1. Social Contract and Social Cohesion: Synergies and Tensions between Two Related Concepts

Abstract:
“Social cohesion” and the “social contract” are two related analytical concepts, which have become increasingly popular among researchers and practitioners. Both concepts help to understand and characterise societies and countries by shedding light on the relationships between members and groups of society and state institutions. Unfortunately, there is often little precision in the use of the concepts. As a result, their respective analytical strengths have not always been well utilised for policy analysis and project design. Furthermore, the synergies between them have been overlooked. This paper therefore defines both concepts, considers their respective strengths and discusses the relationship between them. The concept of the social contract emphasises the deliverables exchanged between societal groups and governing authorities. Social contracts are the sum of formal and informal agreements amongst societal actors and between them and the actor in power (the government or any other type of authority) on the rights and obligations of one towards the other. Social contracts vary enormously, but all establish more stability in state–society relations, especially if they are inclusive and flexible enough to account for changes in the framework conditions. The concept of social cohesion, in contrast, refers primarily to the quality of the relations between individuals, societal groups and the state, and the underlying values, norms and attitudes that shape these relationships. Social cohesion can be characterised as the glue that holds a society together and enables it to develop a shared vision. It concerns the horizontal relationships between members of society and the vertical relationships between societal actors and political institutions. Social contracts and social cohesion affect each other. Social contracts contribute to social cohesion because the regular and predictable exchange of deliverables between societal groups and the state creates an interdependence that strengthens mutual trust, willing-ness to cooperate and a sense of common identity. Conversely, social contracts tend to be more resilient and sustainable if they are based on cohesive societies. Both concepts are thus useful for national governments and foreign donors to assess opportunities and design policies for sustainable development. The social contract concept helps us to understand the “give and take” in a country: it shows where governments could do better in delivering to society and thereby make state–society relations more stable. The social cohesion concept in turn helps to determine what holds societies together and which attributes of intra-society relations could or should be strengthened. In addition, both concepts assist foreign donors in assessing which interventions would be favourable for the internal relationships in partner countries and in thinking carefully about potential unintended harmful effects. In particular, international donors can benefit from exploiting the mutually enforcing relationship between social contract and social cohesion.

2. Constellations of State Fragility: Improving International Cooperation through Analytical Differentiation

Abstract:
State fragility has remained a pressing challenge for international security and development policymakers for more than two decades. However, international engagement in fragile states has often failed, in part due to a lack of understanding about what constitutes state fragility. Established quantitative models usually rank fragile states on one-dimensional scales ranging from stable to highly fragile. This puts states characterised by very different problems and dimensions of fragility into the same “box”. Moreover, categorisations such as “fragile”, “weak”, “failed” or “collapsed” are increasingly rejected in the Global South, thereby hampering international development and security cooperation. The “Constellations of State Fragility” model, developed at the German Institute of Development and Sustainability (IDOS), provides a more differentiated model to measure state fragility. It assesses state fragility along three continuous dimensions, assuming that state fragility is a continuous trait that affects all states to some degree: authority, capacity and legitimacy. These dimensions are not aggregated into a one-dimensional index. Instead, the model detects typical constellations across these dimensions. In so doing, it also accounts for the fact that states can perform very differently in different dimensions. Our analysis yields three main insights about what constitutes state fragility and how it can be addressed: first, state fragility, illiberalism, repression and human rights violations are interrelated; second, state fragility is not unique to the Global South, with negative trends also occurring in the Global North; and, third, differentiated, multi-dimensional models offer better starting points for addressing state fragility than one-dimensional ones. We conclude with four policy recommendations: • Improve analytical capacity by adopting a differentiated view of state fragility: International security and development policymakers would benefit from more fine-grained, differentiated assessments of state fragility. In addition, country-specific assessments of the specific local power constellations in which fragile state institutions are embedded are needed for devising adequate, context-sensitive measures. • Connect measures to address fragility with democracy protection and the protection of human rights: Illiberalism, human rights violations and repression correlate with state fragility. This also suggests that there is a close relationship between autocracy, autocratisation and fragility. Accordingly, measures to address fragility, democracy support and efforts to protect human rights must be better connected. This also implies doing “no harm to democracy” (Leininger, 2023, p. 2). • Identify conditions under which state-building can (or cannot) be pursued: It would be fruitful if international security and development policymakers engaged in thorough discussions about the conditions under which state-building can be pursued. Where existing state institutions are legitimate, they should be supported. However, donor coherence and the capacity (and political will) of donors to commit resources to fragile states and to engage long-term are also important preconditions. State-building is both a costly and a long-term endeavour. • Learning across world regions: Patterns of state fragility can be highly similar, despite geographical distance. In particular, rising illiberalism and increasing attacks on civil liberties are global phenomena. Hence, policy decision-makers and civil society organisations (CSOs) seeking to counter fragility should engage in mutual learning across the North/South divide.

