4651. Monetary Policy and the Financial Accelerator in a Monetary Union

Abstract:
In this paper, we consider the effect of a monetary union in a model with a significant role for financial market imperfections. We do so by introducing a financial accelerator into a stochastic general equilibrium macro model of a two country economy. We show that financial market imperfections introduce important cross-country transmission mechanisms to asymmetric shocks to supply and demand. Within this framework, we study the likely costs and benefits of monetary union. We also consider the effects of cross-country heterogeneity in financial markets. Both the presence of financial frictions and the use of a single currency have significant impacts on the international propagation of exogenous shocks. The introduction of asymmetries in the financial contract widens the difference in cyclical behavior of national economies in a monetary union, but financial integration compensates the loss of policy instruments.

4652. Regional Inflation in a Currency Union: Fiscal Policy vs. Fundamentals

Abstract:
We develop a general equilibrium model of a two-region currency union. There are two types of goods: non-trade goods, and traded goods for which markets are segmented. Monetary policy is set by a central monetary authority and is non-neutral due to nominal price rigidities. Fiscal policy is determined at the regional level by each region's government. We find that productivity shocks alone generate significant variation in inflation across the two countries. Government spending shocks, in contrast, do not account for a significant portion of inflation variation. Varying relative country size, we find that smaller countries experience higher variability of their inflation differential in response to shocks to productivity growth. Moreover, we show that regional governments can suppress incipient inflation differentials associated with shocks to productivity growth by letting the income tax rate respond negatively to inflation differentials.

Increasing globalization – the economic integration of national economies – and the resulting governmental decentralization have obliged cities in many countries to take seriously the economy of the city. On the other hand, unless cities can be made to work, national economic growth is seriously impeded. Hence, city managers become increasingly important in economic management. The old fatalism – that economic growth is a matter exclusively for national governments – comes under threat.

Abstract:
In recent times, there has been avid policy interest in paradigms of enablement. From declarations that the poor are “heroic entrepreneurs” (de Soto 2000) to recommendations on how to capitalize on the social capital of poverty, there is a loud call to help the poor help themselves. I want to focus on a key characteristic of the enablement framework: the attention to women. The policy investment in poor women now spans a range of institutional actors – a kinder and gentler World Bank, the UN shelter debates, and the NGOs that crowd the stage of development. Microcredit programs targeting women, mothers' clubs in squatter settlements, female farming cooperatives have become standard fare. One could say that women have become the currency of this latest round of development, the “instrument,” as Jackson (1999) puts it, of enablement. Drawing upon a rich corpus of feminist research, I want to critically examine the implications of this feminization of policy.

4655. Inequalities in the Light of Globalization

Abstract:
Shortly before his death last year (2001) the Brazilian geographer and philosopher Milton Santos published a book entitled For Another Globalization. The literary scholar and sociologist António Cândido praised him as one “in whose writings scientific rigor was never an obstacle to a developed social conscience.” And although Santos viewed globalization as a “perverse phenomenon” he strove “to show that it is possible to carry it out differently.” The Santos book is but one among many works now issuing from Brazil and calling for a qualitatively different kind of globalization. At the World Social Forum II organized around the theme “Another World is Possible” held in Porto Alegre, Brazil (31 January – 5 February, 2002), thousands of voices from 135 countries likewise launched appeals for Another Globalization. These were the voices of political and church leaders; of NGO's working on diverse fronts (human rights, economic justice, debt relief, environmental protection, gender equality, democratic governance, the Tobin tax, citizen participation in public decision-making, peace, struggles against social exclusion); of rural and urban labor unions; of organizations of the landless and the homeless. Across wide differences in ideology, substantive positions and emphasis, participants at Porto Alegre II nonetheless proclaimed common value allegiances to equity and social justice over maximum economic growth, to participatory decision-making over secretive elite institutional planning, to fair over free trade, to active protection of cultural diversity over uniform economic strategies, to re-empowerment of national states as decisive agents of development over subordination to international corporations or financial agencies. They counterposed these values to their opposites, which they attributed to the elite Davos World Economic Forum, held in New York this year in support of that battered city – maximum economic growth, unregulated capital mobility, free trade, privatization, and a uniform reliance on competitive markets to serve as the motor force of national development everywhere.

4657. The Effectiveness of Special Interventions in Latin American Public Primary Schools

Abstract:
In pursuit of improved quality and more equity in education, public primary schools in Latin America have utilized several compensatory educational policies that include special interventions such as food aid programs, distribution of free textbooks, classroom libraries, in-service teacher training, extra classes and extra school sessions, tutors and mentors, and scholarships. Using data on children and schools in Argentina, Brazil, Chile, and Mexico, this paper presents the results of cross-country, empirical estimates of the effects of these interventions on language and math achievement and on the likelihood of promotion, both at the school level and at the level of individual children. Language and math achievement was measured by scores on UNESCO-developed language and math examinations administered to each of the 2,048 children in the sample. In addition, the paper addresses whether a particular intervention is equally effective in poor and non-poor environments and whether these compensatory interventions in fact target those who need them most. Empirical findings suggest that the most effective programs are classroom libraries, distribution of textbooks, distribution of food, and teacher training. For programs to be compensatory, the research indicates that better targeting of scarce resources toward low-income schools and children is needed

Abstract:
In the Soviet Union, one result of central planning was geographical decentralisation of economic activity to a large set of remote peripheral regions. For Russian post-Soviet regions an important question is whether centripetal market forces may alter the pre-existing industrial location. This paper addresses some aspects of regional economic development in Russia. The Russian economic landscape differs from what is common in market economies. Peripheral regions are generally richer than the average. During the 1990s, differences in gross regional product increased. These developments have also meant less spatial concentration of economic activity. During the last half of the 1990s, economic growth was higher in central regions than in the peripheries. If these trends continue, the Russian economic landscape will alter significantly in the future, with income per capita, total income and population being concentrated in economic central regions.
