781. EU Democracy Promotion in the Mediterranean. Cooperation against All Odds?

Abstract:
Focusing on the Euro-Mediterranean relations since the early 1990s, this paper investigates in how far the EU has been able to shape its relations with third countries according to its democracy promotion policy. The paper traces the evolution of the EU's provisions for democracy promotion and compares the implementation of political dialogue and democracy assistance with seven (semi-)authoritarian regimes (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, and Tunisia) since the early 1990s. A clear regional trend to more intensive cooperation lends credibility to the claim that the EU possesses a certain agenda setting power in international relations. A systematic comparison across countries and over time explores the explanatory power of interdependence, political liberalisation, and statehood for the remaining country variation. The paper finds that the degree of political liberalisation in target countries is the most important scope condition for cooperation in the field of democracy promotion and points to the need of further investigating (domestic) factors to account for the EU's differential 'normative power' in international relations.

782. How European Protest Transforms Institutions of the Public Sphere: Discourse and Decision-Making in the European Social Forum Process

Abstract:
Against the background of the alleged democratic deficit of EU institutions, this case study explores how politicization and emerging transnational public spaces in European protest movements innovate existing practices of discursive or grassroots deliberative democracy in national social movements. I studied the European Social Forum (ESF) process, a transnational participatory democracy platform created by civil society groups and social movement organizations. I explored discourse and decision-making in the small-scale European Assemblies in which hundreds of activists have met six times a year since 2002 to organize the ESFs, and form campaigns on issues such as global and social justice, peace, climate change, migration, health, or education. Comparing activists' democratic norms and discourse practices in these frequently occurring European Assemblies with social forum assemblies at the national level in Germany, Italy and the UK, I arrived at a surprising result: European Assemblies reflect a higher degree of discursive inclusivity, dialogue and transparency in decision-making and discussion compared to national social forum assemblies. In this paper I discuss structural, strategic and cultural changes that occur in the process of a Europeanization “from below”, that is, when social movement activists work together transnationally across a certain time period. I argue that European protest as a form of contentious Europeanization has developed new social practices and actors that innovate existing practices of participatory democracy at the national level, showing the relevance of social movements to democratize European integration.

783. Neighbourhood Europeanization through ENP: The Case of Ukraine

Abstract:
We contribute to the literature of European Studies by introducing the approach of Neighbourhood Europeanization. Based on insights from Membership and Enlargement Europeanization, we reveal important inconsistencies of Neighbourhood Europeanization through the European Neighbourhood Policy (ENP) as well as a lack of robust empirical support for its effectiveness. We also define core dimensions and determinants of Neighbourhood Europeanization and implement this analytical framework for the case of Ukraine. Our analysis clearly demonstrates substantial asymmetries in the ENP for Ukraine across three dimensions we chose – democracy promotion, economic cooperation, and Justice and Home Affairs, which clearly reflect the inconsistency of the ENP concept, that is top-down formulation of EU interests combined with weak conditionality. However, our analysis shows that despite Ukraine's growing frustration because of the lack of a membership perspective, there is a lot of room for keeping up Ukraine's motivation for Europeanization reforms. Especially, widening and strengthening the linkage-mechanisms would allow to overcome ENP inconsistency and to improve the effectiveness of Neighborhood Europeanization.

Abstract:
How and to what extent have European ideas transformed the political-administrative institutions in the candidate countries in the East? Which conditions work to mitigate and undermine the impact of the European Union (EU) in these contexts? Research on post-communist transformations, by and large, holds EU enlargement as a successful attempt of institutional transfer in the candidate countries. However, while the EU proved to be successful in the first wave of enlargement in the East, we know much less about its effects in 'borderline' cases that lack the will and/or the capacity to pursue required reforms, thus posing a real challenge to EU enlargement strategy. The paper aims to trace the effects of enlargement in challenging domestic environments focusing on public administration reform in post-communist Albania. Differently from the classic Europeanization literature, the bottom-up approach used here, seeks to bring to the fore the crucial role of domestic agency to download and sometimes mitigate European transfers in the national arena. Evidence from the case study shows that governing actors have used EU enlargement as a means to further their strategic goals – they have preferred to talk the talk of reform in order to reap the benefits associated with EU integration and broader external assistance, but also resist implementation of new rules that curtail the political control of the state and the ongoing system of spoils built throughout the post-communist transition. The EU's broad thresholds on administrative reform and the weak association between monitoring of progress and rewards have left ample space for the governing actors to merely pay lip service to the EU prescriptions, while getting full control of a poli-ticized administration.