3. EU Development Cooperation Policy Shifts from Charity to Self-interest

Abstract:
In recent years, the EU’s development cooperation policy has evolved, moving away from an approach based on poverty eradication and the needs of partner countries to focusing more on its own interests. This change is supported by the majority of EU members. This gives the EU the opportunity to exert strategic influence in the world but risks the loss of its unique identity as an altruistic donor and attractive partner in development cooperation. The change in the Union’s approach is consistent with the position of Poland, which can use it to reform and strengthen its development aid system.

4. More information, better knowledge? The effects of information campaigns on aid beneficiaries’ knowledge of aid projects

Abstract:
Aid beneficiaries know very little about development interventions in their own communities. This lack of transparency and information is likely to reduce beneficiaries’ ability and willingness to become active in local development. It may also dampen intended aid effects on beneficiaries’ political and social attitudes. Can targeted information campaigns strengthen beneficiaries’ understanding of aid projects? We test the effects of two types of interventions: the provision of information only and the combination of information and feedback opportunities. We embed these interventions in a panel survey in rural Mali. Our information treatment is highly customized to specific local aid projects in respondents’ locations and corresponds to beneficiaries’ ex-ante information demands. Nonetheless, two months after the campaign, we find only small treatment effects on respondents’ project-specific knowledge (type, location) and no effects on their procedural knowledge (selection mechanisms). Only people with favourable ex-ante views of the state’s rule adherence and self-identified non-beneficiaries tend to update their views on procedural knowledge. Finally, we find that the combined information and feedback treatment has an effect on respondents’ subjective knowledge, which we interpret as promising mechanisms for engaging and identifying with aid projects.

5. The EU-Africa partnership and development aid: Assessing the EU’s actorness and effectiveness in development policy

Abstract:
Development aid is considered a policy area where the EU is particularly influential. This CEPS In-Depth Analysis report provides an overview of the evolution of global and European governance in development policy and relations with the African continent. Exploring the period 1995-2021, the research highlights how global governance in development aid and relations with Africa have evolved in terms of both the tools used and the actors involved during the last decades. As supported by the EU, another important pattern is the shift from traditional official development assistance (ODA) to public-private financial frameworks, and from financing development projects to financing investment for infrastructure development. Assessing the dimensions of the EU’s actorness over time reveals an increasing trend, notably concerning its authority, autonomy and cohesion. However, more external dimensions of actorness (such as the opportunity to act and recognition) show a decreasing trend over the time period studied. The need for coherence is one of the main challenges facing the EU if it is to increase its actorness and effectiveness in development policy and its relations with Africa. Future EU policies on migration issues will also play a critical role in the EU’s actorness vis-à-vis Africa. Another challenge will be for the EU to maintain its key role as a development actor, better coordinating its development agencies and financial institutions (both national and international) to implement and coordinate public-private partnerships, co-guarantee schemes and collaborative blended finance platforms. This report is part of a series drawing on the outcomes of the EU-funded TRIGGER (Trends in Global Governance and Europe’s Role) project that ran from 2018 to 2022. Using the conceptual framework developed as part of TRIGGER, the report moves beyond observing the characteristics of the EU as an actor to explore its actorness/effectiveness over time in a specific policy domain – in this case, development policy.

