31. The Effects of Technological Similarity and Diversity on Merger and Innovation

Abstract:
This paper examines drivers of merger partner selection and impacts of those factors on post-merger innovation outcomes analyzing 1,432 merger transactions in U.S. ICT industries. Throughout the paper, technological similarity between merging firms and technological diversity of an individual firm are important factors affecting firms' merger partner choice. In order to show their impacts on merger partner selection, we use a two-sided matching model as a theoretical framework and employ a maximum score estimation as an empirical methodology. With these empirical strategies, our findings are summarized as follows. First, technological similarity between merging firms has positive effects on merger value creation. This implies that similar technologies between merging firms plays an important role in choosing their merger partners. Second, technological diversity of an individual firm increases expected merger values. This means that firms tend to choose their deal partners with diverse technologies for the purpose of maximizing their expected merger values. Lastly, we estimate post-merger innovation impacts for actual merger transactions. As a result, estimated merger values created by technological similarity and diversity increase the number of merged firms' patents after merger. This implies that expected merger values are realized through the channel of post-merger innovation outputs.

Abstract:
Faced with fluctuating oil prices and other uncertainties, the oil-rich countries of the Middle East and North Africa have made efforts—some for decades—to diversify their exports, in order to reduce their dependence on oil revenue and generate much-needed jobs. The results of these diversification efforts have been disappointing overall, raising concerns about the region's stability and potential risk to the global economy. Transparent public debates and dialogue are needed, especially with the private sector, about policies that have worked and those that have not, the costs and benefits of various diversification strategies, and improving governance of public resources being used for diversification.

Abstract:
Durante la mayor parte del siglo XX, el contexto económico y político en Colombia ha sido caracterizado por políticas de desarrollo regional implementadas de modo jerárquico y vertical por parte del gobierno nacional. Sin embargo, durante las últimas décadas de descentralización, democratización y neoliberalización del Estado en Colombia han surgido nuevas formas de pensar cómo se gobierna y planea el desarrollo de los territorios. En este contexto, el concepto de gobernanza, basado en la idea de que las decisiones de gobierno y política pública deben hacerse a través de redes y asociaciones horizontales entre actores del gobierno, del sector privado y de la sociedad civil, se ha generalizado y expandido a gran velocidad por el país. Hoy en día, no sólo en Colombia sino en toda América Latina, difícilmente podemos encontrar unas guías sobre desarrollo territorial que no incluyan los procesos participativos, la planificación estratégica o las asociaciones público-privadas (APP) como instrumentos deseables en el diseño, planeación e implementación de políticas públicas de desarrollo económico local y regional. La idea de gobernanza es útil para ir más allá de dicotomías como Estado vs. sociedad, o público vs. privado que, por mucho tiempo, han dominado los estudios de gobierno y desarrollo. No obstante, es importante también entender cómo la mezcla de las nuevas herramientas de la gobernanza y las dinámicas institucionales propias de Colombia hace que las relaciones, supuestamente horizontales, de la gobernanza y sus beneficios para el desarrollo local no sean tan fáciles de alcanzar e implementar en la práctica.

Abstract:
The fundamental rules of conventional sovereignty are that states will refrain from intervening in the internal affairs of other states, are afforded the right to determine their own domestic authority structures and are freely able to decide what international agreements they choose to enter or not. In principle these concepts have been widely accepted, but are often violated in practice. While conventional sovereignty would appear favourable in theory, realistically, the domestic affairs and foreign policy decisions of states can and do have consequences for others. Poor governance in one state can produce regional instability, from uncontrolled migration across borders, uncontrolled arms trade and other illicit trafficking or the rise of militant nonstate actors. Economic, environmental and health policies of one state can affect the food, water, health and economic security of another. These transnational issues are increasingly complex because the world is more globalized than ever before. No state exists in a vacuum. Therefore, it is often within a state’s interest to influence the policy decisions of its neighbours. Pragmatism often trumps abstract theoretical ideals. The lead package of this issue examines the challenges of securing Canada’s sovereignty from modern threats. When discussing Canadian sovereignty the Arctic will invariably be mentioned, and indeed is the focus of fully half of this edition. David Bercuson, Andrea Charron and James Fergusson argue that the perceived threats to Canada’s sovereignty in the Arctic are overblown, resulting in alarmist rhetoric. Robert Hage, Rob Huebert and Petra Dolata, however, content that Canada must be vigilant if it does not wish to erode sovereign control of its Arctic territory. Going beyond the arctic circle, Hugh Segal and Heidi Tworek discuss the challenges of defending against hybrid threats and outline possible steps in response to such perils. From coordinating with our closest allies to no longer tolerate attacks against the integrity of our most valued institutions, to increasing transparency of activities and strengthen public trust in Canadian democracy via domestic measures. Finally, this package concludes on the issue of border control. Vanja Petricevic discusses the shortcomings of Canada’s current management of asylum seekers and how the concept of sovereignty is being adapted to address modern migration challenges. While Kyle Matthews asserts the importance of holding Canadian citizens responsible for their actions abroad because to do otherwise is not only dangerous, but an affront to Canadian ideals. Contemporary transnational challenges are complex and dynamic. The climate is changing, technology is enabling previously unimaginable feats, and global demographics and migration are creating new points of contention. If Canada is to navigate these issues, and defend its sovereignty, it must work closely with its international partners and ensure that it is capable and willing to stand on guard for thee.

