21. Syrians in the USA: Solidarity Despite Political Rifts

Abstract:
The Syrian American diaspora has been actively engaged in the Syrian uprising through the provision of humanitarian assistance and the entry into political advocacy work. Yet, the Syrian diaspora in the U.S. does not represent a homogenous population group nor a unified political position. On the contrary, assessing the dynamics of the diaspora since 2011 reveals important transformations within diasporic groupings, with the 2011 uprising acting as a catalyst for the emergence of new fractures. Through a mixture of desk research and interviews with key members of the Syrian American diaspora, this paper investigates the evolution of the community and discusses the potential role of the diaspora in a post-conflict Syria. By assessing current and evolving trends within the diaspora from 2011, it is possible to shape future reconstruction plans to effectively include the Syrian American diaspora.

Abstract:
The Armenian diaspora is considered typical in that it has both the characteristics of a classical dispersion and a modern diaspora; however, due to current economic hardships in the Republic of Armenia (RA), it is facing a new set of complications and is reshaping itself into a post-modern plural unit. Using a historical overview, this paper offers an empirical analysis of the diverse Armenian diaspora and investigates its post-genocide transformation. The paper explores the formal and informal institutions in host countries intended to preserve the Armenian identity and the networks used to maintain links with Soviet Armenia. In addition, the paper assesses the shift in the very nature of the diaspora resulting from the post-Soviet independence of Armenia. Focusing on the question of identity and integration, the paper explores various factors, such as language, intermarriage, political participation, the ambivalence between the adopted country and the ancestral fatherland, as well as the conflict between an unattractive weak state and a challenging everyday life. The paper demonstrates how this duality is manifested, and the various responses of Armenians when confronted with civil war in host communities or when the host country is at war with a neighbouring country, looking in particular at the role of elites in both host countries and the homeland. The paper will concentrate on two distinct time periods: the Soviet era (1920 to 199) and globalization era (1991 to 2015).

23. Israel Apartheid Week 2018

Abstract:
In comparison to previous years, the 2018 Israel Apartheid Week (IAW) was somewhat smaller in scope, and calmer in the level of energies it generated among both protagonists and antagonists. Still, it would be unwise to dismiss the IAW phenomenon as insignificant. In addition to the repercussions of the cumulative effect of efforts to delegitimize Israel in general, and efforts to equate Israel with apartheid during IAW in particular, the growing number of Jewish students who support and even instigate passionate campaigning against Israel is troubling. While the Israeli government's controversial policies vis-à-vis the Israeli-Palestinian conflict fuel some of the events, IAW, similar to the BDS campaign, should not be mistaken for a pro-peace, pro-two-state, or pro-dialogue endeavor. Thus, both the State of Israel and Israel supporters should be minded toward engaging in a long term effort; strive to develop quantifying and measurement indices capable of obliterating the "noise" generated by IAW; monitor new trends in the phenomenon; and enable free and secure flow of knowledge between all relevant players in their efforts to counter IAW events. Findings also emphasize the state's important role in working systematically and strategically to bridge between the Jewish communities in Israel and in the Diaspora.

Abstract:
This article argues that, while initially constrained by U.S. Cold War policies both in the Americas and in Asia, China’s 1949 Communist Revolution could finally have a transformative impact on Latin American Chinese overseas community after the Cuban Revolution opened up new avenues for socialist influence in Latin America. By using new archival sources and interviews, we will analyze this changing impact by highlighting the intertwined layers of shifting power structures with a specific focus on the Chinese community in Cuba.

Abstract:
Globalization has played a crucial role in growing number of migrants across the world. These migrants have been seen as a significant diplomatic and development agent in both their origin and host countries. Kashmiri migrants across the world have assumed importance in diplomatic discourse and transformation of their long-standing dispute. However, efforts by Jammu & Kashmir governments to engage the diaspora in conflict have not been followed by formulation and implementation of appropriate policies and strategies. There appears to be an unspoken mistrust between the intentions of governments and the members of Kashmiri diaspora, which has resulted in their low utilization. Subsequently, there is a need to create an interpretative framework to advocate and effectively engage the diaspora. Therefore, the diaspora should be consulted in national action plans and diplomatic initiatives to integrate and to stimulate their sustainable role in the protracted conflict of Kashmir.

When Bill Clinton came to Bucharest in 1997, he made history as the first U.S. President to visit Romania since the fall of communism. Speaking to the Romanian public, he announced, “Your President and I have agreed to establish a strategic partnership between our nations, a partnership important to America because Romania is important to America—important in your own right and important as a model in this difficult part of the world. Romania can show the people of this region and, indeed, people throughout the world that there is a better way than fighting and division and repression. It is cooperation and freedom and peace. Our friendship will en­dure the test of time. As long as you proceed down democracy’s road, America will walk by your side.” This year marks the 20th anniversary of that U.S.-Romania Strategic Partnership, which President Donald Trump, during a meeting with President Klaus Iohannis this past June in Washington, said is now “stronger than ever.” The Partnership is unique because it is not based upon any written agreement, treaty, or compact, but by mutual respect and un­der­stand­ing, strengthened continuously over time. It is a friendship based on shared values and aspirations, including democracy, freedom, respect for human rights, and the rule of law. While usually invoked when speaking of government-to-government bilateral re­lations, the Partnership extends to people-to-people ties as well. More than 90 percent of the Romanian public rates relations with the United States as good or very good, and overall, associations between the two countries expand far beyond diplomatic obligation.

Abstract:
India has extensive experience conducting evacuation operations, but given the rising economic contributions and political influence of Indian citizens abroad and the increasing complexity of these operations, the incentives to ensure the success of future ones are now even greater. As India’s diaspora continues to grow, so will the challenges New Delhi faces in protecting this diverse and geographically dispersed population. To overcome these issues, the Indian government will have to institutionalize best practices, bolster its diplomatic and military capabilities, and improve coordination.

This paper traces the evolution of the diaspora policies and visions from the early 1990s to the present, and argues that the understanding of Russian “compatriots abroad” has never been the same; rather, it travelled a long road from revanchist irredentism of the red-brown opposition in the 1990s, to the moderately liberal pragmatism of the early 2000s, to the confrontational instrumentalization of Russian “compatriots” as a lever of Russia’s soft power in the late 2000s, and, finally, back to the even more confrontational, irredentist and isolationist visions after the Ukrainian crisis of 2014.

Abstract:
This article explores the British Mandate’s legal framework for regulating citizenship and nationality in Palestine following the post–World War I fragmentation of the Ottoman Empire. It argues that the 1925 Palestinian Citizenship Order-in-Council prioritized the settlement and naturalization of Jews in Palestine, while simultaneously disenfranchising Palestinians who had migrated abroad. Ultimately, the citizenship legislation reflected British imperial interests as it fulfilled the promises made in the Balfour Declaration to establish in Palestine a homeland for the Jewish people, while it attempted to ensure the economic viability of a modern Palestine as a British mandated territory.