6. Europe’s Global Gateway: A New Geostrategic Framework for Development Policy?

Abstract:
The proposal by the European Union (EU) to build a “Global Gateway” to the world is potentially an important juncture in EU foreign relations. Since its official launch in December 2021, most attention has been put on the initiative’s geo­strategic implications and whether the EU can compete with China. Less attention has been paid to the Global Gateway’s implications for EU development policy in terms of strategic objectives, decision-making, thematic focus and financing. Two aspects are important in this regard. The first is whether the Global Gateway is a serious proposal that can deliver on its headline promises to massively increase European infrastructure financing in developing countries, provide partners with an alternative economic and political model to that being offered by China, and make a meaningful contribution to their efforts to realise the 2030 Agenda. The EU’s announcement that the Global Gateway will generate up to EUR 300 billion in investment by 2027 grabbed headlines, many of them sceptical. There is, however, no reason to doubt that the initiative will be adequately financed. Although the planning for the EU’s international aid budget for 2021-2027 has mostly been completed, a significant proportion remains flexible and could be spent on Global Gateway projects. As for the EU’s implementing capacity, the Gateway’s financial toolbox draws on the EU’s recent experiences with the Juncker Investment Plan and the External Investment Plan, which have both been utilised by development banks and private investors. The second aspect is whether the Global Gateway heralds a change in the EU’s motivations, objectives and modalities for cooperation with developing countries and regions. On the surface, the Global Gateway does not seem to change much. There are many thematic overlaps with existing strategic frameworks for engaging with Africa and the EU’s Neighbourhood. There is even a sense that the Global Gateway turns back the clock to the days when the EU focussed aid spending on infrastructure and emphasised its “political neutrality”. The geopolitical context in which the EU finds itself is, however, being transformed by pandemic, wars and multipolarity. The impacts of epochal events such as the Covid-19 pandemic and Russia’s invasion of Ukraine are still playing out. The Global Gateway signals a major adjustment in the EU’s response to these transformations, particularly regarding its engagement with the “Global South”. This will create a new paradigm for EU development policy, defined by strategic interests. It is likely that the new geostrategic framework will weaken the EU’s commitment to, and observance of, core develop­ment policy principles, especially the focus on poverty, partner country ownership, open governance and the “do no harm” principle. The Global Gateway’s use of aid to cata­lyse commercial investment risks further instrumentalising EU development policy. Specific measures are therefore needed to safeguard and promote the principles that the EU and its member states have committed themselves to.

Abstract:
The United States provides generous aid to developing countries around the world. However, one of the conditions for aid giving is to first make sure that the receiving country is not involved in human rights violations. In this respect the US has also passed legislation in 1970s that clearly forbids aid, both economic and military, to a country involved in human rights violations. While such legislation is in place, the actual practice of aid giving often ignores the human rights violations. In this article, we focus on the US aid giving to Egypt and explore whether the US took into consideration the aspect of human rights violation by the latter. Examining US economic and military aid to Egypt over an extended period of several decades covering various regimes including that of President Sisi, we conclude that the US has consistently ignored the aspect of human rights violations as the country is vital for safeguarding US foreign policy goals in the region.

8. Humanitarian Catastrophe in Afghanistan: A Crisis by Choice

Abstract:
One of the world’s most serious humanitarian crises is taking place in Afghanistan and it is largely the result of flawed assumptions of Western policy following the Taliban’s seizure of power. The West’s suspension of development aid has led to the collapse of the economy and to hunger for millions of Afghans. Instead of forcing the Taliban to respect human rights, the actions will have the opposite effect—a humanitarian catastrophe, mass migration, and a failed state. The European Union may soon face these effects directly, so it should take steps to resume development cooperation and avert the worst-case scenario.

