policy regime open.
