21. Economic Damage from Natural Hazards and Local Disaster Management Plans in Japan and Thailand

Abstract:
Japan and Thailand are geographically similar in that both countries have a vast coastline and a population that is concentrated in urban areas. Natural hazards such as earthquakes, tsunamis, typhoons, floods, and landslides bring about a considerable amount of damage every year. To counter these natural hazards, both countries have developed disaster management laws at the national, provincial, and prefectural levels. Establishing and executing local disaster management plans is particularly important as the initial response to a disaster is first performed at the local level. In this study, we have focused on the local disaster management plans in Thailand and examined the state of the development of the plans, which are essential during a post-disaster period. We also found that in Japan there was a defined tangible system of cooperation with the private sector based on the unique characteristics of each local government.

Abstract:
Arange of actors are manipulating the information environment to exploit the COVID-19 crisis for strategic gain. ASPI’s International Cyber Policy Centre is tracking many of these state and non-state actors online, and will occasionally publish investigative, data-driven reporting that will focus on the use of disinformation, propaganda, extremist narratives and conspiracy theories by these actors. The bulk of ASPI’s data analysis uses our in-house Influence Tracker tool - a machine learning and data analytics capability that draws out insights from multi-language social media datasets. This new tool can ingest data in multiple languages and auto-translate, producing insights on topics, sentiment, shared content, influential accounts, metrics of impact and posting patterns.

Abstract:
On March 2-4, the EastWest Institute (EWI) and Konrad-Adenauer-Stiftung (KAS), in concert with the Institute of National Security Studies Sri Lanka (INSSSL) and Consortium of South Asian Think Tanks (COSATT), convened a high-level dialogue entitled: “Water Security and Disaster Management in Asia” in Colombo, Sri Lanka. The dialogue, second in the project series, brought together experts from both the public and private sectors in India, Pakistan, Bangladesh, Nepal, Sri Lanka and the Maldives to jointly analyze threats to water security in Asia in the face of worsening hydro-meteorological disasters due to climate change. The two-day dialogue consisted of six panel discussions on varied topics related to the politicization of water security, including the economic vulnerabilities of the water crisis and stakeholder engagement, among others.

24. The Disaster in Lebanon and Challenge for the Biden Administration

Abstract:
The disastrous state of affairs in Lebanon is mainly a result of failed governance for the past several decades. The 1989 Taif Agreement that defined peace after Lebanon’s civil war created a balancing act among various warlords and political figures who divvied up the government by sectarian affiliation. Since then, government institutions have been weakened, public employment has become a function of constituent services, contracts and social services have been doled out without any transparent process and necessary reforms have been ignored. Humanitarian consequences of this mismanagement are widespread. Social services are lacking. Public schools, health and social services, a pension system and labor laws are inadequate; and there is little protection for civil and human rights and environmental protection. In addition, there are more than 1 million Palestinian, Syrian and other refugees in the country, exerting extreme pressure on the country’s socioeconomic requirements and infrastructure. Infrastructure investment has been ignored, and 80% of hospitals and 70% of schools are run by the private sector. The economy has been running disproportionately on remittances from Lebanese emigres and tourism. The banking system, which was highly praised until a year ago, attracted hard currency and euro-bonds by offering high interest rates in order to feed a deficit-spending government, only to default when the government failed to honor the bonds due. In October 2019, the government blundered by imposing a tax on the popular, free telecom app, WhatsApp, to pay for increasing public deficits of its own making. The people had enough; they were outraged. They lost what remaining faith they had in the government, and on October 17 demonstrations erupted across the country, across all sects, generations and political persuasions. The people were upset as they experienced an increasingly poorer quality of life, especially after the Lebanese lira rapidly declined in value due to the lack of stable reserves to support the currency. In 2019, Lebanon had the third-highest debt-to-GDP ratio in the world, and its bonds are now “junk” on the international markets. It imports 80% of what it consumes. The country is broke, with little support from expatriates and allies and a ruling class that shows no willingness to reform. In 2018, the international donor community, in an effort called the CEDRE program, agreed to support Lebanon once it undertook systematic reforms. These have been neither instituted nor implemented, leaving $11 billion in international aid on the table. Subsidies on food, fuel and medicine are set to stop in December due to a lack of government reserves. Inflation is well over 200% for food items, over-the-counter medicines are almost non-existent due to hoarding and the middle class is rapidly disappearing. Banking-sector capital controls make it almost impossible for depositors to have access to their funds, and the failing exchange rate means that people who withdraw their lira face an immediate decline in purchasing power. The demonstrations were remarkable in their intensity and breadth; and it was only a matter of time before their concerns had to be addressed. The first casualty was the then- (and now again) Prime Minister Saad Hariri, who resigned, along with several of his ministers and Members of Parliament.

