11. The Road to Digital Unfreedom: President Xi’s Surveillance State

Abstract:
Since President Xi Jinping came to power in 2012, China has significantly increased controls over its already censored cyberspace—with a ruling that will allow jail terms for spreading “rumors” online, a cybersecurity law that will facilitate state control and data access, crackdowns on unauthorized VPN connections, and emphasis on the concept of “internet sovereignty.” At the same time, technological innovations in such areas as big-data analytics, artificial intelligence, and the Internet of Things are increasingly being harnessed to monitor the lives and activities of China’s 1.4 billion people. The new arsenal of the Chinese surveillance state includes mass video-surveillance projects incorporating facial-recognition technology; voice-recognition software that can identify speakers on phone calls; and a sweeping and intrusive program of DNA collection. In addition, officials are at work on a nationwide Social Credit System (SCS) intended to assess the conduct of every Chinese citizen.

12. Transcultural Memory and Social Media in the Context of Migration: A Case Study from South Africa

Abstract:
Theoretically rooted in memory studies (notably the concept of "transcultural memory") and methodologically based on interviews with African migrants in South Africa, this paper explores the use of social media and Internet–based communication applications in the context of migration. Results indicate that participants use digital media platforms not only to exchange personal news, but also to engage in mnemonic practices. It is argued that conjuring up memories of home and fondly remembered episodes experienced with social groups deepens the sense of belonging for migrants in a context of alienation and isolation.

13. Evolve or Perish: The Global Forces Changing the Business of Banks

Abstract:
Following the 2008 financial crisis, the Group of Twenty embarked on an ambitious financial regulatory reform plan that has seen many banks worldwide make substantial progress in terms of both capitalization and governance. Over this period, banks have also become increasingly exposed to business risks from digitization, artificial intelligence and cybercrime, and major investments are necessary to manage these risks. New regulations have been introduced in the European Union to reduce these risks, but their associated costs have potentially created a lasting competitive disadvantage for European banks. This situation has raised some key questions that deserve to be discussed and investigated: How does regulation — including that outside the sector — affect banks’ ability to compete globally? What will be the impact of fintech players as well as globally active banks from China and other emerging markets? Can the Basel regulatory framework and Financial Stability Board (FSB) ensure a level playing field globally going forward, or has the regulatory pendulum swung too far? How will the supervisory approach need to be adapted to the changing structure of the global financial system? Moreover, how will the implementation of Basel reforms affect the industry? These and other questions remain about the effectiveness of the already-achieved reforms as well as their future direction. These issues were at the core of CIGI and Oliver Wyman’s fifth annual Financial Regulatory Outlook Conference, held in Rome on November 28, 2018. This conference report summarizes the key points of discussions at the conference, with a special focus on the 10 years of regulatory reform that was conducted under the auspices of the FSB and the new forces that are currently affecting banks and could have an impact on the future.

Abstract:
The digital transformation provides developing economies new opportunities to leapfrog industrial age infrastructure, to draw on the vast knowledge spillovers from the internet, to take advantage of new markets offered by digital platforms and to exploit production possibilities enabled by digital technologies. It also increases the distance to the technological frontier as leading-edge countries race forward, creates new competitive challenges in capturing production mandates in tasks that can be automated and poses daunting new governance challenges. Developing countries can leverage the valuable data they generate, given their population size, rapid adoption of mobile technology and digital procurement potential, to improve the bargains they strike with advanced country suppliers and platforms and in trade negotiations.

