Abstract:
With massive unemployment, insecure livelihoods and unpredictable political transitions in many fragile states, there is an urgent need to train and educate young people – tomorrow's citizens. Governments and donors now realise this, yet, according to recent documentation, donors commit only 10% of what is needed to educate and train youth in fragile situations, and provide even less. UNESCO, among others, points to the serious underfunding as the most problematic aspect of aid to education in fragile states, especially at secondary school level.

The Liechtenstein Institute on Self-Determination at Princeton University (LISD), the Permanent Mission of Liechtenstein to the United Nations, and the nongovernmental organization, Watchlist on Children and Armed Conflict, convened a workshop, “Children and Armed Conflict: How to Deal with Persistent Perpetrators?” on February 7-8, 2013, at Princeton University. The workshop brought together representatives of United Nations member states, members of the Security Council, United Nations offices including the Office of the Special Representative for Children and Armed Conflict, Department for Peacekeeping Operations, Department of Political Affairs, and Office for the Coordination of Humanitarian Affairs, representatives of NGOs, and academics to discuss strengthening Security Council action toward perpetrators of violations against children in situations of armed conflict.

Abstract:
The past decade has witnessed a resurgence of interest in investing in agriculture. In 2003, heads of state from across Africa committed to allocate at least 10 per cent of their national budgets on an annual basis to agriculture and, through their commitment to the Comprehensive Africa Agriculture Development Programme (CAADP), to reduce poverty through agriculture-led growth.1 More recently, at the 2009 G8 Summit in L'Aquila, Italy, world leaders responded to the global spike in food prices by pledging to provide $22bn over three years to promote food security in developing countries.

The exclusion of indigenous peoples is a critical issue in several countries of Latin America and has become more salient as the indigenous themselves have mobilized. Pressures from below are changing the contours of politics, most notably in Bolivia and Ecuador, but also in Guatemala, Peru, and even in Mexico, which has the largest indigenous population of any country in the Western hemisphere.

On the basis of an examination of the 'German case' on EU labour mobility. It proposes ideas on how to better foster a European fair deal on talent, one that would benefit the EU as a whole. It concludes with a proposal on how to increase the potential benefits of the freedom of movement.

156. Extending Working Life in Finland

Abstract:
This report reviews national and private initiatives to allow the elderly to continue their participation in the Finnish labour market and provides an analysis of the labour market and living conditions of seniors. We are interested in how those over 50 can be engaged in various forms of employment and lifelong learning. We find strong evidence that Finland generally provides good institutional conditions for active ageing. The quick and early ageing process was tackled by the fundamental pension reform that already prolonged retirement substantially and will probably facilitate later retirement as the attitudes concerning retirement change. On the other hand, Finland still seems to lack behind the other Nordic welfare states, has considerable problems in providing the same health conditions to low educated people in physically demanding occupations and could - with respect to family pension in particular - invest further effort in reforming the pension system. While many of the reforms Finland has conducted seem to be favourable and transferable to other European countries that still face the steepest phases of ageing in their societies, a reluctance towards changing attitudes that we observe in Finland, shows that organizing active ageing is a long-term project.

157. Extending Working Life in Belgium

Abstract:
This report aims at understanding how persons aged 50 years and older are and can be integrated into the working society in Belgium. We are interested in how people in this age group can be induced to engage in various forms of employment and lifelong learning. Based on secondary literature, descriptive databases as well as interviews with experts and focus groups, we find that the discussion on active ageing in Belgium is well advanced with numerous contributions by academics, stakeholders, social partners, the public administration and interest groups. The wish to retire at 60 is widely shared but at the same time the majority of Belgium's elderly are able and would be willing to work under specific conditions. Therefore, we recommend that Belgium should invest in more flexible systems including a revision of the tax scheme, such as the part-time retirement system proposed by the insurance company Delta Lloyd. An equally relevant recommendation would be to ensure that public employment agencies, employers and agencies that provide training encourage all workers to work and learn regardless of their age.

158. The domestic challenges in the Saudi energy market and their regional and geopolitical implications

Abstract:
Saudi Arabia's domestic energy consumption is skyrocketing. The growth of electricity demand is particularly strong and shows a high degree of seasonality due to the need for air conditioning in the hot summer months. Demand drivers are population growth, industrial development and a subsidy regime that encourages wasteful consumption. Saudi Arabia now faces a natural gas shortage and is seeking alternative energy sources like nuclear power and renewables in order to reduce the common practice of using fuel oil, crude oil and diesel in power stations. If unchecked, domestic energy demand will threaten oil export capacity and could compromise Saudi Arabia's role as swing producer in global oil markets. However, a reform of the subsidy regime is politically sensitive, because citizens regard subsidies as an entitlement. The government is reluctant to touch subsidies in order to avoid the kind of political unrest that has occurred elsewhere in the wake of the Arab Spring.

Abstract:
Este artículo se centra en la consideración de dos factores a los que se enfrenta en campo magrebí en Marruecos, Argelia y Túnez y que son tanto el envejecimiento de su población rural como las deficiencias estructurales que inciden en el desinterés de la población más joven por permanecer en el medio rural. En primer lugar se revisan las tendencias actuales en lo que a envejecimiento se refiere, para así determinar que el envejecimiento del agro magrebí se debe principalmente al fenómeno de emigración hacia las ciudades. Seguidamente se explican las deficiencias estructurales existentes, centradas principalmente en el escaso apoyo institucional, la baja capacitación de los agricultores, las deficiencias en infraestructuras, sin olvidar claro está, las menciones al cambio climático y al proceso de desertización. De esta explicación se deduce que ambos factores se retroalimentan, siendo cada vez más difícil mejorar la situación a medida que se profundicen ambos fenómenos, pues las deficiencias estructurales privan de oportunidades a los jóvenes agricultores y dejan a una población envejecida menos capacitada para introducir mejoras en la agricultura. La víctima de este círculo vicioso será la productividad y la seguridad alimentaria.

Abstract:
Writing in September 2011, Hussein Agha and Robert Malley pointed out that the Arab awakening was "a tale of three battles rolled into one: people against regimes; people against people and regimes against other regimes." Nowhere is this more evident than in Syria where all three dimensions are forcefully present, simultaneously making Syria arguably the most complex of all Arab revolutions. The Syrian revolution started in March 2011 as an inevitable, spontaneous, legitimate and overwhelmingly non-violent movement, much akin to the Arab Spring revolutions that had taken place in Tunisia and Egypt. While the underlying political, economic and demographic causes of the Syrian uprising were quite similar to those which triggered the earlier revolutions, the regime's brutal reaction, Syria's geostrategic positioning and its sectarian heterogeneity, as well as the political agendas of regional and international powers led the revolution to morph into a bloody civil war.