The explosion in the Port of Beirut on August 4 caused domestic reverberations throughout Lebanon. With close to 200 people killed, over 6,000 wounded and damages estimated at over $15 billion, the public outrage toward the ruling elite was immediate and damning (Daily Sabah, August 12). The political classes were already subjected to heavy criticism for an ongoing economic crisis that has left 55 percent of the population living below the poverty line, while remnants of the October 2019 protests against political corruption remain active (Middle East Monitor, August 20). In the aftermath of the explosion, public ire accelerated swiftly. No group has come under more scrutiny, or been blamed more directly, than Hezbollah.

Four experts discuss the deadly Beirut explosion as it relates to the Lebanese political system, Hezbollah hegemony, and foreign aid. On August 13, The Washington Institute held a virtual Policy Forum with Saleh Machnouk, Hanin Ghaddar, Matthew Levitt, and Charles Thepaut. Machnouk is a columnist at the Lebanese daily an-Nahar and a postdoctoral fellow at the University of Cambridge. Ghaddar is the Institute's Friedmann Fellow and a former journalist with the Lebanese media. Levitt is the Institute’s Fromer-Wexler Fellow, director of its Reinhard Program on Counterterrorism and Intelligence, and creator of its newly released Hezbollah Select Worldwide Activity Interactive Map and Timeline. Thepaut, a French career diplomat, is a resident visiting fellow at the Institute. The following is a rapporteur’s summary of their remarks.

27. Picturing Accountability: What We Learned from the Photography of the Rana Plaza Disaster

Visual evidence can be a powerful part of strategies for pursuing accountability and social justice, and with the means of recording and viewing images now literally in our hands, we are becoming ever more sophisticated makers and users of visual evidence. This essay examines the role of photography in creating visual evidence in support of struggles for accountability. It draws on one photojournalist’s experience of photographing one of the worst indus­trial accidents in world history, the collapse of the Rana Plaza factory in Bangladesh in 2013, as well as its aftermath in the lives of those affected. Visual evidence frames accountability demands because it can produce powerful emotional and moral responses to social injustice, as was seen in the response to the video of George Floyd’s murder; these responses make it possible to build solidarity across groups and geographies, as the Black Lives Matter movement showed. Yet activists have often struggled with precisely the problem of how to use images of pain and suffering, for fear of further victimizing their subjects or of inuring viewers to such images through their overuse or abuse. These are some of the thorny questions addressed here. Among the key themes of this paper is that it matters not only what the images depict, but why they were produced, and by whom. Images that promote accountability through solidarity are not (just) digital commodities to be circulated to support a particular struggle; they are a form of testimony or witnessing that is rooted in fellowship and humanitarian principles. Yet while visual evidence can help frame and amplify accountability demands, pictures are rarely enough to hold the powerful to account. Bangladeshi garments workers have continued to face violations of their labor rights, despite a series of efforts to improve factory safety by governments, trade unions, and firms since Rana Plaza. Most recently, workers and local firms have struggled to get paid for clothes they have already produced, as international brands have refused to pay up at a time when the COVID19 pandemic has led to economic crisis and falling fashion sales. Images of clothing labels in the rubble of Rana Plaza fingered the brands involved in sourcing garments in the unsafe building, and in so doing may have tarnished their reputations briefly; but they had no lasting impacts on those firms’ legal liability or profitability. Visual evidence plays its main role in framing the demands for accountability, we argue, by identifying and allocating responsibility, making plain the scale or severity of the human costs for failures, and by raising awareness and questions about how systems fail and who pays the price. Pictures allow us to see the human face of the tragedy and to remember the need for change. Pictures also let us see garments workers as they organize and fight for their rights, reminding us that they are not helpless victims, but agents of their own empow­erment, despite the (visibly) great odds against them. Based on the analysis here, a collaboration between a photojournalist who photographed Rana Plaza and a researcher who studied the disaster, we propose that accountability research could usefully pay more attention to the visual, artistic and cultural repertoires so often involved in accountability struggles. There is much to learn about how visual repertoires have been deployed. Those who commission photography in the pursuit of social justice could valuably strengthen their relationships with visual activists and photographers, helping them build sustained engagement with frontline actors. Popular music, street art and video all appear to have had powerful framing and norm-shifting impacts in accountability struggles; in part this paper is a call for the transparency, participation, and accountability field to invest in better understanding of how visual evidence works in accountability struggles, and how it might empower those facing powerful opponents. The ethics and politics of visual evidence are shifting fast with the social media age. Among the themes we address here are: how can activists on the frontlines of struggles for accountabil­ity navigate this terrain? What principles and practices are important?
