Abstract:
ON SEPTEMBER 7, 1944, an economic department was formed at the People’s Commissariat for Foreign Affairs of the USSR, marking the beginning of modern Russian economic diplomacy. Over the course of its existence, the current Department of Economic Cooperation (DEC) of the Russian Ministry of Foreign Affairs has undergone numerous transformations, gradually expanding its functions as the foreign economic agenda has expanded and become more complex. The DEC is celebrating its 80th anniversary amid radical geopolitical changes that will shape the configuration of the future world order. This is a period of significant challenges and great responsibility, as well as remarkable opportunities. The current historical phase is marked by significant turbulence in the international relations system, as the collective West’s claims to civilizational exceptionalism have proven untenable and Western regulatory mechanisms have failed to ensure sustainable development of the global economy. The Western powers are attempting to maintain their dominance by systematically weakening potential rivals and securing a generally subordinate position for countries of the World Majority.

Abstract:
China is assertively developing its relations with South Asian states. Constructions of huge projects and massive economic investments demonstrate China’s intentions for long term presence in the region. Apart from seeking lucrative trade opportunities, the regional seaport facilities initiated by China primarily for economic purposes have also been brought secure and easy access of China into Indian Ocean via South Asia region. Interestingly most of these regional projects are being financed by Chinese state owned enterprises which seem to be a reflection of China’s global intentions of dramatic economic expansion in different regions. However, China’s true concerns in South Asia can possibly be explored only by identifying the dynamics of its economic integrations with regional states. Certainly it would assist further to anticipate about regional implications escalating by China’s regional integrations. That is the foremost purpose of this study to understand the dynamics of China’s economic diplomacy in South Asia and identifying its possible implications for the region.

Abstract:
For this purpose, and along with this introduction, the article is struc-tured in three other sections. The first concerns the understanding of the main characteristics found in the foreign policy developed over the admin-istrations Mandela, Mbeki and Zuma. The second, on the other hand, refers to the Ramaphosa administration, whose objective will be to demonstrate the existence of points that symbolize convergence or divergence in its foreign policy when compared to previous governments. Finally, the third section corresponds to the final considerations, when it is expected to conclude that the current foreign policy maintains universality in foreign policy, multilat-eralism and economic diplomacy, initiatives that were already constant in previous administrations.

Abstract:
As the United States and People’s Republic of China jostle for influence among member-states of the Association of Southeast Asian Nations (ASEAN), the Russian Federation has also declared the bloc a priority. Southeast Asian nations, in turn, would like third powers to counterbalance Beijing and Washington in the region. However, Russia has not made a huge impression in the bloc since its first summit with ASEAN in 2005. Economic success has been mostly limited to bilateral trade centered around arms sales, while security partnerships have not been forthcoming. Part of the problem is that Russia lacks historic ties in its former Cold War rivals, which are also ASEAN’s largest economic powerhouses, to lean on. More crucially, Southeast Asian nations perceive Moscow as deferential to Beijing’s geopolitical ambitions in the region.

Abstract:
Economic diplomacy in the 21st century will face a different set of challenges stemming from the changed global economy, US-China tensions, as well as a backlash against globalisation, among others. Therefore, the conduct of economic diplomacy, i.e., how a country manages its foreign economic relations including trade and investment, must adapt. The framework for economic diplomacy should seek to balance commercial openness with strategic foreign policy aims, broadly defined. It should situate a country within the 21st century global economy with its new drivers, promote a rules-based system in order to mitigate Great Power tensions, and recognise that all foreign economic policy is ultimately also domestic. There is no one general approach but there are several principles, each with their own challenges, for governments to consider, which is set out in this Strategic Update.

Launched in 2013, China’s Belt and Road Initiative (BRI) is a highly ambitious development effort that would sew together infrastructure projects across more than 70 countries. Estimated to comprise of more than USD $1 trillion in Chinese investment, the BRI is arguably China's broadest economic engagement effort with the rest of the world — enhancing its connectivity through Southeast, South, Central, and West Asia; Africa; Europe; and South America. The Asia Society Policy Institute project – Navigating the Belt and Road Initiative – examines BRI with the aim of setting forth actionable recommendations for how China and partner countries can help ensure that BRI projects yield beneficial and sustainable developmental, economic, environmental, civic, and social outcomes. 8. Can China’s Diplomatic Partnership Strategy Benefit Outward Foreign Direct Investment?

Abstract:
In the context of global integration, whether a diplomatic partnership strategy can promote outward foreign direct investment (OFDI) and how it works are very important issues for China. Based on a dataset featuring China’s partnerships collected from the Ministry of Foreign Affairs website, we establish an empirical framework to assess the role of China’s diplomatic strategy in its OFDI arising from partnerships since 1993. The results show that the establishment or upgrade of partnerships has had a positive effect on Chinese firms’ decisions on OFDI for at least the short term, especially for firms with higher demand for policy guarantees from the government, such as noncentral firms and non-Beijing firms. The results also show that the increase in OFDI is concentrated in host countries with higher political risks, such as developing countries, neighboring countries, and Belt and Road countries, which is consistent with China’s diplomatic focus. Our research proves that China’s diplomatic strategy can assist firms to invest abroad.

9. China’s Growing Engagement in South Asia: Challenges for the US

Abstract:
India, often considered the natural leader of South Asia, is facing stiff competition from China. The recent tilt of the “non-nuclear five” South Asian states (i.e. Bangladesh, Sri Lanka, Nepal, Maldives and Bhutan) toward China has become quite visible as China has significantly increased its influence across the region through investment, trade, military ties, diplomatic and cultural initiatives. Meanwhile, the US envisages playing a more prominent role in South Asia by teaming up with India to challenge China and exert influence in the Indo-Pacific region. A key consideration in the US “Free and Open Indo-Pacific Strategy” hinges on India’s influence in South Asia. This paper looks closely at how Chinese bilateral trade, investment, political and military ties with the “non-nuclear five” nations have evolved and how that may affect India’s ambitions in the region. Recommendations are offered for both the US and India on how they may retain their supremacy in the region despite an ambitious and resourceful China.

Abstract:
This paper investigates how China appeals to other countries by utilizing soft power in ensuring their participation in the Belt and Road Initiative (BRI), which seeks to revive ancient Silk Road through infrastructure, trade, finance and other linkages. By employing a behavioral and contextualized explanation for soft power, this investigation reveals that Chinese state actively pursues a soft power-oriented economic diplomacy for BRI and relies on hard power resources for its effectiveness. Furthermore, China takes advantage of the power vacuum in the global economy and embraces a liberal economic vision for the international system in its diplomatic activities emphasizing the importance of globalization, free trade, infrastructure investment, and win-win cooperation in achieving high levels of economic development. While China frames BRI mainly in terms of economic development purposes, China’s soft power appeal to other countries is likely to have important political and security implications for the international system.