15. Politics and Social Media in the Middle East and North Africa: Trends and Trust in Online Information

Abstract:
Political interest has decreased and plateaued post-Arab Spring in the Middle East and North Africa, possibly due to political fatigue. Moving from 2006-2013 to 2016-2018, citizens reporting interest in politics has decreased by 11 points. In spite of this, MENA citizens are more informed about political events in their countries relative to their interest in politics. Those with higher education were more likely to be politically informed and interested, but no consistent trend was found across age groups. • Across MENA, citizens have been consistently finding politics too complicated (74 percent in 2018). Besides highly educated Egyptians and Kuwaitis who had greater ease in navigating politics, only minor dierences were observed across years, education levels and age groups. • Almost all MENA Internet users use social media for at least 2 hours a day, with nearly half of them being heavy users. Facebook has the largest and widest spread of users, capturing 74 percent of the region’s Internet users. • Social media has captured a significant share of the political information market, with 36 percent of MENA citizens citing social media as their primary source of information for breaking news. Five-in-ten of both youth and those with higher education preferred using social media to tune into political events. Greater trust in social media over traditional media var-ied greatly across countries, potentially due to the dierences in level of statecontrol of the latter. • Overall, these findings from nationally representative public opinion surveys carried out by the Arab Barometer carry important implications for the future use of social media in mobilizing Arab citizens in political causes.

Abstract:
Computational Social Science emerged as a highly technical and popular discipline in the last few years, owing to the substantial advances in communication technology and daily production of vast quantities of personal data. As per capita data production significantly increased in the last decade, both in terms of its size (bytes) as well as its detail (heartrate monitors, internet-connected appliances, smartphones), social scientists’ ability to extract meaningful social, political and demographic information from digital data also increased. A vast methodological gap exists in ‘computational international relations’, which refers to the use of one or a combination of tools such as data mining, natural language processing, automated text analysis, web scraping, geospatial analysis and machine learning to provide larger and better organized data to test more advanced theories of IR. After providing an overview of the potentials of computational IR and how an IR scholar can establish technical proficiency in computer science (such as starting with Python, R, QGis, ArcGis or Github), this paper will focus on some of the author’s works in providing an idea for IR students on how to think about computational IR. The paper argues that computational methods transcend the methodological schism between qualitative and quantitative approaches and form a solid foundation in building truly multi-method research design.

Abstract:
Digital culture already is the present in which we live. The wounds of transition from the analogue model are being gradually left behind and a new model of culture has taken root in our societies. A model whereby users are no longer limited to consume what the media and cultural societies generate, but are now active elements in their circulation and, often, of creativity itself. Evidentently, this new model has generated disruptions and transformations, which, in the case of music, were initially dramatic. But right now the music market is taking advantage of the oportunities in the Internet, and has been growing during the last four years, with the digital market in Spain receiving in 2016 over one hundred million Euros -61% of its revenue. (Promusicae, 2017), while a new panorama is consolidating with new actors, new relationships among them and new ways of action from authors, industries, technologies and users. This work will explore the exisiting interweaving tensions, endeavoring to point out some ecommendations towards a horizon that brings together the potentialities of technologies, the fair remuneration of those whose way of life is music, and the daily practices of the listeners who make music so important .

Abstract:
The Islamic Republic of Iran entered into a new era of public diplomacy following Hassan Rouhani’s victory in the June 2013 presidential election. Iran seeks both to revitalize its soft power tools and reach out to the international community through a more moderate, tolerant, and open dialogue policy. Digital diplomacy and social media have become increasingly important to this end. The author expounds on the new administration’s social-media friendly approach to fulfilling its foreign policy goals, in addition to taking stock of the soft power initiatives undertaken by international actors, and the possible obstacles for Iran in employing these same methods.

Abstract:
The internet penetration and the consequent creation of hyper-connected reality has exposed the Singaporean population to much more diversity of thoughts and influences. In this environment, efforts to maintain social cohesion and multicultural tolerance among the population is now even more challenging. In light of this, this paper attempts to explore the means available to maintain pro-social behaviour and build a culture of respect online. By assessing the current measures undertaken in Singapore, this paper argues that the majority of the strategies are “mind changing” such as education and awareness raising campaigns. However, by taking into account the specificity of the internet interaction, it is suggested that these strategies could be further enhanced by adopting a “context changing” approach in the online interaction by using specific behaviour influencers such as social norms, priming and messenger approach.