9. New Standard Indicators for German Development Cooperation: How Useful are “Numbers at the Touch of a Button”?

For years, German development cooperation (GDC) has been striving to become more results-oriented. In 2022, the Federal Ministry for Economic Cooperation and Development (BMZ) took an important step in this direction by introducing 43 standard indicators. The aim was to aggregate development results across themes and countries in order to present them to the public. The BMZ hopes for more effective communication with Parliament (Bundestag) and the general public, as well as more coherent reporting by Germany’s two main implementing organisations, the GIZ (Gesellschaft für Internationale Zusammenarbeit – the German agency for international cooperation) and the development bank of the Kreditanstalt für Wiederaufbau (KfW). From an international vantage point, Germany needs to catch up in respect to results orientation. Other major actors, especially the United Kingdom, the United States and multilateral development banks, introduced compre-hensive reporting systems back in the 2010s. These organisations report on 20 to 50 standard indicators to demonstrate how their activities contribute to measurable results. On this basis, they communicate more coherently with the public. BMZ aims to create a similar basis for improved communication. In a participatory process – and jointly with the GIZ and the KfW development bank – the BMZ has formulated indicators that are equally suited to implementing organisations’ political priorities and their needs. The administrative burden of collecting the standard indicators is limited by leveraging existing data. In addition, the BMZ has set methodological standards whose obligatory use is intended to increase the quality of the data collected. However, the introduction of standard indicators also entails risks: They can set perverse incentives that encourage reporting on short-term results. Such reporting can lead to a neglect of long-term effects, which are more difficult to measure. Research also shows that indicators no longer fulfil their original purpose of providing neutral representations of change if they are used to exert political control. In addition, there are methodological challenges, such as double counting across different benchmarks, as well as concerns about unrealisable expectations. Overall, we assess the development and introduction of standard indicators in GDC positively. Yet, some important decisions are still pending. The level of detail at which the data will be shared among stakeholders and the public has yet to be determined. The quality of the data collected and the transparency of reporting will in turn determine what larger effects towards an improved results orientation of GDC can be achieved. In view of the decentralised and fragmented structure of GDC, especially regarding monitoring and evaluation systems, we hope that the new indicators can foster the harmonising of the reporting systems of the GIZ and the KfW development bank. The standard indicators can also help make GDC more transparent. We therefore recommend that all data collected be made publicly available. Finally, the integrative potential of standard indicators should be harnessed to improve the division of labour between the ministry and the two main implementing organisations towards becoming learning-oriented – both in the data collection process and during evaluation.

10. Refugee Policy and Selective Implementation of the Comprehensive Refugee Response Framework in Kenya

Abstract:
Kenya’s refugee policy has morphed over time due to factors that include security threats, regional geo-politics and strategic interests. This policy brief addresses the relevance of national and regional geo-strategic interests for refugee policy in Kenya. It provides a historical overview of refugee policy in the country, highlighting the factors that account for policy fluctuations, contradictions and differential treatment of refugees hosted in Kenya, which is one of the pilot countries for the implementation of the Comprehensive Refugee Response Framework (CRRF). For policy-makers seeking to localise international refugee governance frameworks, it is important to situate frameworks such as the CRRF within the relevant national contexts because refugee hosting does not take place in a political vacuum or an ahistorical context (Jaji, 2022). Kenya is an interesting case study because the contra-dictions in its refugee policy take a bifurcated approach, in which it has approved the implementation of the CRRF’s main objective to promote refugees’ self-reliance in north-western Kenya, where it hosts the mainly South Sudanese refugees in Kakuma camp and simultaneously put on hold the implementation of the same in the north-east in Dadaab camp, which predominantly hosts Somali refugees. Over the years, the government of Kenya has threatened to close the two camps, the most recent threat being in April 2021, when it announced that it wanted UNHCR to re-patriate refugees within 14 days. Although the imple-mentation of KISEDP made closure of Kakuma refugee camp a logical course of action, the non-implementation of GISEDP in Garissa County raised concern in humanitarian circles regarding the fate of Somali refugees if Dadaab camp were to be closed without an integrated settlement similar to Kalobeyei. The geo-political context accounts for the policy dis-crepancies and ambivalence evident in how the Kenyan government has implemented the CRRF in Turkana County but not in Garissa. The complex relations between Kenya and Somalia are salient for the implementation of the CRRF in Garissa County, where the majority of Somali refugees in Kenya are hosted. Kenya and Somalia are locked in a maritime border dispute, which cannot be overlooked in trying to understand Kenya’s policy towards Somali refugees. The government of Kenya views Somalis as a threat to national security and blames them for the terrorist attacks in the country. Based on an analysis of these factors, we offer the following recommendations: • International processes such as the CRRF should be sensitive to the security and geo-political interests of host countries. Security issues between Kenya and Somalia have a uniquely negative impact on Somali refugees in Kenya, which makes humanitarian operations harder to implement in Garissa County. UNHCR and its partner organisations and funders should: • encourage Kenya to implement GISEDP and provide sustained financial contributions under burden-sharing, which would provide more incentives for Kenya to remain committed to implementing the CRRF. • clearly present the economic benefits of implementing the CRRF in terms of promoting self-reliance not only for the refugees, but also for Kenyans in both Turkana and Garissa counties. • maintain support for Kenya’s efforts to engender self-reliance for refugees in north-western Kenya and commend the country for implementing the CRRF under KISEDP while also remaining aware of Kenya’s securi-tisation of Somali refugees in north-eastern Kenya. • consider the insights from Kenya in addressing con-textual issues in other host countries that have agreed to implement the CRRF.