785. Right-Financing Security Sector Reform

Abstract:
Security sector reform (SSR) in weak and fragile state environments encompasses a broad range of efforts to improve the capacity, governance, performance, and sustainability of the security system. Financial dimensions of SSR include the allocation of resources according to well-defined priorities, both across sectors and within the security system, and ensuring that expenditure is transparent, efficient and effective. Issues of financial management were central to the origins of SSR in the 1990s, and they are no less central to security sector reform today. Yet current SSR strategies and programming all too often pay insufficient attention to public finance issues. As a result, the medium and long-term fiscal implications of short-run policy decisions are not factored into early post-conflict engagement processes. The negative consequences include unsustainable reforms, the squeezing out of other vital sectors, and, conversely, the under-provision of security. This paper argues for the “right-financing” approach to be adopted for the security sector – striking an appropriate balance between current security needs and the goal of building a fiscally sustainable security sector based on realistic resource projections. This paper makes four policy proposals.

786. Ethnic Coalitions of Convenience and Commitment: Political Parties and Party Systems in Kenya

Abstract:
This paper analyzes the role of ethnicity in shaping the character of Kenya's political parties and its party system since 1992. Drawing on a constructivist conception of ethnicity, it uses a framework of comparison derived from Donald Horowitz and distinguishes between three party types: the mono-ethnic party, the multi-ethnic alliance type and the multi-ethnic integrative type. It shows that although Kenyan parties have increasingly incorporated diverse communities, they have consistently failed to bridge the country's dominant ethnic cleavages. Consequently, all of Kenya's significant parties represent ethnic coalitions of convenience and commitment and, thus, ethnic parties. The paper further states that the country's post-2007 political environment is a by-product of the omnipresence of this party type.

787. Measuring Party Institutionalization in Developing Countries: A New Research Instrument Applied to 28 African Political Parties

The institutionalization of political parties is said to be important for democratic development, but its measurement has remained a neglected area of research. We understand the institutionalization of political organizations as progress in four dimensions: roots in society, level of organization, autonomy, and coherence. On this basis we construct an Index of the Institutionalization of Parties (IIP), which we apply to 28 African political parties. The IIP uses extensive GIGA survey and fieldwork data. Initial results reveal a more differentiated degree of institutionalization than is commonly assumed. In addition to illustrating overall deficits in party institutionalization, the IIP highlights an astonishing variance between individual parties and—to a lesser extent—between national aggregates. Further research on party institutionalization remains necessary, particularly regarding its causes and consequences.

788. Promoting Peace and Democracy through Party Regulation? Ethnic Party Bans in Africa

Abstract:
Since the sweeping (re)introduction of multiparty systems in the early 1990s almost all sub-Saharan countries have introduced bans on ethnic or – in more general terms – particularistic parties. Such party bans have been neglected in research, and this paper engages in a preliminary analysis of their effects on democracy and peace. Theoretically, particularistic party bans can block particularisms from entering politics but also run the risk of forcing groups to resort to extra-legal or violent means. Neutral or context-dependent effects are also possible. Applying macro-qualitative comparison and bivariate statistics on the basis of a unique inventory of party bans and readily available indicators for the dependent variables, no simple connection can be detected. Rather, context conditions seem to be of superior explanatory power. We also find a systematic connection between party bans and variables that could be conceptualized as the causes of their implementation.

Abstract:
Political polarization in the United States has a number of causes, ranging from media hype to gerrymandering to hyper- ideological elites to cultural “sorting” between the parties. But there is another key contributor that is frequently overlooked: demographic and geographic changes in the electorate that have altered the sizes of different population groups and even shifted their political orientations over time. These changes have helped produce the current deadlock between coalitions of roughly equal size and opposed outlooks. But these same changes—since they will continue to alter group sizes and political orientations in the future—could also provide the impetus for unlocking this polarization and policy gridlock in the future.

In the late summer 2007, amid great anticipation from Egypt's ruling elite and opposition movements, the Muslim Brotherhood distributed the first draft of a party platform to a group of intellectuals and analysts. The platform was not to serve as a document for an existing political party or even one about to be founded: the Brotherhood remains without legal recognition in Egypt and Egypt's rulers and the laws they have enacted make the prospect of legal recognition for a Brotherhood-founded party seem distant. But the Brotherhood's leadership clearly wished to signal what sort of party they would found if allowed to do so.