35. Determinants of Tourism Demand in the SADC Region

Abstract:
This study estimates the determinants of tourism demand in Southern Africa Development Community (SADC) region using Generalised Least Squares (GLS) estimation procedure and panel data for the period 1997-2015. The results obtained suggest that the elasticities of tourism demand with respect to real capital investment on the tourism sector, real exchange rate, real gross domestic product (GDP), proportion of population with access to internet and global peace index are positive, while that with respect to inflation rate is negative. These results imply that for any country in the SADC region to attract more arrivals of tourists: it should invest significantly on the tourism sector, in terms of upgrading tourism infrastructure; implement exchange rate policy that is favourable to international tourists; and promote a reputation of being a peaceful and less corrupt country. Since tourism has strong linkages with other economic sectors, it is an ideal prospect for economic diversification.

Our research shows that structural change in Africa is relying on a new set of economic activities, called ‘industries without smokestacks’, created by recent technological changes and a changing global market place. Adopting a broad concept of industrialization is crucial to recognizing that manufacturing, while important, is not everything. However, a lot needs to be done internationally, regionally and at the country-level to push these unique drivers of structural change.

Understanding the nature of work performed by women in India requires first of all that we broaden our understanding of what is work, and recognise the different kinds of socially necessary as well as other work. The nature of work and how to capture it in empirical data have indeed been among the most complicated and debated issues in social sciences. This is particularly so in societies where much work occurs in informal, often even very private, settings that can be very hard to identify, let alone measure. The fact that international definitions of work and of economic activity have themselves been changing over time only adds to the complexity.

Abstract:
The economy of Panama has thrived for more than a decade, based on a modern service sector on the activities surrounding the Canal. Panama has inserted its economy into global value chains, providing competitive services in logistics, ship handling, financial intermediation, insurance, communication and trade. The expansion of the modern service sector required significant non-residential construction, including office buildings, commercial outlets, warehouses, and even shopping malls. Large public infrastructure projects such as the expansion of the Canal, the Metro, and Tocumen airport, have provided an additional drive and paved the road for productive diversification. But productive diversification does not spread randomly. A country diversifies towards activities that demand similar capacities than the ones already in place. Current capabilities and know-how can be recombined and redeployed into new, adjacent activities, of higher value added. This report identifies productive capabilities already in place in Panama, as signaled by the variety and ubiquity of products and services that is already able to manufacture and provide competitively. Once there, we move on to identifying opportunities for productive diversification based on technological proximity. As a result, we provide a roadmap for potential diversification opportunities both at the national and sub-national level.

39. The Workforce of Pioneer Plants

Abstract:
Is labor mobility important in technological diffusion? We address this question by asking how plants assemble their workforce if they are industry pioneers in a location. By definition, these plants cannot hire local workers with industry experience. Using German social-security data, we find that such plants recruit workers from related industries from more distant regions and local workers from less-related industries. We also show that pioneers leverage a low-cost advantage in unskilled labor to compete with plants that are located in areas where the industry is more prevalent. Finally, whereas research on German reunification has often focused on the effects of east-west migration, we show that the opposite migration facilitated the industrial diversification of eastern Germany by giving access to experienced workers from western Germany.

40. Portfolio Diversification Between Developed And Less Developed Economies

Abstract:
This study examines the hedging effectiveness of portfolio investment diversification between developed and developing economies; with focus on the Nigerian stock asset vis-à-vis the stock assets of the United States (US) and United Kingdom (UK). Its main contribution is in the analysis of optimal portfolio diversification using optimal portfolio weight (OPW) and optimal hedging ratio (OHR). Empirical findings show that the OPW and OHR are low, which indicates impressive potential gains from combining Nigerian stock assets in an investment portfolio with US and UK stock assets. In addition, exchange rate volatility is found to pose stern limitation on the potential benefits of this portfolio diversification arrangement. It is therefore recommended that the monetary authority in Nigeria should pursue policies towards reducing exchange rate volatility to the barest minimum. This will possibly attract more investors from developed economies who might be willing to combine Nigerian stock in their investment portfolio to minimize portfolio risk.
