Abstract:
Spain facing the European referendum: or democracy and its weaknesses: One common criticism to the European integration process has been the deficit of democratic legitimacy. Direct consultation through referendum has been proposed as a mechanism to bridge this gap, however, there is a debate about the potentialities and risks of direct democracy. The aim of this paper is to contribute to this debate by analysing the Spanish experience of ratifying the European constitution (February 2005).

Over the past few months, much of the international attention devoted to Sudan has focused on “CPA implementation.” Within that focus on the Comprehensive Peace Agreement (CPA), most attention is paid to the status of Abyei, if and when nationwide elections will happen, border demarcation and, above all else, the 2011 referendum on the status of southern Sudan. But there are other aspects of the north-south dynamic deserving of discussion and strategic thinking that don't receive their due. This Peace Brief describes six of those issues and questions that, while they get some attention, could use a little more as decisive events in Sudan's political history approach.

Lebanon's recently announced national unity government has eased fears that the country would once again be mired in a dangerous political stalemate. Yet, despite the recent breakthrough, Lebanon's unstable equilibrium -- marked by both internal and regional tensions -- could still devolve into serious violence. Deep seated sectarian animosities persist, raising the prospects for political instability and civil strife if unaddressed. Regionally, mounting tensions with Israel raise the worrisome possibility of isolated border incidents spiraling into more serious conflict. Taken together these two underlying challenges to stability -- internal civil unrest and regional conflict with Israel -- could undermine Lebanon's fragile peace. This paper will examine internal challenges to Lebanon's stability.

On October 13, 2009, the United Nations Security Council unanimously approved a one-year extension of the mandate for the United Nations Stabilization Mission in Haiti (MINUSTAH). The sixth mission since 1995, MINUSTAH was first authorized in 2004. The mission, under Brazilian command, comprises 6,940 soldiers and 2,211 police. It also has unprecedented star power since the May 2009 appointment of former U.S. President Bill Clinton as U.N. special envoy to Haiti.

This paper attempts to summarize the rapidly expanding literature on civil war outcomes, organizing it around three central questions, all of which remain under debate: (1) what are civil wars, (2) how do we know when they end, and (3) what can outsiders do to help end them and prevent their recurrence? It focuses on the normative and ethical issues involved in negotiated settlements to civil wars: do they reduce violence or not, do they encourage democracy or not, the conflict between amnesty and justice which they often raise, and, if they are seen as desirable, when are they likely to occur and how, if at all, can outsiders support them.

757. Afghanistan: Elections and the Crisis of Governance

Abstract:
President Hamid Karzai's re-election on 2 November 2009, following widespread fraud in the 20 August presidential and provincial polls, has delivered a critical blow to his government's legitimacy. The deeply flawed polls have eroded public confidence in the electoral process and in the international community's commitment to the country's nascent democratic institutions. Concentration of power in the executive to the exclusion of the legislature and judiciary has also resulted in a fundamental breakdown in governance while strengthening the hand of the insurgency. To restore stability, vigorous constitutional reform under the aegis of a loya jirga must be undertaken; an impartial commission of inquiry into the flawed elections should be formed; the UN Mission in Afghanistan (UNAMA) should be restructured to restore credibility; and prompt steps must be taken to strengthen institutions.

758. Somaliland: A Way out of the Electoral Crisis

The stalled electoral process has plunged Somaliland into a serious political crisis that presents yet another risk of destabilisation for the region. If its hard-won political stability collapses under the strain of brinkmanship and intransigence, clan leaders might remobilise militias, in effect ending its dream of independence. The political class must finally accept to uphold the region's constitution, abide by the electoral laws and adhere to interparty agreements such as the electoral code of conduct and memorandum of understanding signed on 25 September 2009, so as to contain the crisis and permit implementation of extensive electoral reforms. International partners and donors should keep a close watch on developments and sustain pressure for genuinely free and fair general elections in 2010.

In June 2009, Iran will hold its 10th presidential elections since the establishment of the Islamic regime in 1979. As a rule, in past elections the incumbent president was elected to a second term. Even Muhammad Khatami, despite his problems with the conservative elements and disagreements with the Supreme Leader, Ali Khamenei, was reelected in 2001.

760. Reshaping Political Space? The Impact of the Armed Insurgency in the Central African Republic on Political Parties and Representation

Abstract:
This paper analyzes the declining importance of political parties in the Central African Republic (CAR). It argues that the problematic attitude of elites who are fluctuating between violent and peaceful behavior in order to further their own careers is jeopardizing both peace and democracy. The author hypothesizes that both political parties and rebel movements are failing to adequately represent (ethnoregional) interests, but that parties are suffering more in the course of the enduring war and the peace process. Patterns of elite behavior are presented as the main explanation for the resulting crisis of representation, with international actors' preference for inclusionary power-sharing deals seen as the main aggravating factor.
